RECOMMENDATION
The Fire Department recommends that the City Council approve Proposed Resolution 17540 authorizing
the City Manager to execute an agreement with Mike Pietsch P. E. of Garland, Texas for consulting
services in conjunction with the City of Port Arthur's Insurance Service Office (ISO) rating.
BACKGROUND
ISO collects information on municipal fire- protection efforts in communities throughout the United States.
In each of these communities, ISO analyzes the relevant data using their Fire Suppression Rating Schedule
(FSRS). They then assign a Public Protection Classification from 1 to 10. Class 1 generally represents
superior property fire protection, and Class 10 indicates that the area's fire- suppression program doesn't
meet ISO's minimum criteria. Some of the areas evaluated include the Fire Department response
capability, Water Infrastructure (fire flow), and Dispatch capability. ISO has extensive information on
more than 47,000 fire- response jurisdictions.
Port Arthur's last ISO survey was conducted in 1999. Port Arthur currently has a Class 3 Public Protection
Classification.
Mike Pietsch has over 27 years experience rating communities under the ISO Fire Suppression Rating
Schedule. Mike Pietsch conducted a Fire Station Location Study for the City of Port Arthur in 2006.
BUDGETARY/FISCAL EFFECT
Funds were available in the FY 2012 -2013 budget in account #001 - 1121 - 522.54 -00.
STAFFING/EMPLOYEE EFFECT
None.
SUMMARY
The Fire Department recommends that the City Council approve Proposed Resolution 17540 authorizing
the City Manager to execute an agreement with Mike Pietsch P. E. of Garland, Texas for consulting

A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE AN AGREEMENT WITH MIKE PIETSCH, P. E.
CONSULTING SERVICES, INC. OF GARLAND, TEXAS,
FOR CONSULTING SERVICES IN CONJUNCTION WITH THE

$24,000; FUNDS AVAILABLE IN ACCOUNT NO. 001-

WHEREAS, the City of Port Arthur is scheduled for an
Insurance Service Office (ISO) survey in 2013; and
WHEREAS, the City's last ISO survey was conducted in
1999; and
WHEREAS, Mike Pietsch P. E. is highly qualified to
assist the City in receiving the maximum possible ISO
rating; and
WHEREAS, the City's ISO rating effects all fire
insurance rates both commercial and residential; and
WHEREAS, the consultant will assist the City in
preparation of the pre- survey packet as well as transfer of
data to the ISO Field Representative.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF PORT ARTHUR:
Section 1. That the facts and opinions in the
preamble are true and correct.
Section 2. That the City Manager is hereby authorized
and directed to execute a contract in substantially the
same form as attached hereto as Exhibit "A ".
Section 3. That a copy of the caption of this
resolution shall be spread upon the Minutes of the City
Council.

Attached is a copy of a CONTRACT /AGREEMENT for Mike Pietsch, P.E. Consulting Services, Inc. (Consultant) to
perform their consulting services in conjunction with the City of Port Arthur's (the City) ISO rating.
This CONTRACT /AGREEMENT is specifically entered into with the Consultant and the City to Complete the ISO
Pre -Survey Packet and Assist the ISO Field Representative during his survey of the City of Port Arthur for a cost not
to exceed $24,000 per proposal dated 2/3/13.
Payment Agreement: The City of Port Arthur agrees to pay Mike Pietsch, P.E. Consulting Services, Inc. upon the
conclusion of the consulting project.

Dear Chief Richard:
There are 2 phases involved in an ISO survey. The first is to prepare the ISO
pre - survey packet around 1 month prior to the actual field survey commencing.
This phase requires a site visit to the City of Port Arthur to prepare the packet
and the extensive amount of support data required to verify the information within
the packet. The second phase is to return to the City of Port Arthur and transfer
the information to the ISO Field Representative.
The total cost to the City of Port Arthur to complete both projects will not exceed
$24,000 (this total being contingent upon completing both phases). The
total for both projects does not include additional site visits such as City Council
presentations. 2 site visits will be required.

Attached is a proposal for Mike Pietsch, P.E. Consulting Services, Inc. to perform
their consulting services in conjunction with the City of Port Arthur's ISO rating.
The services outlined below would be required to Assist with the ISO Survey
by Completing the ISO Pre - Survey Packet and then Transferring the
Information to the ISO Field Representative.
The ISO pre - survey packet requires an extensive amount of support data to
document the answers the City of Port Arthur must provide via this packet. It will
save the City Officials serving the City of Port Arthur a considerable amount of
time if I am utilized to assist in filling out this packet.
I should be assisting the ISO Field Representative during the entire survey.
Since I trained four of the six ISO Field Representatives doing surveys in Texas, I
know what is required. This will eliminate any confusion between the City of Port
Arthur and the ISO Field Representative. The information transfer will proceed
effortlessly if I am involved. My involvement will save the City Officials serving
the City of Port Arthur countless staff -hours and allow them to concentrate on
their normal daily activities.
The total of time and costs reflect actual consultant fee expenses. If you have
any questions or need other information, please let me know.
