RECOMMENDATZON:
! recommend that the City Council approve Proposed Resolution No. 13583, approving a contract
with Sea-Breeze Roofing, !nc. for repair of the roof of the Civic Center for an amount not to exceed
$279,530.
BACKGROUND:
The Civic Center roof was damaged as a result of Hurricane Rita. The City advertised for contractors
in the Port Arthur News on May 7 and May 1,~, 2_006.
Seven bids were received and opened on May 24. The bid from Sea-Breeze Roofing, !nc. in the
amount of $279,530 was reviewed by the project engineer, Public Works and Purchasing and is
found to be the lowest and most responsible bid for this work.
BUDGETARY/FISCAL EFFECT:
Funding is available in Project HRCC, 123-2300-901.59-00.
EMPLOYEE/STAFF EFFECT:
None.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE MAYOR AND CITY
MANAGER TO EXECUTE A CONTRACT BETWEEN THE CITY
OF PORT ARTHUR AND SEA-BREEZE ROOFING, INC., OF
HOUSTON, TEXAS FOR REPAIR OF THE CIVIC CENTER
ROOF IN THE AMOUNT OF $279,530, PRO3ECT HRCC, 123-
2300-901.59-00.
WHEREAS, the City Hall Annex suffered damage to the roof as a result of
Hurricane Rita; and,
WHEREAS, the City advertised in the Port Arthur News on Hay 7, 2006 and on
May 14, 2006 for repair of this roof; and,
WHEREAS, four (4) bids were received and opened on May 24, 2006 for the
above referenced project and evaluated by Neches Engineers, project engineer, as
shown on the Bid Tabulation attached hereto as Exhibit "A'; and,
WHEREAS, Sea-Breeze Roofing, Inc. has submitted a proposal in the amount of
$279,530 for repair of the Civic Center roof as shown in the attached contract
documents (see Exhibit "B'); and,
WHEREAS, all bids were evaluated by the design engineer and the Public Works
staff and the proposal by Sea-Breeze was found to be a responsible bid; and
WHEREAS, funding is available in Project HRCC, 123-2300-901.59-00; now,
therefore,

ARTHUR:
THAT, the facts and opinions in the preamble are true and correct; and,
THAT, the Mayor and City Manager are hereby authorized to execute a contract
with Sea-Breeze Roofing, Inc. for repair of the Civic Center roof as shown in Exhibit
attached hereto and made a part hereof by reference, a complete copy of which is
available for review in the office of the City Secretary; for an amount of $279,530,
funding being available in Project HRCC, 123-2300-901.59-00; and,
THAT, a copy of the caption of this ResoLution be spread upon the Minutes of
the City Council.

Breeze Roofing, Inc. in the amount of Two Hundred Seventy Nine Thousand Five Hundred
Thirty Dollars ($279,530.00).

INSTRUCTION TO BIDDERS
1. RECEIPT AND OPENING OF BIDS
The City of Port Arthur, Port Arthur, Texas, (herein called the "OWNER") may consider informal
any bid not prepared and submitted in accordance with the provisions hereof and may waive any
informalities. The OWNER reserves the right to reject any and all bids, and does not bind himself
to accept the lowest bid or any proposal for his work or any part thereof. CONTRACTOR shall
furnish proof that he has been in the general construction business for a period of five (5) years under
the same company or operational name. CONTRACTOR shall submit a list of recent clients.
Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized.
postponement thereof. Any bid received after the time and date specified for opening of bids shall
not be considered. No bidder may withdraw a bid within 30 days after the actual date of the bid
opening thereof.
2. PREPARATION OF BID
Each bid must be submitted on the prescribed cost proposal form. All blank spaces for bid prices
must be filled in, in ink or typewritten, in both word and figures. Each bid must be submitted in a
sealed envelope bearing on the outside the name of the bidder, his address and the name of the
project for which the bid is submitted. If forwarded by mail, the sealed envelope containing the bid
must be enclosed in another envelope addressed as specified in the bid form.
Each bid shall be based on the materials and manufacturers specified. Bidders may submit proposed
substitutions for any specified, together with a price to be added to or deducted from the proposal
in the event that the proposed substitution is accepted. All acceptances of substitutions will be before
the awarding of the contract.
3. QUALIFICATION OF BIDDER
The OWNER may make such investigations as he deems necessary to determine the ability of the
bidder to perform the work, and the bidder shall furnish to the OWNER all such information and data
for this purpose as the OWNER may request. The OWNER reserves the fight to reject any bid if the
evidence submitted by, or investigation of, such bidder fails to satisfy the OWNER that such bidder
is properly qualified to carry out the obligations of the contract and to complete the work
contemplated therein.
4. BID SECURITY
Each bid must be accompanied by a cashier's check (on a solvent bank in the State of Texas, drawn
to the Order of the City of Port Arthur or a bid bond in the sum of not less than five (5) percent of
the total amount of the proposal price. No other forms of security will be accepted. Such checks or
bid bonds will be returned to all except the three (3) lowest bidders within three days after the
opening of bids, and the remaining checks, or bid bonds will be returned promptly after the OWNER
and the accepted bidder have executed the contract, or, if no award has been made within 30 days
after the date of the opening of bids, upon demand of the bidder at any time thereafter, so long as he
has not been notified of the acceptance of his bid or agreed to an extension to the thirty (30) days.

5. LIQUDATED DAMAGES FOR FAILURE TO ENTER INTO CONTRACT
The successful bidder, upon his failure or refusal to execute and deliver the contract and bonds
required within 10 days after he has received notice of the acceptance of his bid, shall forfeit to the
OWNER, as liquidated damages for such failure or refusal, the security deposited with this bid.
6. TIME OF COMPLETION AND LIOUDATED DAMAGES
Bidder must agree to commence work on or before a date to be specified in a written "Notice to
Proceed" of the OWNER, and to fully complete the project within the time as specified in the
contract. Bidder must agree also to pay as liquidated damages, the sum as hereinafter provided in the
General Conditions.
7. CONDITIONS OF WORK
Each bidder must inform him-self fully of the conditions relating to the construction of the project
and the employment of labor thereon. Failure to do so will not relieve a successful bidder of his
obligation to furnish all material and labor necessary to carry out the provisions of his contract.
Insofar as possible the CONTRACTOR, in carrying out his work, must employ such methods of
means as will not cause any interruption of or interference with the work of any other
CONTRACTOR.
8. ADDENDA AND INTERPRETATIONS
No interpretation of the meaning of the plans, specifications or other pre-proposal documents will
be made to any bidder orally.
Every request for such interpretation should be in writing addressed to the ENGINEER, and to be
given consideration, must be received at least 72 hours to the date fixed for the opening of
proposals. Any and all such interpretations and any supplemental instructions will be in the form of
written addenda to the specifications which, if issued, will be mailed by certified mail with return
receipt requested to all prospective bidder (at the respective addresses furnished for such purposes),
not later than three days prior to the date fixed for the opening of bid. Failure of any bidder to receive
any such addendum or interpretation shall not relieve such bidder from any obligation under his bond
as submitted. All addenda so issued become part of the contract documents.
9. SECURITY FOR FAITHFUL PERFORMANCE
Simultaneously with his delivery of the executed contract, the Contractor shall fumish a surety bond
or bonds as security for faithful payment and performance of this contract, as specified in the General
Conditions included herein. The surety on such bond or bonds shall be a duly authorized surety
company satisfactory to the OWNER.
10. POWER OF ATTORNEY
Attorneys-in-fact who sign bid bonds or contract bonds must file with each bond a certified and
effectively dated copy of their power of attorney.

11. LAWS AND REGULATIONS
The bidder's attention is directed to the fact that all applicable State laws, municipal ordinances, and
the rules and regulations of all authorities having jurisdiction over construction of the project shall
apply to the contract throughout, and they will be deemed to be included in the contract the same as
though herein written out in full.
12. OBLIGATION OF BIDDER
At the time of the opening of bids, each bidder will have inspected the site and presumed to have
read and to be thoroughly familiar with the plans and contract documents (including all addenda).
The failure or omission of any bidder to examine any form, instrument, or document shall in no way
relieve any bidder from any obligation in respect of his bid.
13. SALES TAX EXEMPTION
The bidders shall not include in their proposals any costs for Sales Tax pursuant to the Limited Sales,
Excise and Use Tax Law of the State of Texas. The OWNER, with exempt status, will supply a Tax
Exemption Certificate for the work covered by the Contract.
14. INTENT OF SPECIFICATIONS
The intent of these specifications is to establish a standard of quality flexible enough to allow all
qualified bidders to submit proposals. Manufacturer's names and model numbers are indicated for
the purpose of establishing an acceptable standard. Any exceptions to the specifications must be
completely and accurately described by the bidder on an attachment to the proposal.
15. SCHEDULE OF WORK
The bidder will indicate with his proposal that he is prepared to start work within 10 days of issuance
of a contract. It is the intent to issue a contract within 30 days of proposal opening.
Bidder will submit a schedule with his proposal indicating calendar days to complete the scope-of-
work and allowing for normal weather conditions during the time of construction.
16. PRE-BID CONFERENCE AND SITE INSPECTION
The pm-bid conference and site inspection will be held on May 16, 2006 ~ 2:00 P.M.that
day at Port Arthur Civic Center, 3401 Cultural Center Drive, Port Arthur, Texas. All bidders
must attend the conference and site inspection in order to qualify to bid. The pre-bid
conference is required. If a bidder does not attend, his bid will not be considered.

