Johnson, City Manager FROM: Kelly Eldridge, Director of Utility Operations y ked_tri DATE: January 16, 2013 RE: Proposed Resolution No. 17501 COMMENTS RECOMMENDATION I recommend the City Council approve Proposed Resolution No. 17501 authorizing the purchase of a Sludge Pump from Hartwell Environmental Corporation, of Tomball, TX, in the total amount of $12,973.75. BACKGROUND This bare -shaft pump will replace one of two existing units in the Port Acres WWTP Centrifuge Building. This type of pump is used to pump thickened sludge into a decanter centrifuge for dewatering before disposal in our landfill. These units are `bolt -in' replacements to the existing pumps. Otherwise, we would have to re -pipe the entire manifold in the building. This unit will also utilize the existing drive unit (motor, electronics and control system). We were able to obtain only one quote (attached) for this pump since Hartwell Environmental Corporation is the authorized distributor in the State of Texas and should be considered a sole source for this equipment. No Port Arthur vendors supply this equipment. BUDGET /FISCAL EFFECT This equipment was budgeted in O &M account no. 410 - 1256- 532.92 -00 at $16,250. STAFFING /EMPLOYEE EFFECT City staff will install & operate this pump. SUMMARY I recommend that the City Council approve Proposed Resolution No. 17501. P. R. No. 17501 01/16/13 RESOLUTION NO. A RESOLUTION AUTHORIZING THE PURCHASE OF A SLUDGE PUMP FOR 'IRE UTILITY OPERATIONS DEPARTMENT FROM HARTWELL ENVIRONMENTAL CORPORATION, OF TOMBALL, TEXAS, IN 'IRE TOTAL AMOUNT OF $12,973.75. FUNDS ARE AVAILABLE IN ACCOUNT NO. 410-1256-532.92-00. WHEREAS, the Utility Operations Department routinely uses specialty progressive cavity, positive - displacement pumps to convey sewage sludge through our Wastewater Treatment Plants; and, WHEREAS, we have solicited a quote for such equipment, attached as Exhibit "A ", as delineated in our Purchasing Policy; and, WHEREAS, no Port Arthur vendors can supply this equipment, and Hartwell Environmental Corporation is the only authorized distributor in the State of Texas, as noted in Exhibit `B ", and should be considered a sole source for this equipment, which meets our requirements, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, the City Council hereby authorizes the purchase of a Sludge Pump from Hartwell Environmental Corporation, of Tomball, Texas, in the total amount of TWELVE THOUSAND NINE HUNDRED SEVENTY THREE AND 75/100 DOLLARS ($12,973.75); and, THAT, an authorized representative of Hartwell Environmental Corporation shall sign this resolution agreeing to the terms of the purchase; and, THAT a copy of the caption of this resolution be spread upon the minutes of the City Council.
