RUSSELL, DIRECTOR OF TRANSIT SUBJECT: PAT REQUEST PERMISSION TO PROCESS AN ELECTRONIC GRANT FOR FISCAL YEAR 2012 - 2013 DATE: 11/28/2012 Discussion: P.R. No. 17401 is for Port Arthur Transit (PAT) to pursue an electronic grant in TEAMS (Transportation Electronic Application Management Systems) for the Governor's apportion of funds in the sum of $1,756,927. These funds are for planning, operational and capital services to better serve our commuters and meet the Federal Transit Administration's regulations and updated mandates. A public hearing was requested with P.R. 17364 for December 11, 2012 as per FTA grant requirements. Staff Effect: Will see to the compliance of funds for capital and operational expenditures. Budgetary Effect: This will ensure continued PAT services. Summary: The City Council is requested to approve P.R. No. 17401 whereby the City Manager can enter into grant agreement with FTA for the expected award of $1,756,927. A RESOLUTION AUTHORIZING THE CITY TO SUBMIT AN APPLICATION FOR FUNDING FOR FISCAL YEAR 2012 -13 FROM THE FEDERAL TRANSIT ADMINISTRATION FOR CAPITAL IMPROVEMENTS AND OPERATIONS FOR THE PORT ARTHUR TRANSIT (PAT) WHEREAS, pursuant to 49 U.S.C. §5307, the governors of each state are provided with resources for distributions for grants to urban transit systems; and WHEREAS, the Federal Transportation Administration makes Port Arthur eligible by the Governor's apportionment in the amount of $1,756,927, attached as EXHIBIT "A ", is financial assistance for operations and capital improvements; and WHEREAS, the City will matched the operation cost ($1,000,000) 50/50 with the FTA, while the planning as well as capital expenses ($756,927 budgeted) will be 80/20 match; the City's portion will be twenty percent; and WHEREAS, the planned program of projects expense for fiscal year 2012 -2013 is attached as Exhibit "B ". NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT the Transit Director is hereby authorized to file an electronic application as proposed in the Program of Projects, a copy of which is attached hereto as Exhibit `B." 1 P.R. THAT the City Manager or his designee is hereby authorized to accept and execute the agreement with the Federal Transit Administration sin the amount of $1,756, 927 for similar capital improvements and operations. THAT a copy of the caption of this Resolution be spread upon the Minutes of the City Council. The Texas Department of Transportation (TxDOT) used the available apportionment published in the Federal Register dated July 18, 2012. Please note that the amount shown is the total amount made available using the federal fiscal year 2012 funds. This amount replaces the amount made available in our letter dated May 17, 2012, it is not in addition to that amount. TxDOT has notified the Federal Transit Administration of the available allocations for FY 2012 in the amounts shown in the attachment.