THIS AGREEMENT, made this 30th day of May ,2006 and between the City of Port
Arthur, Port Arthur, Texas herein called the "Owner", acting herein through its Chairman, and Sea-Breeze
Roofing, Inc. of Houston County of Harris , and State of Texas _,
hereinafter called "Contractor". WlTNESSETH: That for and in consideration of the payments and agreements
hereina~er mentioned, to be made and performed by the OWNER, the Contractor hereby agrees with the
OWNER to commence and complete the construction described as follows:

EXTERIOR REPAIRS
hereinafter called the "Project", for the sum of $279,530
and all extra work in connection therewith, under the terms as stated in the General and Special Conditions
of the Contract; and at his (its or their) own proper cost and expense, to furnish all the materials, supplies,
machinery, equipment, tools, superintendents, labor, insurance, and other accessories and services
necessary to complete the said project in accordance with the conditions and prices stated in the Proposal,
the General Conditions, and Special Conditions of the Contract, the Plans, which include all maps, plans,
prints, and other drawings and primed or written explanatory matter thereof, and the Specifications and
Contract Documents therefore as prepared by Neches Engineers and as enumerated in the General
Conditions, all of which are made a part hereof and collectively evidence and constitute the contract. The
Contractors hereby agree to commence work under this contract on or before a date to be specified in a
written "Notice to Proceed" by the OWNER and to fully complete the project within 80 consecutive
calendar days thereafter. The Contractor further agrees to pay, as liquidated damages, the sum of $ 140
for each consecutive calendar day thereafter as hereinafter provided in the General Conditions of the
contract. The OWNER agrees to pay the Contractor in current funds for the performance of the contract,
subject to additions and deductions, as provided in the General Conditions of the Contract.

GENERAL CONDITIONS
1. Contract Documents
The Contract Documents consist of the Agreement, the Conditions of the Contract (General,
Supplementary, and other Conditions), the Drawing, the Specifications, all Addenda issued prior to
execution of the Contract, Contractor's Qualification Statement and all Modifications thereto.
2. EnRineer
The term Engineer refers to Neehes Engineers acting individually or through any of their
associates or representatives duly authorized to act for them.
3. Owner
The Owner is the City of Port Arthur, Port Arthur,Texas.
4. Contractor
The Contractor is the person o~: entity identified as such in the Owner-Contractor Agreement and is
referred to throughout the contract documents as if singular in number and masculine in gender.
The term Contractor means the contractor or his authorized representative.
Unless otherwise provided in the Contract Documents, the Contractor shall secure and pay for the
building permit and for all other permits and governmental fees, licenses and inspections necessary
for the proper execution and completion of the works which are customarily secured after
execution of the Contract and which are legally required at the time the proposals are received.
The Contractor shall give all notices and comply with all laws, ordinances, rules, regulations, and
lawful orders of any public authority bearing on the performance of the work.
It is not the responsibility of the Contractor to make certain that the Contract Documents are in
accordance with applicable laws, statutes, building codes and regulations. If the Contractor
observes that any of the Contract Documents are at variance therewith in any respect, he shall
promptly notify the Engineer in writing, and any necessary changes shall be accomplished by
appropriate modification.
If the Contractor performs any work knowing it to be contrary to such laws, ordinances, rules and
regulations, and without such notice to the Engineer, he shall assume full responsibility therefore
and shall bear all costs attributable thereto.
Contractor shall maintain a clean site and building rubbish shall be removed daily. No excessive
rubbish accumulation will be allowed. Clean site of construction debris at completion of project.
Dispose of debris off the Owner's property.

NO FIRES FOR DISPOSAL OF ANYTHING ARE ALLOWED AT ANY TIME. NO OPEN
FIRES FOR HEATING PURPOSE WILL BE ALLOWED.
At completion of construction, all construction areas shall be cleaned to the extent that the Owner
can occupy for its intended use without additional cleaning.
Before ordering any materials or doing any work, Contractor shall verify all measurements of the
work and shall be responsible for the correctness of same. No extra charge or compensation will be
allowed on account of difference between actual dimensions and the measurements indicated on
the drawings. If there should be any discrepancy between scale and dimensions, figured
dimensions shall override scale dimensions. Although plans are drawn to scale, as indicated, and
dimensions are given, in the case of remodeling or re-construction work, or in fitting work to
existing conditions, the Contractor shall work to measurements of existing construction, and field
dimensions shall be taken as necessary.
5. Miscellaneous Provisions
The Engineer is to observe the performance of all work, therefore, the Contractor will be required
to notify the Engineer of each day he intends to work.
6. Time
The term day as used in the Contract Documents shall mean calendar day unless otherwise
specifically designated.
All time limits stated in the Contract Documents are of the essence of the Contract.
If the Contractor is delayed at any time in the progress of work by any act or neglect of the Owner
or the Engineer or by any employee of either, or by any separate contractor employed by the
Owner, or by changes ordered in the work, or by labor disputes, fire, unusual delay in
transportation, adverse weather conditions not reasonably anticipated, unavoidable casualties, or
any causes beyond the Contractor's control, or by delay authorized by the Owner pending
arbitration, or by any other cause which the Engineer determines may justify the delay, then the
Contract Time shall be extended by Change Order for such reasonable time as the Engineer may
determine.
Any claim for extension of time shall be made in writing to the Engineer not more than ten (10)
days after the commencement of the delay; otherwise, it shall be waived. In the case ora
continuing delay only one claim is necessary. The Contractor shall provide an estimate of the
probable effect of such delay on the progress of the work.

7. Payments and Completion
The Contract Sum is stated in the Owner-Contractor Agreement and including authorized
adjustments thereto, is the total amount payable by the Owner to the Contractor for the
performance of the work under the Contract Documents.
One lump sum payment shall be made to the Contractor upon completion of the work and
acceptance of it by the Owner. Monthly progress payments may be arranged through the Engineer.
All applications and final payment shall be made through the Engineer.
The making of final payment shall constitute a waiver of all claims by the Owner except those
arising from:
a. Unsettled liens,
b. faulty or defective work appearing within two years after final payment,
c. failure of the work to comply with the requirements of the Contract Documents, or
d. terms of any special warranties required by the Contract Documents.
The acceptance of final payments shall constitute a waiver of all claims by the Contractor except
those previously made in writing and identified by the Contractor as unsettled at the time of the
final Application for Payment.
The following shall be submitted with Contractor's Final Invoice:
1. Consent of Security Company to Final Payment
2. Contractor's Affidavit of Release of Liens
3. Roof Guarantee, material warranties etc...
8. Protection of Persons and Property
The Contractor shall be responsible for initiating, maintaining and supervising all safety
precautions and programs in connection with the work.
The Contractor shall take all reasonable precautions for the safety of, and shall provide all
reasonable protection to prevent damage, injury or loss to:
a. all employees on the work and all other persons who may be affected thereby,
b. all the work and all materials and equipment to be incorporated therein, whether in storage
on or off the site, under the care, custody or control of the Contractor or any of his
Subcontractors.

c. Other property at the site or adjacent thereto, including trees, shrubs, lawns, walks, pavements,
roadways, structures and utilities not designated for removal, relocation or replacement in the
course of construction.
The Contractor shall give all notices and comply with all applicable laws, ordinances, rules,
regulations and lawful orders of any public authority bearing on the safety of persons or property
or their protection from damage, injury or loss.
The Contractor shall erect and maintain, as required by existing conditions and progress of the
work, all reasonable safeguards for safety and protection, including posting danger signs and other
wamings against hazards, promulgating safety regulations and notifying owners and users of
adjacent utilities.
The Contractor shall promptly remedy all damage or loss to any property referred to in Clauses 8.b
and 8.c caused in whole or in part by the Contractor.
9. Insurance
Insurance Required - The Contractor shall provide the following insurance certificate in the
amounts shown and under the conditions noted before any authorization will be given to
commence delivery or installation:
General
a. No work will be commenced until all requirements of this section have been approved by
the City in writing. The City will be furnished a certificate of insurance acceptable, prior
to the commencement of any work.
b. The insurance shall contain a provision that at least sixty (60) days prior written notice
shall be given to the City in the event of cancellation, material change or non-renewal.
c. Insurance shall be underwritten by a company rated not less than B+VII in the Best's
latest published guide.
d. The Contractor shall purchase and maintain in force the following kinds of insurance and
bonds for operations under construction contracts and as specified in each section.
The City shall be informed of the Contractor's deductible.

