Attached is P. R. No. 13537 as it pertains to granting Stat
Care EMS a deferment as to the amounts owed ($12,500 from the
quarterly payments due on April 1, 2006 and July 1, 2006) until
such time as Stat Care EMS is reimbursed from the Federal
government for its evacuation costs. This Resolution was tabled
at the April 25, 2006 Council Meeting and at the May 9, 2006
Council Meeting.

~ESOLUTION NO.
A RESOLUTION PERTAINING TO THE AMBULANCE FEES
OF STAT CARE EMS
WHEREAS, Stat Care EMS transported patients from local
hospitals, nursing homes, and private homes to other locations
prior to Hurricane Rita; and
WHEREAS, the City Council appreciates the services provided by
Stat Care EMS in providing transport; and
WHEREAS, Stat Care EMS has requested assistance from the City,
as denoted in Exhibit "A".
WHEREAS, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF PORT ARTHUR, TEXAS:
Section 1. That the facts and opinions in the preamble are
true and correct.
Section 2. That the City Council is herein granting a
deferment of the amounts to be owed or owed ($12,500 from the
quarterly payments due on April 1, 2006 and July 1, 2006) until
such time as Stat Care EMS is reimbursed from the federal
government or from other entities for its evacuation costs.
Section 3. That as a condition of this deferment of the
$12,500, Stat Care EMS shall provide periodic status reports to the
City Manager as to their obtaining reimbursement from federal
agencies and from other entities.

Se=t£on 4. That as a further condition, Stat Care EMS
shall remain an active participant in the emergency management
team.
Section 5. That FEMA, as well as the local hospitals, and
nursing homes are herein encouraged and requested to take all such
necessary action as to assist Stat Care EMS to obtain the
reimbursement of their evacuation costs.
Section 6. That Stat Care EMS shall sign this Resolution
agreeing to the terms hereof.
Section 7. That a copy of the caption of this Resolution
be spread upon the Minutes of the City Council.

Stat Care EMS operates under the same conditions as MetroCare EMS and has been
affected financially by Hurricane Rita and changes in the industry. Hurricane Rim caused
many hardships that were unforeseen including a loss of income and increased expenses.
The financial instability and system instability faced by ambulance systems in Southeast
Texas has most recently been seen by Orange County Ambulance Service. Orange
County Ambulance Service, which is the primary 911 Provider in Orange County, has
notified the local governments that they will cease service on June l, 2006 after 27 years
of service.
