On Thursday, February 21, 2013, thirteen (13) notices were mailed to adjacent property
owners within a 200 ft. radius and the notice was published in the Port Arthur News on

BACKGROUND:
The Planning and Zoning Commission is being asked to consider a Specific -Use Permit
(SUP# 218) for 0.9162 acre of land out of and part of Lot 10 and 11, Block 5, Port Acres,
City of Port Arthur that will allow for a Wrecker Service /Storage Facility in the Light
Commercial zoned district. The abutting zoning designations are: Light Commercial (LC) to
the north and south, Industrial (1) to the east and Single Family (SF) to the west.

Sunday, February 17, 2013, more than ten (10) days prior to the P &Z public hearing
scheduled for March 4, 2013.

RECOMMENDATION: The Planning staff has no objections to the approval of this request
for Specific -Use Permit - 218 with the following stipulations:
1. Needs to be replatted
2. Eight foot (8') screening fence must be installed
BUDGETARY /FISCAL EFFECT: None
STAFFING /EMPLOYEE EFFECT: None
SUMMARY: The request conforms to all zoning requirements, hence acceptance of this case
is recommended.

The Planning and Zoning Commission met in Regular Session on Monday, February 18, 2013 at 5:30
p.m. in the City Council Chamber, City Hall, with the following members present: Chairman
Fernando Ramirez; Commissioners: Alma LeBlanc, Richard Cox and Norris Simon
Staff present: Ronald Burton, Director of Planning, Paul Brown, Senior Planner and Pamela
Langford, Administrative Aide
II. PUBLIC HEARING
A. R13 -02 - REPLAT APPROVAL REQUESTED FOR - TRACTS 5 -A AND 5 -B. 3.608 ACRE OF
LAND. REPLAT OF ALL OF LOT 5 AND PART OF LOTS 6. 7 AND 8, WHITTINGTON PLACE AND
PART OF THE JOSEPH GRIGSBY SURVEY, ABSTRACT NO. 27, CITY OF PORT ARTHUR,
IEFFERSON COUNTY. TEXAS (PROPERTY LOCATED NORTH OF 39TH STREET AND WEST OF
ATLANTIC ROAD)
The Chairman introduced the above - mentioned replat request.
Planning Director, Ronald Burton, gave an overview of the above - mentioned replat
request.
The Commission opened the meeting to hear from anyone present in the audience who
wished to speak regarding the above - mentioned request:

Upon the motion of Commissioner Simon, seconded by Commissioner Cox and carried
unanimously, the Planning and Zoning Commission closed the Public Hearing.
III. ITEMS REQUIRING ACTION
A. APPROVAL OF REPLAT REQUEST P13 -02
Planning Director, Ronald Burton, recommended that Replat request R13 -02 be approved.
The motion was made by Commissioner LeBlanc, seconded by Commissioner Simon to
accept the Planning Staffs recommendation to approve Replat request R13 -02.

Upon the motion of Commissioner Cox, seconded by Commissioner Simon and carried
unanimously, the Planning and Zoning Commission approved the above- mentioned
minutes as presented.
V. STAFF REPORTS
A. Reminder to attend a Comprehensive Plan Presentation being presented by Freese &
Nichols on February 20, 2013, 9:00 a.m., City of Port Arthur Health Department.
B. Update on the initiation of a zoning change for property located on the Southside of F.M.
Highway 365 and Riley Street.