10. Changes in the Work
A Change Order is a written order to the Contractor signed by the Owner and the Engineer,
issued after execution of the Contract, authorizing a change in the work or an adjustment in the
Contract Sum or the Contract Time. The Contract Sum and the Contract Time may be changed
only by Change Order. A Change Order signed by the Contractor indicating his agreement
therewith, including the adjustment in the Contract Sum or the Contract Time.

10. Changes in the Work (Continued)
The Owner, without invalidating the Contract, may order changes in the work within the general
scope of the Contract consisting of additions, deletions or other revisions, the Contract Sum, and
the Contract Time being adjusted accordingly. All such changes in the work shall be authorized
by Change Order, and shall be performed under the applicable conditions of the Contract
Documents.
The cost or credit to the Owner resulting from a change in the work shall be determined in one or
more of the following ways:
a. by mutual acceptance ora lump sum properly itemized and supported by sufficient
substantiating data to permit evaluation;
b. by unit prices stated in the Contract Documents or subsequently agreed upon;
c. by cost to be determined in a manner agreed upon by the parties and a mutually acceptable
fixed or percentage fee.
If the Contractor wishes to make a claim for an increase in the Contract Sum, he shall give the
Engineer written notice immediately after the occurrence of the event, giving rise to such claim.
This notice shall be given by the Contractor.
The Engineer will have authority to order minor changes in the work not involving an adjustment
in the Contract Sum or an extension of the Contract Time and not inconsistent with the intent of
the Contract Documents. Such changes shall be effected by written order, and shall be binding on
the Owner and the Contractor. The Contractor shall carry out such written orders promptly.
11. Uncovering and Correction of Work
If any portion of the work should be covered contrary to the request of the Engineer or to
requirements specifically expressed in the Contract Documents, it must, if required in writing by
the Engineer, be uncovered for his observation and shall be replaced at the Contractor's expense.
If any other portion of the work has been covered which the Engineer has not specifically
requested to observe prior to being covered, the Engineer may request to see such work and it
shall be uncovered by the Contractor. If such work be found not in accordance with the Contract
Documents, the Contractor shall pay such costs unless it be found that this condition was caused
by the Owner or a separate contractor, in which event the Owner shall be responsible for the
payment of such costs.
If Contractor shall promptly correct all work rejected by the Engineer as defective or as failing to
conform to the Contract Documents whether observed before or after completion and whether or
not installed or completed. The Contractor shall bear all costs of correcting such rejected work,
including compensation for the Engineer's additional services made necessary thereby.

11. Uncovering and Correction of Work (Continued)
If, within two years after the Date of Completion of the work, any of the work is found to be
defective or not in accordance with the Contract Documents, the Contractor shall correct it
promptly after receipt of a written notice from the Owner to do so unless the Owner has
previously given the Contractor a written acceptance of such condition. This obligation shall
survive termination of the Contract. The Owner shall give such notice promptly after discovery
of the condition.
The Contractor shall remove from the site all portions of the work which are defective or non-
conforming unless removal is waived by the Owner.
If the Owner prefers to accept defective or non-conforming work, he may do so instead of
requiting its removal and correction: in which case, a Change Order will be issued to reflect a
reduction in the Contract Sum where appropriate and equitable. Such adjustment shall be
effected whether or not final payment has been made.
12. Termination of the Contract
If the work is stopped for a period of thirty (30) days under an order of any court or other public
authority having jurisdiction, or as a result of an act of government, such as a declaration of a
national emergency making materials unavailable, through no act or fault of the Contractor or a
Subcontractor or their agents or employees or any other persons performing any of the work
under a contract with the Contractor, then the Contractor may, upon seven additional days'
written notice to the Owner and the Engineer, terminate the Contract and recover from the Owner
payment for all work executed and for any proven loss sustained upon any materials, equipment,
tools, construction equipment and machinery, including reasonable profit and damages.
If the Contractor is adjudged a bankrupt, or if he makes a general assignment for the benefit of
his creditors, or ifa receiver is appointed on account of his insolvency or if he persistently or
repeatedly refuses or fails, except in cases for which extension of time is provided, to supply
enough properly skilled workmen or proper materials, or if materials or labor, or persistently
disregards laws, ordinances, rules, regulations or offers of any public authority having
jurisdiction, or otherwise is guilty or a substantial violation of a provision of the Contract
Documents, then the cause exists to justify such action, may, without prejudice to any tight or
remedy and after giving the Contractor and his surety, if any, seven days written notice, terminate
the employment of the Contractor and take possession of the site and of all materials, equipment,
tools, construction equipment and machinery thereon owned by the Contractor and may finish the
work by whatever method he may deem expedient. In such case, the Contractor shall not be
entitled to receive any payment until the work is finished.
If the unpaid balance of the Contract Sum exceeds the cost of finishing the work, including
compensation for the Engineer, additional services made necessary thereby, such excess shall be
paid to the Contractor. If such costs exceed the unpaid balance, the Contractor shall pay the
difference to the Owner. The amount to be paid to the Contractor or to the Owner, as the case
may be, shall be certified by the Engineer, upon application, and this obligation for payment shall
survive the termination of the Contract.

13. Contract Completion Time
Failure to complete the work on time: The test set forth in the Contract for the completion of the
work is an essential element of the Contract. A breach of contract as to completion time will
cause damage to the Owner; therefore, for each and every calendar day the work, or any portion
thereof shall remain incomplete after the expiration of the time limit set by the Contract, the
amount per calendar day given in the following schedule, unless otherwise specified in the
Supplementary Conditions, will be deducted from the money due or to become due to the
Contractor, not as a penalty, but as agreed liquidated damages and added expense including
administrative and inspection cost.

14. Subcontractors
The Contractors shall not substantially subcontract the work. The Contractor will indicate with
his proposals any subcontractors to be used. All subsequent subcontractors must be submitted to
the Owner for approval.
Final payment will not be made until releases are obtained from all subcontractors indicating they
have been paid.
15. Performance and Payment Bonds: No Payment or Performance Bonds shall be required on contracts
of $25,000.00 or less. If the total Contract Price exceeds $25,000.00, the Contractor shall execute
the following:
15.1 Performance Bond in the amount of the total Contract Price conditioned upon the faithful
performance of the Contract. Said Bond shall be solely for the protection of the Owner.
15.2 Payment Bond in the amount of the total Contract Price, solely for the protection of those
supplying labor and materials in the prosecution of the Contract.
15.3 Each Bond shall be executed by a corporate surety or corporate sureties duly authorized to do
business in the State of Texas, acceptable to the Owner, and on forms approved by the Attorney
General of Texas. If any surety upon any bond furnished in connection with the Contract becomes
insolvent, or otherwise not authorized to do business in this State, the Contractor shall promptly furnish
equivalent security to protect the interests of the Owner and of persons supplying labor or materials in
the prosecution of the work contemplated by the Contract.

PREVAILING WAGE SCHEDULE
1. Thc contractor shall pay not less than the wage scale of thc various classes of labor as shown on the
"Prevailing Wage Schedule" provided by thc Owner. Thc specified wage rates arc minimum rates only,
and thc Owner will not consider any claims for additional compensation made by any contractor because
of payment by thc Contractor of any wage rates in excess of the applicable minimum rate in thc
schedule.
2. The rates include fringe benefits.
3. Pursuant to the provisions of Section 2 of Article 5159a, Vemon's Texas Civil statutes, the Contractor
shall forfeit as a penalty to the Owner $10 for each laborer, workman or mechanic employed, for each
calendar day, or portion thereof, such laborer, workman or mechanic is paid less than the said stipulated
minimum rates for any work done under the Contract, by him, or by any Subcontractor under him.
4. The Contractor and each Subcontractor shall keep an accurate record showing the names and
occupations of all laborers, workmen and mechanic employed in connection with the Work, and
showing also the actual per diem wages paid to such workers, which record shall be open at all
reasonable hours for the inspection by the Owner.

