Johnson, City Manager FROM: Larry Richard, Fire Chief DATE: December 21, 2012 SUBJECT: Proposed Resolution No. 17424 RECOMMENDATION The Fire Department recommends that the City Council approve Proposed Resolution 17424 authorizing the Fire Chief to purchase a Liberator X Wireless Intercom System from Setcom Corporation.of Austin, Texas in the amount of $6,830.70. BACKGROUND This system will be integrated with the existing radios used on the Fire Department Airboat. The Fire Department Airboat Operators tested several brands of noise canceling intercom radio systems for use in a noisy marine environment. The Liberator X is the only wireless system that met the needs of the Fire Department. Setcom Corporation is the sole source for the Liberator X Wireless Intercom System for marine applications in the United States. BUDGETARY /FISCAL EFFECT Funds are budgeted in account # 001- 1121 - 522.92 -00 for this purchase. STAFFING /EMPLOYEE EFFECT None. "Remember, we are here to serve the citizens of Port Arthur" From: Richard Malone To: Larry Richard Subject: Air Boat M5 communications bid Date: Friday, December 21, 2012 1:46:17 PM Chief, After looking at and talking to a few different companies, I called and had Setcom come to Station 8 and demo the communications system that they provide specifically for airboat use. I contacted KUSA Aviation (a Local FBO) and looked at and operated a Bose system. (Wired) It performed well. There are several companies that have a wired system, Bose, Sampson Racing, Fly Hawk, and David Clark. These are all good systems but do not offer the wireless system that we need. Wireless is important in the Airboat because in the event of an emergency, the operators may have to exit out of the upper seats quickly. The Setcom system is made for industrial use, water resistant for foul weather, batteries for extended use, and the headsets are designed for the normal use in all weather conditions. Many of the other systems are designed for aircraft use and are not suitable for continuous outdoor use. A RESOLUTION AUTHORIZING THE PURCHASE OF A LIBERATOR X WIRELESS INTERCOM SYSTEM FROM SETCOM CORPORATION OF AUSTIN, TEXAS, FOR THE FIRE DEPARTMENT IN THE AMOUNT OF $6830.70; FUNDING AVAILABLE IN ACCOUNT NUMBER 001 -1121- 522.92 -00 WHEREAS, the Fire Department is in need of a wireless intercom system with headsets for use on its airboat; and WHEREAS, operators of the airboat have researched and tested available noise canceling intercom systems that will integrate with our existing radios; and WHEREAS, the Liberator X Wireless Intercom System is the only wireless system that meets the needs of the Fire Department; and WHEREAS, Setcom Corporation is the sole vendor for the Liberator X Wireless Intercom Systems and Headsets in the United States; and WHEREAS, Setcom Corporation submitted a quote for the Liberator X Wireless Intercom System with Headsets in the amount of $6,830.70; and WHEREAS, funds for this purchase are budgeted in account number 001 -1121- 522.92 -00; and WHEREAS, a copy of the pricing worksheet for this system is attached as Exhibit "A "; and WHEREAS, a copy of the vendor sole source letter is attached as Exhibit "B ".
