BACKGROUND:
The Planning and Zoning Commission is being asked to consider a preliminary plat for
Emerlyn Meadows Subdivision. The site is located south of Jimmy Johnson Boulevard and
west of Lake Arthur Drive. The purpose of this plat is to create a Major Plat for Single
Family Dwellings. This subdivision is located in Planned Development District - 19 (PD-
19). Lot Dimensions are as follows:

SUMMARY:
The preliminary plat should be approved as submitted. Any change in layout that will
affect setbacks, water features or traffic flow shall be noted as a new plat and resubmitted
to the Planning and Zoning Commission for approval.

CITY HALL - 5 FLOOR CONFERENCE ROOM
ROLL CALL
The Planning and Zoning Commission met in Regular Session on Monday, March 4, 2013 at 5:40
p.m. in the City Council Chamber, City Hall, with the following members present: Chairman
Fernando Ramirez; Commissioners: Inell, Moore, Alma LeBlanc and Richard Cox
Staff present: Ronald Burton, Director of Planning, Paul Brown, Senior Planner and Pamela
Langford, Administrative Aide
II. PUBLIC HEARING
A. R13 -03 - REPLAT APPROVAL REQUESTED FOR - TRACT 12 -A, 0.3245 ACRE OF LAND. REPLAT
OF ALL OF LOTS 12 AND 13. BLOCK 29. LAKESIDE PARK UNIT 4. CITY OF PORT ARTHUR,
JEFFERSON COUNTY. TEXAS (PROPERTY LOCATED SOUTH OF STATE HIGHWAY 73 AND EAST OF
CAMBRIDGE AVENUE)
The Chairman introduced the above - mentioned replat request.
Planning Director, Ronald Burton, gave an overview of the above - mentioned request.
The Commission opened the meeting to hear from anyone present in the audience who
wished to speak regarding the above - mentioned request:
Speaking For: Anthony Leger, Soutex Surveyors, Inc., 3737 Doctors Drive, Port Arthur, TX 77642
Patrick Sander, 5158 Cambridge Avenue, Port Arthur, TX 77642
Speaking Against: None
B. Z13 - 03 (SUP# 218) - SPECIFIC USE PERMIT REQUESTED FOR - WRECKER /STORAGE FACILITY,
6331 WEST PORT ARTHUR ROAD. 0.9162 ACRE OF LAND OUT OF AND PART OF LOT 10 AND 11,
BLOCK 5. PORT ACRES. CITY OF PORT ARTHUR, JEFFERSON COUNTY. TEXAS (PROPERTY
LOCATED NORTH OF 62ND STREET AND WEST OF WEST PORT ARTHUR ROAD).
The Chairman introduced the above - mentioned request for a Specific Use Permit.
Planning Director, Ronald Burton, gave an overview of the above - mentioned request.
The Commission opened the meeting to hear from anyone present in the audience who
wished to speak regarding the above - mentioned request:

Upon the motion of R. Cox, seconded by 1. Moore and carried unanimously, the Planning and
Zoning Commission closed the Public Hearing.
III. ITEMS REQUIRING ACTION
A. APPROVAL OF REPLAT REQUEST R13 -03
Planning Director, Ronald Burton, recommended that Replat request R13 -03 be approved.
The motion was made by I. Moore, seconded by A. LeBlanc to accept the Planning Staffs
recommendation to approve Replat request R13 -03.
Voting Yes: All
Voting No: None
B. APPROVAL OF REQUEST FOR SPECIFIC USE PERMIT
Planning Director, Ronald Burton, recommended that request for Specific Use Permit - 218
(SUP# 218) be approved with the following stipulations:
1. Replat required
2. 8' Screening Fence
3. Survey of storage area (included in Replat)
The motion was made by R. Cox, seconded by A. LeBlanc to accept Planning Staffs
recommendation to approve request for Specific Use Permit - 218 (SUP# 218) with
stipulations.
Voting Yes: All
Voting No: None
IV. MINUTES - FEBRUARY 18, 2013
Upon the motion of A. LeBlanc, seconded by I. Moore and carried unanimously, the Planning
and Zoning Commission approved the above - mentioned minutes as presented.