SPECIAL CONDITIONS
1. Dimensions shown on drawings are approximate, and it is the Contractor's responsibility to
verify all dimension and area calculations.
2. The Contractor's schedule starts ten (I0) calendar days after issuance of contract or fifteen (15)
calendar days after notification of award by the Owner's Engineer whichever comes last.
Penalties for failure to complete the job on time by the Contract will be based on calendar days
counted from such date.
3. All material shall be dry. All material stored onsite shall be protected from the weather and
moisture penetration.
4. The grounds will be policed of all trash daily.
5. Two (2) extinguisher must be kept near any open flame or ground level and/or on roof. Fire
extinguisher shall also be on hand for burning and welding work. The size of fire extinguisher
shall be 10 lb. ACB dry chemical extinguisher or approved equivalent. The extinguisher shall be
fully charged.
6. All work areas, laydown areas and scaffolding areas must be barricaded for the entire duration of
the job. A 2 inch wide barricade tape securely positioned approximately three (3) feet above the
ground will be satisfactory in most cases.
7. All ladders positioned from ground to the first level must be tied down at the top. These ladders
must be taken down each night and locked up to prevent access to the roof by unauthorized
persons.
8. Only vehicles essential to the job will be permitted in the construction area. Any ruts caused by
the Contractor's vehicles will be filled and compacted with 60/40 sand clay mix.
9. Profanity will not be tolerated.
10. All personnel involved in the work will be required to be fully clothed with the appropriate dress
for school grounds at all times; this includes shirts and full length trousers.
11. Sanitary facilities, drinking water containers, and first aid supplies will be fumished by the
Contractor.
12. The school rest room facilities shall not be used by the Contractor's personnel.
13. Certification certificate shall be furnished on all asphalt supplied.
14. Contractor shall be responsible for leaving supervision at jobsite after any torch applied system
for a firewatch.
15. All applications for torch or hot mop systems shall be certified.
16. All sites are tobacco free zone.
17. Contractor shall be responsible for damaged electrical conduits etc.., and plumbing pipes etc.., caused
by their neglect.
18. All material shall be stored in a van located at the jobsite.

I. SCOPE-OF-WORK - GENERAL
The Contractor shall furnish all necessary labor, materials, and supervision to
repair, replace the roofs and replace all metal fascia and soffit according to the
following plans and specification herein. The attached drawings indicate the plans
and details of the areas to be reworked. The Contractor shall provide a job
superintendent who will remain on the job at all times that work is in progress.

II. APP MODIIFED BITUMEN ROOFING
PART 1 - GENERAL
1.01 EXTENT OF WORK
A. Provide all labor, material, tools, equipment and supervision necessary to complete
the installation of a modified bitumen roofing system, including flashings and
insulation as specified herein and as indicated on the drawings in accordance with the
manufacturer's most current specifications and details. Membrane color shall be
white.
B. The roofing contractor shall be fully knowledgeable of all requirements of the
contractor documents and shall make themselves aware of all job site conditions that
will affect their work. When the job starts it will be assumed that the contractor
approves the existing conditions and the specifications.
1.02 SUBMITTALS
A. Prior to starting work, the roofing contractor must submit the following:
1. Provide manufacturer's product data for membrane and related materials that are
to be used in conjunction with this project.
2. Shop drawings showing layout, details of construction and identification of
materials.
3. Submit a letter of certification from the manufacturer which certifies the roofing
contractor is authorized to install the manufacturer's roofing system.
B. Upon completion of the installed work, submit copies of the manufacturer's final
inspection to the specifier prior to the issuance of the manufacturer's warranty.
C. Guarantee: Submit manufacturer's guarantee and ensure forms have been completed
in Owner's name and are properly registered with manufacturer.
1.03 PRODUCT DELIVERY, STORAGE AND ItANDLING
A. Deliver materials to the job site on pallets, in the manufacturer's original wrappings
with the seals and labels intact, legible, dry and undamaged.
B. Seals and labels shall indicate material name.
C. Comply with the manufacturers written instructions for proper material storage.
1. Deliver in sufficient quantity to permit work to continue without interruption. No
more material should be stored on roof than what can used in five (5) days
(Verify with Engineer). When inclement weather threatens, no more roofing

materials stored on the rooftop than can be used within two (2) days.
2. Store materials in a dry place, protected in an upright position on pallets, offthe
ground and clear of moisture. Protect materials from freezing.
3. Material not stored on roof should be properly warehoused in a dry place on
pallets. Insulation must be on pallets, off the ground and tightly covered with
waterproof materials.
4. Materials shall be stored above 55°F (12.6°C), a minimum of 24 hours prior to
use.
5. Any materials which are found to be damaged shall be removed and replaced at
the Contractor's expense.
1.04 WORK SEQUENCE
A. Schedule and execute work to prevent leaks and excessive traffic on completed roof
sections. Care should be exercised to provide protection for the interior of the building
and to ensure water does not flow beneath any completed sections of the membrane
system.
B. Do not disrupt activities in occupied spaces.
1.05 USE OF THE PREMISES
A. Before beginning work, the roofing contractor must secure approval from the building
owner's representative for the following:
1. Areas permitted for personnel parking.
2. Access to the site.
3. Areas permitted for storage of materials and debris.
4. Areas permitted for the location of cranes, hoists and chutes for loading and unloading
materials to and from the roof.
B. Interior stairs or elevators may not be used for removing debris or deliyering materials,
except as authorized by the building superintendent.
1.06 PROJECT CONDITIONS
A. If discrepancies are discovered between the existing conditions and those noted on the
drawings, immediately notify the owner's representative by phone and solicit the
manufacturer's approval prior to commencing with the work. Necessary steps shall be taken
to make the building watertight until the discrepancies are resolved.
B. Coordinate all work with installation of associated work installed as described in other

sections as the work of this section proceeds.
C. Do not apply roofing membrane when environmental conditions are outside the ranges
recommended by the manufacturer.
D. Advise Owner a minimum of 72 hours in advance when volatile materials are to be used near
air ventilation intakes.
1.07 TEMPORARY FACILITIES AND CONTROLS
A. Temporary Utilities:
1. Water, power for construction purposes and lighting are available at the site and will
be made available to the roofing contractor.
2. Provide all hoses, valves and connections for water from a source designated by the
owner when made available.
3. When available, electrical power should be extended as required from the source.
Provide all trailers, connections and fused disconnects.
B. Temporary, Sanitary Facilities
Sanitary facilities will not be available at the job site. The roofing contractor shall be
responsible for the provision and maintenance of portable toilets or their equal.
C. Building Site:
1. The roofing contractor shall use reasonable care and responsibility to protect the
building and site against damages. The contractor shall be responsible for the
correction of any damage incurred as a result of the performance of the contract.
2. The roofing contractor shall remove all debris fi'om the job site in a timely and legally
acceptable manner so as to not detract from the aesthetics or the functions of the
building.
D. Security:
Obey the owner's requirements for personnel identification, inspection and other security
measures.
1.08 JOB SITE PROTECTION
A. The roofing contractor shall adequately protect building, paved areas, service drives, lawn,
shrubs, trees, etc. from damage while performing the required work. Provide canvas, boards

and sheet metal (properly secured) as necessary for protection and remove protection material
at completion. The contractor shall repair or be responsible for costs to repair all property
damaged during the roofing application.
B. During the roofing contractor's performance of the work, the building owner will continue
to occupy the existing building. The contractor shall take precautions to prevent the spread
of dust and debris, particularly where such material may sift into the building. The roofing
contractor shall provide labor and materials to construct, maintain and remove necessary,
temporary enclosures to prevent dust or debris in the construction area(s) from entering the
remainder of the building.
C. Do not overload any portion of the building, by either use of or placement of equipment,
storage of debris, or storage of materials.
D. Protect against fire and flame spread. Maintain proper and adequate fire extinguishers.
E. Take precautions to prevent drains from clogging during the roofing application. Remove
debris at the completion of each day's work and clean drains, if required. At completion, test
drains to ensure the system is free running and drains are watertight. Remove strainers and
plug drains in areas where work is in progress. Install flags or other telltales on plugs.
Remove plugs each night and screen drain.
F. Store moisture susceptible materials above ground and protect with waterproof coverings.
G. Remove all traces of piled bulk material and return the job site to its original condition upon
completion of the work.
1.09 SAFETY
The roofing contractor shall be responsible for all means and methods as they relate to safety and
shall comply with all applicable local, state and federal requirements that are safety related. Safety
shall be the responsibility of the roofing contractor. All related personnel shall be instructed daily
to be mindful of the full time requirement to maintain a safe environment for the facility's occupants
including staff, visitors, customers and the occurrence of the general public on or near the site.
1.10 WORKMANSHIP
A. Applicators installing new roof, flashing and related work shall be approved by the
membrane manufacturer they are representing.
B. All work shall be of highest quality and in strict accordance with the manufacturer's
published specifications and to the building owner's satisfaction. Any and all substandard
work shall be rejected.
C. There shall be a supervisor on the job site at all times while work is in progress. The
supervisor shall be approved by the owner and engineer.

