RECOMMENDATION We recommend the City Council award the bid for Laboratory Services for Long Term 2 Enhanced Surface Treatment Rule (LT2) to Aha-Lab Corporation, of Kilgore, TX, in the total estimated amount of $19,668.00. BACKGROUND For a two-year period beginning in April 2007, the EPA-mandated Long Term 2 Enhanced Surface Water Treatment Rule (LT2) will become effective. The scope of services to perform the required testing to comply with this rule will include analysis for the protozoan parasite cryptospoddium and E-coil bacteria. Currently nation-wide, only 12 laboratories are approved to perform the required testing for cryptospoddium. Getting a lab under contract early will ensure that a relatively local lab is available when the testing and reporting becomes mandatory. This monthly testing will include sampling and analysis with a very short turn-around time for reporting. Four (4) bid packets were sent out and we only received one (1) bid on Apd119, 2006. BUDGET/FISCAL EFFECT These services are not budgeted in the current fiscal year, and we do not propose to utilize this testing until next fiscal year when it becomes mandatory. Funding has been requested for next year's budget. STAFFING/EMPLOYEE EFFECT Staff will coordinate these services and enter reporting data into an EPA database for compliance SUMMARY The bid from Aha-Lab Corp. meets the requirements of the advertised specifications, and is therefore recommended for approval in the estimated amount of $19,668.00 for two year's of testing.
