RECOMMENDATION
I recommend the City Council approve Proposed Resolution No. 17342 authorizing the
execution of a Service Contract with Scantron Robotics, USA Inc., of Gibsonia, PA, in
the not -to- exceed amount of $25,000, for the cleaning of the 2.5 MG Ground Storage
Tank at the Water Purification Plant.
BACKGROUND
The existing Water Purification Plant has been in service since 1998. The WTP utilizes
a single Ground Storage Reservoir/Tank (or clearwell) to provide a storage buffer prior
to discharge to the City's water distribution system. The WTP was originally designed
for two GST's, but we had to eliminate one to reduce costs. Most of our WTP's systems
are redundant or can be partially shut down. This tank cannot be conventionally cleaned
without taking the WTP out of service, so it has never been cleaned. Over the last
couple of years, WTP personnel have noticed high than normal chlorine demand due to
solids accumulation in this tank. Scantron Robotics has developed on -line robotic
cleaning and inspection Remote Operated Vehicle (ROV) machines that can perform
this service. They are the only company known to perform this highly specialized work.
Scantron Robotics has provided a proposal to complete this work for $23,500, but we
would like to authorize a not -to- exceed total of $25,000 (budgeted) to perhaps extend
the inspection /cleaning into the adjacent large piping and Chlorine Dioxide Contact
Basin. The robot will pump the solids to a nearby basin to recycle the water and dispose
of the dried solids.
BUDGET /FISCAL EFFECT
Funds are available in account no. 410 - 1252 - 532.92 -00.
STAFFING /EMPLOYEE EFFECT
WTP personnel will coordinate the work and handle the solids disposal.
SUMMARY
I recommend that the City Council approve Proposed Resolution No. 17342.

A RESOLUTION AUTHORIZING THE EXECUTION OF SERVICE
CONTRACT WITH SCANTRON ROBOTICS, USA INC., OF
GIBSONIA, PA, IN THE NOT -TO- EXCEED AMOUNT OF $25,000.
FUNDS ARE AVAILABLE IN ACCOUNT NO. 410- 1252 - 532.92 -00.
WHEREAS, the Utility Operations Department Water Purification Plant operates a
single Ground Storage Reservoir /Tank, that cannot be taken out of service for inspection and/or
cleaning; and,
WHEREAS, Scantron Robotics, USA Inc. has developed Remote Operated Vehicles
(ROVs) that can perform inspection and cleaning while keeping the tank in service; and,
WHEREAS, staff solicited a proposal for this service, as delineated in our Purchasing
Policy; and,
WHEREAS, Scantron Robotics, USA Inc., of Gibsonia, PA, is the only vendor known to
provide such service, and has submitted a proposal which meets our requirements, NOW
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR:
THAT, the City Council hereby authorizes the execution of a Service Contract for the
Inspection and Cleaning of the Water Purification Plant Ground Storage Reservoir with Scantron
Robotics, USA Inc., of Gibsonia, PA, in the not -to- exceed amount of TWENTY FIVE
THOUSAND AND NO /100 DOLLARS ($25,000) in substantially the same form as attached
hereto as Exhibit "A "; and,
THAT a copy of the caption of this resolution be spread upon the minutes of the City
Council.

I. OVERVIEW
I. Proposed Project Work:
SCANTRON ROBOTICS, INC. utilizes Remote Operated Vehicles (ROV) machines to provide
both "survey" inspection and cleaning services for tanks, reservoirs, clear - wells, elevated tanks,
raw water tanks, etc, "on -line" in- service. This quote is pursuant to our email and telephone
correspondence. Please accept this proposal as a response to City Of Port Arthur's request for
Scantron's on -line robotic technology too clean and inspect the following:
Project Overview:
• One on -line robotic cleaning and inspection of one 2.5 MG concrete potable water clear -
well.
• The concrete clear -well was built in and around the 1999 it holds 2.5 million gallons of
potable drinking water. The last inspection of the concrete clear -well is none to be never.
Our recommendation would be to first erform an inspection survey of the aforementioned

clear-wells using our "free swimming" Inspection ROV. The inspection "survey" will help g g p p y p to
establish an understanding of the current condition of the water tanks and levels of
sedimentation (pockets or concentrated areas) to create a baseline (road -map) for our approach
to cleanings.