1.11 QUALITY ASSURANCE
A. Unless otherwise noted in this specification, the roofing contractor must strictly comply with
the manufacturer's current specifications and details.
B. The roofing system must be installed by an applicator authorized and approved by the
manufacturer in compliance with shop drawings as approved by thc manufacturer. The
roofing applicator shall be thoroughly experienced and upon request be able to provide
evidence of having at least five (5) years successful experience installing modified bitumen
roofing systems and having installed at least three (3) roofing applications or several similar
systems of equal or greater size within one year.
C. Provide adequate number of experienced workmen regularly engaged in this type of work
who are skilled in the application techniques of the materials specified. Provide at least one
thoroughly trained and an experienced superintendent on the job at all times roofing work
is in progress.
D. There shall be no deviations made from this specification or the approved shop drawings
without the prior written approval of the Engineer. Any deviation from the manufacturer's
installation procedures must be supported by written certification on manufacturer's
letterhead and presented for the Engineer's consideration.
E. Upon completion of the installation, the applicator shall arrange for an inspection to be made
by a non-sales technical representative of the membrane manufacturer in order to determine
whether or not corrective work will be required before the warranty will be issued. Notify
the building owner seventy-two (72) hours prior to the manufacturer's final inspection.
1.12 JOB CONDITIONS~ CAUTIONS AND WARNINGS
A. Material Safety Data Sheets (MSDS) must be on location at all times during the
transportation, storage and application of materials.
B. Work shall only begin when the Engineer has decided to his satisfaction, that all
specifications are workable as specified, and that the contractor can meet project and
applicable code requirements.
C. Proceed with roofing work only when weather conditions are in compliance with the
manufacturer's recommended limitations, and when conditions will permit the work to
proceed in accordance with the manufacturer's requirements and recommendations.
D. The roofing contractor shall be responsible for verifying the existing and forecasted weather
conditions to determine when the conditions are acceptable for roof work.
E. Roof applications shall not proceed when there is moisture present in any form on the deck
including but not limited to rain, dew, ice, frost and/or snow.

F. Do not apply roofing materials to a frozen deck.
G. Roof application shall not proceed when using hot asphalt when the ambient air temperature
is below 45°F (7.2°C).
H. The contractor shall be prepared at all times to protect any uncompleted roof work fi.om the
rapid changes in the weather. If work continues during sudden rains to protect the interior of
the building, the these areas shall be subsequently removed and replaced.
I. When loading materials onto the roof, the roofing contractor must comply with the
requirements of the owners engineer to prevent overloading and possible disturbance to the
building structure.
J. Proceed with work so new roofing materials are not subject to construction traffic. When
necessary, new roof sections shall be protected and inspected upon completion for possible
damage. If construction traffic over completed areas is necessary, provide protection, such
as 3/4 inch thick plywood, for all roof areas exposed to traffic during construction. Plywood
must be smooth and free of fasteners and splinters.
K. The surface on which the insulation or roofing membrane is to be applied shall be clean,
smooth, dry, and flee of projections or contaminants that would prevent proper application
of or be incompatible with the new installation, such as fins, sharp edges, foreign materials,
oil and grease.
L. Areas of the substrate where ponding water occurs shall be built-up prior to the installation
of the roof system. The roofing contractor shall provide positive drainage.
M. New roofing shall be complete and weather tight at the end of the work day.
1.13 WARRANTY
A. Provide manufacturer's 10 Year No Dollar Limit Roof Guarantee covering material and labor.
PART 2 - PRODUCTS
2.01 GENERAL
A. All components of the specified roofing system shall be products of U.S. Ply, Inc. or equal.
2.02 MEMBRANE
A. DuraWeldTM 4M APP - granule surfaced, premium APP (Atacfic-Polypropylene) torch

strong, durable yet uniformly consistent in roll out for ease of application. Designed for
use as a base ply in hot mop, cold applied and torch applied roofing applications and

PART 3 - EXECUTION
3.01 GENERAL
A. Comply with the manufacturer's published instructions for the installation of the membrane
roofing system including proper substrate preparation, job site considerations and weather
restrictions.Before proceeding, verify that all roof openings, curbs, pipes, sleeves, ducts,
vents or other penetrations through the roof are solidly set and that all flashings, tapered
edges and cant strips, reglets and wood nailers are secure and tight to the building as per this
specification.
B. Commencement of installation of the roof system signifies that the contractor accepts the
existing conditions as being incompliance with the requirements of this specification.
3.02 SURFACE PREPARATION
A. Complete Tearoff
I. The existing roof system, including insulation and flashings shall be removed down
to the deck. The deck shall be inspected, cleaned, repaired and otherwise conditioned
to conform to the requirements of a new deck.
2. All existing flashing must be removed and stripped from all walls, curbs, etc.
3. All exisiting composition and metal flashing must be removed and replaced.
4. All metal counter flashing, metal coping and other metal work above the roof system
must be inspected and replaced as necessary to prive a watertight flashing system.
5. Prime all masonry, metal and existing asphalt surfaces and substates with USFTM g41
Standard Asphalt Primer or equal where roofing materials are to be adhered.
6. Inspect all roof drains and outlets. Remove existing drain flashings and replace
broken or stripped bolts, clamping rings. All drains, including retrofit or insert drains,
must be sumped to properly remove water from the roof surface and meet applicable
code requirements.
7. All rooftop equipment shall be carefully removed, stored as directed, and reinstalled
after completion of the work. If rooftop equipment cannot be removed, it must be
lifted sufficiently to allow for installation of the new roof system or properly curbed.

8. Nailers and curbs shall be removed and replaced with new treated lumber if
necessary.
9. All penetrations and expansion joints shall extend approximately 8" (20 cm) above
the top of the finished roof surface.
10. Openings shall be covered temporarily with plywood and roof membrane while
equipment is stored elsewhere. Air intake and exhaust openings shall be hooded to
permit flow of air. Ducts and equipment on legs shall be reinstalled so that there is
sufficient clearance for future roof maintenance.
11. Existing drains shall be completely cleaned or replaced. Broken or missing screens
shall be replaced.
12. All work shall be coordinated so that all materials removed each day shall be replaced
the same day with the complete roofing system.
3.03 ANCHOR SHEET INSTALLATION
A. After allowing the base sheet to relax, keep sheet taut, fastening at center of sheet and
working in opposite directions. Push all wrinkles and buckles ahead as fastening
proceeds. The following are minimum fastening patterns that may be used when fastening
the base ply. For FMRC approved fastening patterns, refer to the current FMRC Approval
Guide.
1. Base sheet (no insulation) on decks of wood, plywood, OSB, lightweight concrete,
gypsum, or cementitious wood fiber: Lap the base sheet 2" (5 cm), and
mechanically fasten with three rows of fasteners. The first row (on the seam) will
be 1" (2.5 cm)
from the leading edge and on 9" (22.9 cm) centers. Locate the second row of
fasteners 12" (30.5 cm) from the leading edge and on 18" (45.7 cm) centers. The
third row of fasteners shall be 24" (61 cm) from the leading edge on 18" (45.7 em)
centers. The
centers for the second and third rows should be staggered.
3.04 INSULATION INSTALLATION
A. General
1. Application of roof insulation shall not commence until all other trades have
completed work that require them to transverse on the deck on foot or with
equipment.
2. Install insulation boards per insulation board manufacturer's requirements.
3. Do not install wet, damaged or warped insulation boards. Install insulation boards

with long joints continuous. The short joints shall be staggered in one direction.
4. Install insulation boards tightly butted against each other. Boards shall be cut to fit
neatly against adjoining edges. Gaps between board joints must not exceed 1/4" (6
mm). Fill joints or gaps in excess of ¼" (6 mm) with like insulation material.
5. Do not kick insulation boards into place.
6. Edges of insulation board shall be mitered and filled at ridges and elsewhere to
prevent open joints or irregular surfaces. Avoid breaking or crushing of the
insulation at the comers.
7. For steep slope applications, if insulation is to be installed, mechanically attach
insulation or mop between wood nailers.
8. Insulation must not be left exposed to the weather. No more insulation shall be
applied than can be completely covered with the finished roof each day.
9. Insulation should be installed in more than one layer. Additional layers of
insulation shall be installed with the long joints continuous and the short joints
staggered in one direction. Each additional layer shall be offset as much as
possible in relation to the insulation joints in the layer below to eliminate
coinciding vertical joints.
B. Base Layer - 1" Perlite - Mopped
1. Install insulation with joints staggered in one direction. Offset insulation joints as
much as possible with joints of base insulation layer to eliminate coinciding vertical
joints.
2. Maximum board size shall be 4' x 4' (1.22m x 1.22m) for mopping applications.
3. Insulation must be tightly fitted against each other. Boards shall be cut to fit neatly
against adjoining surfaces.
4. Set the insulation in hot asphalt at the rate of 25 lbs/square (1.2 kg/m2). Any
additional layers shall also be adhered in this same manner.
3.05 BITUMEN
A. Do not mix different types of asphalt.
B. Use only an ASTM D312, Type III or Type IV Steep Asphalt. Type III asphalt can be used
on slopes up to ½" per foot ( 4 cm per meter). Type 1V asphalt must be used on all slopes
greater than ½" per foot ( 4 cm per meter).

