RECOMMENDATION
We recommend the City Council authorize the emergency purchase of a Chlorine Scale System for the Port
Acres WWTP in the amount of $8,723.00.
BACKGROUND
The chlorine system at the Port Acres VVWTP experienced a leak on one of the one-ton cylinder pig-tails, which
destroyed our chlorine scales. Liquid chlorine is a highly corrosive chemical. Chlodne scales are required by the
TCEQ design criteria for sewerage systems. These units tell us how much chlorine is being used by weight, and
how much remains in each cylinder. We obtained two FAX quotes from local suppliers of this type equipment,
and have ordered from the Iow bidder. This is the same equipment used at our new Water Purification Plant, so
we are familiar with its performance.

Per our discussion in the staff meeting, this is to clarify the emergency purchase
agenda item on next week's agenda. On Monday, May 15, 2006, the Wastewater
Treatment Supt. informed me that a chlorine leak had destroyed the chlorine
scales at the Port Acres WWTP. These scales are required for the normal
operation of this facility in compliance with TCEQ requirements. She had already
gotten FAX quotes for their replacement from two Houston-area vendors, and I
asked for one additional quote from another local vendor (Bridge City) that
supplied the last set of scales we purchased a few years ago. We met on
Tuesday to discuss the proposals/quotes to make sure we were getting exactly
what we needed, no more and no less. Quotes for various systems ranged from
$8,723 to $14,450. We determined that the Iow quote would meet our needs, and
she ordered the equipment on Wednesday. I entered and approved a requisition
later that day.
