INVOCATION, PLEDGE & ROLL CALL Councilmember Freeman gave the invocation followed with the pledge to the flag. The City Council of the City of Port Arthur met in Special Session on Tuesday, February 5, 2013 at 4:05 p.m. in the City Council Chamber, City Hall, with the following members present: Mayor Deloris "Bobbie" Prince; Councilmembers Raymond Scott, Jr., Elizabeth "Liz" Segler, Robert E. "Bob" Williamson and Derrick Freeman; City Manager Floyd T. Johnson, City Secretary Sherri Bellard and City Attorney Valecia Tizeno. Mayor Pro Tem Willie "Bae" Lewis joined the Special Executive Meeting at 5:33 p.m. Councilmember Harold A. Doucet, Sr. joined the Special Executive Meeting at 4:31 p.m. Councilmembers Morris Albright, III and Kerry "Twin" Thomas were absent from the Special Executive Meeting. II. *CLOSED MEETING (EXECUTIVE SESSION) Closed Meeting: (1) Section 551.072 Government Code — To Discuss The Value Of Land At 501 Procter Street, Port Arthur, Texas (2) Section 551.071 Government Code — To Discuss With The City Attorney Legal Issues Related To Golden Pass LNG The City Council recessed their Closed Meeting at 5:26 p.m. and reconvened their Closed Meeting at 5:45 p.m. with the following members present: Mayor Prince; Mayor Pro Tem Lewis; Councilmembers Scott, Segler, Doucet, Williamson and Freeman; City Manager Johnson; City Secretary Bellard; City Attorney Tizeno and Sergeant At Arms Chief Blanton. The City Council recessed their meeting at 4:07 p.m. to meet in Executive Session to consider the above - mentioned topics, and reconvened their meeting at 5:45 p.m. with the following members present: Mayor Prince; Mayor Pro Tem Lewis; Councilmembers Scott, Segler, Doucet, Williamson and Freeman; City Manager Johnson; City Secretary Bellard; City Attorney Tizeno and Sergeant At Arms Chief Blanton. IV. ADJOURNMENT Upon the motion by Councilmember Williamson, seconded by Councilmember Doucet and carried unanimously, the City Council adjourned their Special Executive Meeting at 5:46 p.m. An audio -tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