C. Discontinue application of asphalt over any substrate where foaming of asphalt is observed.
D. Application with hot aphalt requires continuous, uniform interply mopping rates of 25 lbs
+/- 20% per 100 square feet of roof area (1.2 kg/m2). To little asphalt may result in voids.
Too much asphalt can cause membrane slippage.
E. When applying fiberglass base or ply sheets, the point of application temperature of the
asphalt must be at the Equiviscous Temperature (EVT) with a tolerance of+/- 25°F (13.9°C),
at which a viscosity of 125 centipose is attained. When using mechanical asphalt applicators,
the target viscosity should be 75 centipose.
F. For all SBS modified membranes; the minimum point of asphalt application temperature
must be at the EVT or 425°F (218°C), whichever is greater, with a rolling bank (puddle) of
mopping asphalt across the full width of the roll.
G. Refer to the asphalt carton labels or bills of lading for the equiviscous temperature (EVT) for
the asphalt.
H. For substrates that absorb asphalt, apply asphalt in sufficient quantity to assure the level of
adhesion specified.
I. Asphalt application shall not commence when the outside temperatures are below 45°F
(7.2°C) unless cold weather application instructions such as using insulated piping and
luggers to maintain the required asphalt temperature at the pint of application and using
products stored above 55°F (12.6°C) for at least 24 hours prior to installation.
J. The operator of the roofing bitumen kettle shall be fully trained and familiar with its safe
operation and have the required safety equipment and clothing for his protection.
K. Under no cimumstances shall the roofing bitumen kettle be left unattended while in
operation.
L. Accurate thermometers to check temperatures at the kettle and point of application are
required.
M. Do not heat the asphalt to or above the flash point.
N. Do not hold the asphalt at temperatures above the finished blowing temperature for more than
4 hours.
O. Do not keep heated tankers above 325°F (163°C) ovemight or on weekends if not in use.
P. The roofing bitumen kettle shall be placed a safe distance from the building up on plywood
or a tarp to facilitate easy clean up.
3.06 CANT STRIPS

A. Cant strips must be installed on top of the roof insulation or wood nailers and at the
intersections of the roof and all walls, parapets, curbs, or transitions that are approximately
90 degrees, where area is to be flashed.
B. Cant strips shall be approximately 4" (10.2 cm) in horizontal and 4" (10.2 cm) in vertical
dimensions. The face of the cant shall have an incline of not more than 45 degrees with the
roof.
C. Mechanically fasten where applicable. Otherwise, set in hot asphalt or USPTM #643 Flashing
Cement or an approved equal.
D. Miter and neatly fit all joints.
3.07 EDGE STRIPS
A. Edge strips must be installed on top of the roof insulation or wood nailers at the intersections
of roof and perimeter or drain openings where it is required to provide a smooth transition
from horizontal to vertical surfaces or for transitions from lower to higher elevations.
B. Edge stips may be mechanically fastened or set in hot asphalt depending on the phase and
method of installation.
C. Miter and neatly fit all joints.
3.08 WOOD NAILERS
A. Wood nailers must be 3-1/2" (8.9 em) minimum width or 1" (25 cm) wider than metal flange
and minimum 1" (25 cm) thick and securely fastened to the deck.
B. Wood nailers must be pressure treated and have water based preservatives. Petroleum or
creosote base preservatives are not recommended because of possible incompatibility with
asphalt-based products.
C. Wood nailers are required at all roof to wall transitions of parapets, eaves, gable ends,
penetrations or wherever metal flanges must be incorporated into the roof system.
D. Nailers must be fastened to the deck.
E. Wood nailers shall match total insulation thickness.
F. Slotted wood nailers must be used where perimeter venting is required.
3.09 INTERPLY SHEET APPLICATION

A. Three ply interply applications: Install starter strips of 12" (30.5 cm), 24" (61 cm) and 36"
(91.4 cm) widths and follow with a second full 36" (91.4 cm) width sheet with a
maximum 11-1/3" (28.8 cm) exposure, applied shingle style. Lap sheets 24-2/3" (62.7
em) with an 11-1/3" (28.8 em) exposure and lap 4" (10 em) at ends. Stagger adjacent end
laps a minimum of 12" (30.5 em). Install the felts in full and uniform mopping of hot
asphalt applied at the rate of 25 lb/square (1.2 kg/m2) 4- 20%.
B. Turn plies up to the top of the cant.
C. Valleys and waterways shall receive an extra layer which shall be a full width wide and
shall extend at least 8" (20.3 cm) up the inclines out of the valleys, set in a uniform
mopping of hot asphalt, optimium of 25 lb/square (1.2 kg/m2) 4- 20%.
D. Foot and machine traffic on freshly applied membranes with asphalt must be kept to a
minimum to reduce the possibility of asphalt displacement due to "point applied"
pressure. The potential result is the creation of an area where the asphalt quantity may be
too light to perform the required waterproofing function.
E. Workmen must stand on the insulation or deck side of the system and avoid traffic on the
freshly laid membrane system for a long enough time to allow the asphalt to set up.
F. Do not allow equipment to stand over, or store materials, on the freshly laid membrane.
Asphalt dispensing equipment must have balloon tires. Delay any traffic over the freshly
laid membrane system for a period of time sufficient to allow the asphalt to set up.
G. Apply asphalt so that a small bead of asphalt shows at the edge of the membrane. Do not
allow heavy flows of asphalt to extend beyond the membrane edge. Heavy, irregular
surface flows of asphalt will make proper application of cap membrane difficult.
H. In the event a wrinkle or a "fishmouth" forms during the application of the membrane, do
not "walk it down" as the memory of the sheet or felt may cause it to reappear.
Fishmouths or wrinkles shall be sliced open and patched with hot asphalt and additional
membranes. Avoid cutting into the plies below the fishmouth or wrinkle by angling the

out ply portions.
3.10 MEMBRANE APPLICATION
A. DuraWeldTM 4M Modified Bitumen Membrane or an approved equal
1. Do not install of DuraWeldTM APP torch grade membranes without careful review
and implementation of all relevant safety and fire watch requirements including
materials / combustible substrates review, LP-Gas equipment storage and
handling guidelines, worker safety precautions and training.
2. Never apply DuraWeldTM APP membranes by any method except welding with a

propane torch or other equipment specifically designed for application of APP
modified bitumen.
3. Cap sheet application: Install full width cap sheets, lapping 3" (7.6 em) on the
sides and 6" 05.2 cm) on ends. Stagger adjacent end laps a minimum of 18" (45.7
cm) apart. Offset cap sheet side and end laps from interply sheet side and end laps.
4. Turn the membrane up the wall or curb, above the cant, a minimum of 4" (10.2
cm). This will allow for proper securement of the membrane pr/or to the base
flashing installation.
5. All laps must be parallel or perpendicular to the slope of the roof such that the
flow of water is never against the lap.
6. The coiled membrane must be unrolled approximately 10 ft. (3 meters), aligned,
then the propane torch flame applied uniformly across the exposed back surface of
the membrane and lap areas until the compound reaches the proper application
temperature and exhibits a slight sheen. Be sure that there is complete bum-off of
release films where present on the underside of the rolls, membrane selvage edges
or both surfaces as applicable. Avoid overheating which may result in damage to
or improper adhesion of the membrane. (The flame should be moved from side to
side in the shape of an "L", applying about 75% of the heat to the membrane and
25% to the substrate or underlying plies including the lap area of the previously
installed courses.) The membrane is slowly unrolled as heat is applied to ensure
proper adhesion. When complete, re-roll the opposite end of the membrane and
install in the same manner.
7. A minimum 3/8" (10 mm) asphalt flow-out must be obtained at all seam areas.
Dry laps are not acceptable. To ensure the proper 3/8" (10 mm) flow of bitumen at
the seam areas, a weighted roller may be used. Roller application should follow
behind the torch no more than 4 ft. (1.2 m) nor less than 3 ft. (0.91 m) to be sure
that the membrane will be at the proper temperature to produce proper flow. Hand
rollers or "walking-in the seam" methods are also acceptable. Check all seams for
full and uniform adhesion. Un-adhered seams must be lifted with a heated trowel
and resealed by lightly torching the seam area.
8. Matching granules may be broadcast into the modified bitumen bleed out at seams
while hot to enhance the finished appearance of the membrane.
9. All end laps must be staggered a minimum of 18" (45.7 cm) so that no adjacent
end laps coincide. If end laps fall in line or are not staggered the proper distance, a
full width of DuraWeldTM APP membrane must be installed over the end laps.
10. All laps must be parallel or perpendicular to the slope of the roof such water is
never against the lap.
11. APP membranes must not be applied during adverse weather or without
precautionary measures in temperatures below 45°F (7.2°C). Refer to
manufacturer recommendations for additional information on Cold Weather
Precautions.

