Johnson, City Manager FROM: Kelly Eldridge, Director of Utility Operations 1 te,ge DATE: November 8, 2012 RE: Proposed Resolution No. 17392 COMMENTS RECOMMENDATION I recommend the City Council approve Proposed Resolution No. 17392 authorizing the purchase of a Sanitary Sewer Pump for the EDC Spur 93 Business Park Lift Station from Pump & Power Equipment, of Houston, TX, in the total amount of $6,950 +freight, and also authorizing City staff to complete the installation of this unit. BACKGROUND Due to recent development in the Spur 93 Business Park, the EDC has asked for an estimate for a lift station upgrade to accommodate the additional sanitary sewer flows. The original LS was constructed with one large pump and one small pump to handle the limited flows of the early development. The LS was designed to accommodate a second large pump to replace the small unit, when needed. This replacement will be needed upon the completion of the MPW facility. Decades ago, the City standardized on Gorman Rupp pumps for self priming pump applications. We were able to obtain only one quote for this pump since Pump & Power Equipment is the only authorized municipal /governmental distributor for Texas and should be considered a sole source for this equipment. No Port Arthur vendors supply this equipment. The P &PE quote totals $6,950 +freight. The estimated cost for City staff to complete the installation of this pump brings the total expenditure to $9,578, with costs to be paid by the EDC. See the attached estimate. BUDGET /FISCAL EFFECT This equipment was budgeted in EDC budget account no. 120 - 1429 - 582.59 -02. STAFFING /EMPLOYEE EFFECT City staff will install & operate these pumps. SUMMARY I recommend that the City Council approve Proposed Resolution No. 17392. P. R. No. 17392 11/08/12 RESOLUTION NO. A RESOLUTION AUTHORIZING THE PURCHASE OF A SANITARY SEWER PUMP FOR THE UTILITY OPERATIONS DEPARTMENT FROM PUMP & POWER EQUIPMENT, OF HOUSTON, TEXAS, IN THE TOTAL AMOUNT OF $6,950 + FREIGHT. FUNDS ARE AVAILABLE IN EDC ACCOUNT NO. 120 - 1429 - 582.59 -02. WHEREAS, due to recent development in the Spur 93 Business Park, the EDC has requested a lift station upgrade to accommodate the additional sanitary sewer flows; and, WHEREAS, City staff has solicited a quote for the necessary pump, attached as Exhibit in our Purchasing Policy, and City staff has prepared an estimate of total cost, as delineated o c g y, ty p p , attached as Exhibit "C ", for this lift station upgrade to be $9,578. and, WHEREAS, no Port Arthur vendors can supply this equipment, and Pump & Power Equipment is the only authorized municipal/governmental distributor for Texas, as noted in Exhibit "B ", and should be considered a sole source for this equipment, which meets our requirements; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, the City Council hereby authorizes the purchase of a Sanitary Sewer Pump from Pump & Power Equipment, of Houston, Texas, in the total amount of SIX THOUSAND NINE HUNDRED FIFTY AND NO /100 DOLLARS ($6,950. +freight); and, THAT, an authorized representative of Pump & Power Equipment shall sign this resolution agreeing to the terms of the purchase; and, THAT, the City Council authorizes City staff to install this pump per Exhibit "C "; and, THAT a copy of the caption of this resolution be spread upon the minutes of the City Council.
