COMMENT
Recommendation:
I recommend that the City Council adopt Proposed Resolution No. 13563 authorizing the Mayor and the City
Manager to enter into agreements for repair and/or replacement of lighting between the City of Port Arthur and
Gulf Coast Eleclric Company for repair and replacement of lighting at the football field at Adams Park and
Mosley Pool at Washington Park and betwccn the City of Port Arthur and Beaumont Electric Company for
repairs at the large softball field at Barbara Jacket Park.
Background:
Due to the effects of Hurricane Rita, the football field at Adams Park, the large softball field at Barbara Jacket
Park, and Mosley Pool at Washington Park suffered significant damage to the lighting. These areas serve
integral pads of the City's recreational aclNifies, and the restoration requires professional elec~cal services, as
necessary, proffered by Gulf Coast Eiec~c Company and Beaumont Elec~c Company, beth of Beaumont,
Texas, who provided the Iowost responsible bids for the respective projects.
Budgetary/Fiscal Effect:
Approval of this project would authorize expending up to $150,591 for the indicated repairs. Monies are
available for the repairs at Mosley Pool via insurance recovery and through FEMA participation at Adams and
Barbara Jacket Parks

A RESOLUTION AUTHORIZING THE. CITY MANAGER
TO ENTER INTO AGREEMENTS FOR REPAIR AND
REPLACEMENT OF LIGHTING WITH GULF COAST
ELECTRIC FOR REPAIRS AT THE FOOTBALL
FIELD/ADAMS PARK, MOSLEY POOIdWASHINGTON
PARK, AND WITH BEAUMONT ELECTRIC COMPANY
FOR REPAIRS AT THE LARGE SOFTBALL
FIELD/BARBARA JACKET PARK FOR A COMBINED
AMOUNT OF $150,591
WI:iEREAS, the lighting at the following locations has sustained extensive wind damage
due to Hurricane Rita:
(1) the football field/Adams Park; and
(2) the large softball field/Barbara Jacket Park; and
(3) Mosley Pool at Washington Park; and,
WHEREAS, the lighting in these parks require repair and/or replacement; and,
W~EREAS, the City advertised in the Port Arthur News on April 2, 2006 and April 9,
2006, for the replacement and/or repair in these parks; and,
WHEREAS, Gulf Coast Electric was the lowest responsible bidder for the work required
at Adams Field and Mosley Pool.
WHEREAS, Beaumont Electric was the lowest responsible bidder for the work required
at Barbara Jacket Park; and,
WHEREAS, the City Council deems it is in the best interest of the City to approve the
bid from Gulf Coast Electric Co., Inc. of Beaumont, Texas in the amount of $65,951 for repair
and/or replacement of lighting at the football field/Adams Park, and Mosley Pool.
WHEREAS, the City Council deems it is in the best interest of the City to approve the
bid from Beaumont Electric Co., Inc. of Beaumont, Texas in an amount not to exceed $84,640
for repair and/or replacement of lighting at Barbara Jacket Park; and,
WHEREAS, the start date for repair and/or replacement of the lighting will be fifteen
(15) days from notice to proceed; and
WltEREAS, the warranty will be for one (1) year on materials and labor.
NOW, THEREFORE BE IT RESOLVED BY ~ CITY COUNCIL OF THE
CITY OF PORT ARTHUR:

Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Council hereby authorizes the City Manager to enter into
agreements with Gulf Coast Electric Co., Inc. and Beaumont Electric Co., Inc. for repair or
replacement of lighting at various City Parks throughout the City, as described in the bid
tabulation listed in Exhibit "A".
Section 3. That Gulf Coast Electric Co., Inc. and Beaumont Electric Co., Inc. shall
sign this Resolution a~eeing to the terms hereof.
Section 4. That the repair work at Adams Park and Barbara Jacket Park, respectively,
is subject to confirmation from FEMA in approved project sheets that it will either fund or
reimburse 75% of the costs.
Section 5. That prior to a Notice to Proceed being issued, FEMA will notify the City
of Port Arthur as to the replacement of poles in that park. However, the City is authorized to
repair or replace any poles as necessary to get the fields lighted for league play or general citizen
use.
Section.6. That a copy of the caption of this Resolution shall be spread upon the
Minutes of the City Council.