3.11 MEMBRANE FLASHING
A. Follow manufacturer's typical flashing procedures for all wall, curb, and penetration flashing
including metal edging/coping and roof drain applications.
B. Wall, curb and penetraton flashing shall be reinforced with an additional layer of
DuraWeldTM 4M APP modified bitumen membrane or an approved equal.
C. Basic wood blocking anchorage recommendations are found in Factory Mutual Data Sheet
1-49. These recommendations are required for Factory Mutual approved projects.
D. All penetrations should be at least 18" (45.7 em) from curbs, walls, and edges to provide for
proper flashing.
E. Install flashing sheets starting at low points.
F. Where indicated by manufacturer's construction details, install base sheet or other modified
bitumen pre-flashing in accordance with manufacturer's flashing requirements.
G. Prime all metal and masonry with asphalt primer and allow to dry before being fully adhered
to with flashing sheets.
H. Only use U.S. Ply membranes or an approved equal in construction of flashing details.
I. Do not use metal base flashing.
J. Base flashing should extend a minimum of 8" (20.3 cm), and a maximum of 24" (61 cra)
above the roofline.
K. Comer membrane flashings, such as "bow ties" for outside comers and "footballs" for inside
comers or other membrane reinforcements are required to ensure that base flashing comers
are sealed at cant areas. Note: Mastic and fabric coursing is not an acceptable alternate for
proper flashing and counterflashing details.
L. Wood curbs and wails must be covered with a layer of Base Sheet or backer ply of selected
two-ply flashing system and fastened 8" (20.3 em) o.c. in all directions with approved
fasteners with minimum 1" diameter or square caps. All vertical laps shall be 4" (10.2 cm).
Base sheet or backer ply must extend out onto field of roof as shown in detail.
M. Backer plies installed over masonry or other non-nailable substrates in cold adhesive or hot
asphalt must be cut into manageable lengths to ensure adequate adhesion to cant strip and
vertical surfaces without excessive voids. All vertical laps shall be 4" (10.2 cm). Backer ply
shall extend out onto field of roof as shown in detail.
N. Finish ply of selected base flashing detail must be run vertically to maintain selvage edge at
all vertical laps.

3.13 METAL FLASHING
A. Metal should not be used as a component of base flashing. Because of the high
coefficient of expansion of sheet metals and the large temperature changes that can be
experienced on a roof, sheet metal or exposed metal components must be isolated from
the waterproofing components of the roofing and flashing system as efficiently as
possible to prevent the metal from splitting the membranes.
B. When it is unavoidable to use metal in the roofing system (i.e., lead flange at drains,
gravel stops), treated wood nailers and insulation stops, 1" (0.5 mm) wider than the metal
flange, should be provided for metal flange securement.
C. Metal accessories (gravel stops, counter flashing, etc.) should be a minimum 16 oz. (0.56
mm) copper, 24 gauge (0.71 mm) galvanized or stainless steel, 2 1/2 to 4 lb (1.1- 1.8 kg)
lead, or 0.032" (0.81 mm) aluminum.
D. Fabricate and install all sheet metal materials as shown in applicable construction in the
Flashing Detail Section. Refer to SMACNA (Sheet Metal and Air Conditioning
Contractors National Association, Inc.) for guidance on sheet metal treatments not
addressed in this Manual.
E. Clean metal and apply asphalt primer to all sheet metal surfaces that will come into
contact with asphalt or other bituminous materials; allow the primer adequate time to dry.
F. Use fastener types compatible with the sheet metal type.
1. Copper or lead-coated copper: use copper or bronze fasteners.
2. Lead and galvanized steel: use galvanized or cadmium-plated sheet fasteners.
3. Aluminum: use aluminum fasteners.
4. Stainless steel: use stainless steel fasteners.
G. Metal counter-flashing shall have a minimum 4" (10.2 cm) face with a chip lip. The
bottom edge of the counterflashing shall cover the roofing membrane and/or base flashing
by a minimum of 4" (10.2 cm). Metal counter-flashing used for masonry walls, wooden
walls or through wall metal flashings should be two piece designs to allow for installation
and later removal. Metal counter-flashings for stucco, EIFS, wood siding or similar
materials should be designed to receive and set as a base for those materials, such as "Z"
type flashing, while providing for securement of separate metal counter-flashing to cover
base flashings. Metal end joints shall be lapped 3" (7.6 cm) or more. Adequate fasteners
must be provided to secure against effect of wind fomes. Skirt fasteners shall be

watertight.
H. Metal termination bars shall be a minimum of 1/10" (3 mm) thick x 1" (2.5 em) wide
with preformed sealant edge lap. Bar should have 1/4" (6 mm) x 3/8" (10 mm) slotted
holes on 4" (10.2 cm) centers to facilitate mechanical anchorage.
Note: Termination bars are not suitable in all base flashing and wall flashing conditions.
Termination bars may only be used in conjunction with an appropriate counter-flashing
extending a minimum of 4" (10.2 cm) below the termination bar.
I. Metal flanges for gravel stops, cave strips and pitch pockets to be used in conjunction
with roofing shall be primed (both sides). For APP roof systems set metal flanges in
softened membranes (torah heated), and nail 4" (10.2 cm) o.c. to wood nailers or
insulation stops. Flanges shall be a minimum of 3 1/2" (8.9 cm) wide for gravel stops or
cave strips and 4" (10.2 cm) wide for projections and extensions through the roof. The
gravel stop or cave strip riser shall be at least 3/8" (10 mm) high for modified bitumen or
smooth surface built-up roofing. Total height of riser should be adjusted to extend just
above the finished surface, including gravel surfacing if present. Provision must be made
for securing the skirt to the face of the wall. This may be wood nailer strips for masonry
and metal construction. In all cases, gravel stop and cave strip nailer should be fastened to
the deck or deck system with adequate resistance against wind fomes.
J. Stacks shall have metal sleeve flashing a minimum 8" (20.3 cm) high. Pitch pockets for
brackets, supports, pad-eyes, etc., shall have a 4" (10.2 cm) minimum height metal
sleeve.
K. On reroofing projects, provisions shall be made for reinstallation of existing sheet metal
duct work, equipment, coping metal and counterflashings removed in conjunction with
the new work. Also provide for cleaning and repairing of existing defective sheet metal,
and replacement of missing and irreparable sheet metal to match existing types.
L. Conduits and piping such as electrical and gas lines must be set on wood blocking or
some other form of support. Wood blocking and supports must be set on doubler pads (an
additional layer of the roof membrane).
3.14 DAILY SEAL
A. If daily seals or water cutoffs are needed at the end of the day's work, they must be
made of waterproof membrane and applied with hot asphalt or SBS flashing cement.
Before restarting the job, all stops and cutoffs shall be cut out and completely
removed.
3.15 CLEAN UP
A. Perform daily clean up to collect all wrappings, empty containers, paper, and other
debris from the project site. Upon completion, all debris must be disposed of in a

legally acceptable manner.
B. Prior to the manufacturer's inspection for warranty, the applicator must perform a pre-
inspection to review all work and to verify all flashing has been completed as well as the
application of all caulking.