Scantron Crawler- Cleaning Crawler "In Action"
Upon completion of the inspection services, we
would utilize our Remote Operated Vehicle (ROV)
Cleaning Crawler to extract and remove all of the
accumulated sedimentation that has built up in the
water tanks over the years. Scantron's robotic
a.NI... 411 ve, technology is designated for potable water only.
All of the robotic equipment will be disinfected
on -site according to AWWA standards. Our Robotic
Cleaning Machine is customized with a high-
resolution camera system and uses a power brush
system to break -up and remove the sedimentation
that has accumulated. The sediment will then be
. pumped out of tank into mesh bags containing de-
chlorinating pucks which would allow discharge
into: "Sanitary System" or area supplied by: City of
Port Arthur and the local DEP /DNR agency:

SEAMOR "Free Swimming" Survey Inspection ROV
There is no draining required while the SEAMOR inspection services are
conducted. The systems remain on -line and in service. The "SEAMOR ROV" \S
will inspect the internal infrastructure of the tank to include vents and screens,
interior walls, intake pipes, out -flow pipes, tank floor, valves, cathotic protection `.
system, and sediment accumulations. Live viewing of both the inspection and
cleaning services will be available, and we will record and deliver the video N
footage of the services (DVDs) for your records.
SCOPE OF WORK:
The following is the scope of work and deliverables for all SCANTRON inspections /survey & cleaning
services:
Step I:
• Perform an inspection survey of the aforementioned water storage tank to
• Identify sediment accumulation levels and areas of concentration
• To provide a roadmap and approach for the robotic cleaning process.
Step II:
• Perform Robotic Cleaning Process while your system remains on -line in- service to:
• Remove /Clean sediment accumulation levels
• Review Internal floor
• Evaluate the floor condition of the clear - wells, check for cracks or leaks in the tank floor.
• Pump sediment through crawler's 3" discharge hose, into mesh bags consisting of
multiple de- chlorinating pucks then into "Sanitary Sewer" surrounding tank.
• Deliver Video footage (DVDs) of the inspection and cleaning services for your records.
1I. Financial Proposals:
Please consider the following price breakdown.
11. BUDGET PROPOSAL
As an outline of our pricing model for this project, the ROV cleaning & inspection services with supporting
resources will be billed as a "lump sum basis ". We also charge a one -time fixed project fee for mobilization,
and demobilization. Our variable costs for supporting materials /equipment are inclusive.
SERVICE and ITEMS RATE
ROV Robotic On -Line Survey/ Inspection Services: $2,300.00 USD
$2,300.00 USD Per eight hour on -site day. "Will credit if Credit
robotic cleaning follows the survey inspection ":
SCANTRON Cleaning Crawler quote for complete cleaning and post $21,500.00
inspection of one 2.5MG concrete tank: $21,500.00 USD per ten hour
day.
One Time Mobilization & Demobilization Charge: $2000.00 USD $2000.00 USD
Delays caused by West View Water during on -line cleaning & $ TBN
inspection are: $280.00 per hour. "TO BE NEGOCIATED"
TERMS AND CONDITIONS:
If there are conditions or circumstances beyond that which has been discussed or collected in advance, we
reserve the right to change the mandatory minimum charges outlined above. The Payment terms for this
project will be net 15 days after completion of the ON -SITE services. There is a Mandatory minimum charge
of one per diem day at the cost outlined above, before the project commences. Once the ROV inspection
process is proven successful, there is a minimum of one day of service delivery required on -site. Each
additional service day will be billed at the aforementioned rate, and any additional hours of service required
beyond a complete service day will be billed at $280.00 per hour.
III. CONTRACT INITIATION:
SCANTRON ROBOTICS agrees to provide the Services described in Section I, for the costs outlined
in Section II. This proposal is valid for thirty (30) days. To initiate this contract please sign the