B. Manufacturer's Qualifications:
1. Manufacturer has a minimum of five years experience in manufacturing metal roof systems of
this nature. Panels specified in this section shall be produced in a factory environment (not with
a portable roll former) with fixed-base roll forming equipment and in line leveling, assuring the
highest level of quality control. A letter from the manufacturer certifying compliance will
accompany thc product material submittals.
1.03 SYSTEM PERFORMANCE REQUIREMENTS
A. Performance Testing: 1. Metal roof system must be tested in accordance with Underwriters Laboratories, Inc. (UL 90)
"Tests for Uplift Resistance of Roof Assemblies".
2. Metal roof system must be installed in accordance with applicable UL Construction Number.
3. Metal roof system must be tested for negative loading. Determine panel bending and clip-to-
panel strength by applicable testing procedures. Capacity for gauge, span or loading other than
those tested may be determined by interpolating between test values only.
4. Metal roof system must meet the air infiltration requirements ofASTM E 1680 when tested with
a 6.24 PSF pressure differential. The resulting air infiltration leakage rate will be a minimum.
5. Metal roof system must meet the water penetration requirements of ASTM E 1646 when tested
with a 12.00 PSF pressure differential with no uncontrollable water leakage when five gallons
per hour of water is sprayed per square foot of roof area.
6. Metal Roof Panels shall be high reflectance and high remittance in accordance with Energy
Star®. Initial Reflectance (Galvalume Only) shall be at least 0.68 when tested with ASTM E-
903. The three year aged reflectance shall be at least 0.57, when tested in accordance with
ASTM E- 1918 (Measured As Solar Reflectivity, Not Visible Reflectance).
1.04 DESIGN REQUIREMENTS
A. Roof Design Loads:
1. Design criteria shall be in accordance with the most current version of International Building
Code.
2.Dead Loads
a. The dead load shall be the weight of the SSMR system. Collateral loads, such as sprinklers,
mechanical and electrical systems, and ceilings shall not be attached to the panels.
3. Live Loads
a. The panels and concealed anchor clips shall be capable of supporting a minimum uniform
live load of 20 psf.
4. Roof Snow Loads
a. The design roof snow loads shall be as shown on the contract drawings.
5. Wind Loads
a. The design wind uplift pressure for the roof system shall be as shown on the contract
drawings. The design uplift force for each connection assembly shall be that pressure given
for the area under consideration, multiplied by the tributary load area of the connection
assembly. The safety factor listed below shall be applied to the design force and compared

against the ultimate capacity. Prying shall be considered when calculating fastener design
loads.

resulting from temperature change during the life of the structure.
1.05 SUBMITTALS
A. Shop drawings:
1. Submit complete shop drawings and erection details, approved by the metal roofing
manufacturer, to the engineer for review. Do not proceed with manufacture of roofing materials
prior to review of shop drawings and field verification of all dimensions. Do not use drawings
prepared by the engineer for shop or erection drawings.
2. Shop drawings show methods of erection, roof and wall panel layout, sections and details,
anticipated loads, flashings, sealants, interfaces with all materials not supplied and proposed
identification of component parts and their finishes.
B. Performance Tests:
1. Submit certified test results by a recognized testing laboratory or manufacturer's lab (witnessed
by a professional engineer) in accordance with specified test methods for each panel system.
C. Calculations:
1. Submit engineering calculations defining all cladding loads for all roof areas based on design
criteria listed in Paragraph 1.04 Design Requirements, allowable clip loads and required number
of fasteners to secure the panel clips to the designated substructure.
2. Compute uplift loads on clip fasteners with full recognition of prying forces and eccentric clip
loading.
3. Calculate holding strength of fasteners in accordance with submitted test data provided by the
fastener manufacturer based on length of embedment and properties of materials.
4. Submit thermal calculations and details of floating clip, flashing attachments, and accessories
certifying the free movement in response to the expansion/contraction forces resulting from a
total temperature differential of 110 degrees F.
D. Warranties:
Metal roof system manufacturer shall submit a specimen copy of the warranty upon final
acceptance of the project. Provide one of the following warranties.
1. Finish Warranty:
} Covering panel finish against cracking, checking, blistering, peeling, flaking,
chipping, chalking and fading for a period of twenty (20) years.
2.Weathertightness Warranty:
Metal roof system manufacturer shall submit a specimen copy of manufacturer's
Weathertightness Warranty, including evidence of application for warranty and
manufacturer's acceptance of the applicator and warranty conditions.

1.06 PRODUCT DELIVERY, STORAGE AND HANDLING
A. Delivery:
1. Deliver metal roof system to job site properly packaged to provide protection against
transportation damage.
B. Handling:
1. Exercise extreme care in unloading, storing and erecting metal roof system to prevent bending,
warping, twisting and surface damage.
C. Storage:
1. Store bundled sheets off the ground sufficiently high enough to allow air circulation beneath
bundle and to prevem rising water from entering bundle. Slightly elevate one end of bundle.
Prevent rain from entering bundle by covering with tarpaulin, making provision for air
circulation between draped edges of tarpaulin and the ground. Prolonged Storage of sheets in
a bundle is not recommended. If conditions do not permit immediate erection, extra care
should be taken to protect sheets from staining or water marks.
1.07 WEATHERTIGHTNESS WARRANTY
A. The Contractor shall provide to the Owner, a standard warranty signed by the roofing manufacturer
of the Standing Seam Roof System as outlined below:

1. For a period of twenty (10) years from the date of substantial completion, the roofing
manufacturer WARRANTS to the Building Owner ("Owner"): that the roofing manufacturer's
furnished roof panels, flashing, and related items used to fasten the roof panels and flashing to
the roof structure ("Roof System") will not allow intrusion of water from the exterior of the
roofing manufacturer's Roof System into the building envelope, when exposed to ordinary
weather conditions and ordinary wear and usage. The Date of substantial completion is the date
that is certified by the Architect, Owner, or Owner's Representative, when the roofing
manufacturer's Roofing System is completed and accepted by or on behalf of the Owner.

2. The Roofing Installer shall have the sole and exclusive obligation for all warranty work
commencing on the date of substantial completion up to and until the roof system has performed
leak free for (24) consecutive months. The sole and exclusive obligation for all warranty work

circumstances terminates on the [# insert # of years]. Anniversary of the date certified as
substantial completion of the roofing manufacturers roof system.
Roofing Manufacturer's Liability.
The total liability of the roofing manufacturer under Standard warranty is a no dollar limit of
the manufacturers Roof System as invoiced to the roofing manufacturers customer. Standard
warranty requires a certified installer on the job site at all times.

Fasteners:
All self-tapping/self-drilling fasteners, bolts, nuts, self-locking rivets and other suitable fasteners shall be
designed to withstand specified design loads.
3. Use long life fasteners for all interior and exterior metal roof system applications.
4. Provide fasteners with a factory applied coating in a color to match metal roof system
application.
5. Provide neoprene washers under heads of exposed fasteners.
6. Locate and space all exposed fasteners in a true vertical and horizontal alignment. Use proper
torque settings to obtain controlled uniform compression for a positive seal without rapturing
the neoprene washer.
Accessories:
Provide all components required per the metal roof system manufacturer's approved shop drawings
for a complete metal roof system to include panels, panel clips, trim/flashing, fascias, ridge,
closures, sealants, fillers and any other required items.
a. All outside closures will be fabricated fi.om Galvalume Plus® or Pre-Painted Galvalume®
sheet steel of the same gauge, finish and color as the panels.
b. All tape seal is to be a pressure sensitive, 100 pement solids, polyisobutylene compound
sealing tape with a release paper backing. Provide permanently elastic, non-sagging, non-
toxic, non-staining tape seal approved by the metal roof system manufacturer.
c. All tube sealant is to be a one-part elastomeric polyurethane sealant approved by the metal

2.03 FABRICATION
Material shall be in-line leveled prior to roll forming the panel profile.
Where possible, roll form panels in continuous lengths, full length of detailed runs.
Standard panel length shall be no more than 50 feet long (for longer length availability, contact
manufacturer).
Fabricate trim/flashing and accessories to detailed profiles.
Fabricate trim/flashing fi.om same material as panel.
PART 3 - EXECUTION
3.01 SURFACE CONDITIONS
Examination:
Inspect installed work of other trades and verify that such work is complete to a point where this
work may continue.
Verify that installation may be made in accordance with approved shop drawings and
manufacturer's instructions. This specifically includes verifying that secondary structural
members and/or decking are installed to meet UL and building code requirements. Coordinate
with metal roof system manufacturer to insure that reduced clip spacings at eave, rake, ridge and
corner areas are accommodated.
Discrepancies:
In event of discrepancy, notify the engineer.
Do not proceed with installation until discrepancies have been resolved.

Install metal roof system so that it is weathertight, without waves, warps, buckles, fastening stresses or
distortion, allowing for expansion and contraction.
Install metal roof system in accordance with manufacturer's instructions and shop drawings.
Provide concealed anchors at all panel attachment locations.
Install panels plumb, level and straight with seams and ribs parallel, conforming to design as indicated.
3.04 CLEANING, PROTECTION
Dispose of excess materials and remove debris from site.
Clean work in accordance with manufacturer's recommendations.
Protect work against damage until final acceptance. Replace or repair to the satisfaction of the architect
(owner), any work that becomes damaged prior to final acceptance.
Touch up minor scratches and abrasions with touch up paint supplied by the metal roof system
manufacturer.
Do not allow panels or trim to come in contact with dissimilar metals such as copper, lead or graphite.
Water mn-off from these materials is also prohibited. This specifically includes condensate from
rooftop units. A/C units.
