To accept - Science — Engineering services and enter into a contract with them for
2 borings at 20 feet or more for 338 and 344 1/2 Procter Street formerly- aka
Block 138, Lots 1 -5, aka Tract 2A, Block 138
DATE: March 22, 2013
RECOMMENDATION:
The Transit Department recommends that the City Council authorize the City Manager to enter
into a contract with Science Engineering, Ltd. for an amount not to exceed $1,500 for two (2)
borings on Tract 2 -A, Block 138.
BACKGROUND:
Once demolition of 338 and 344 1/2 Procter Street is complete, the site requires borings in order
that the engineers will know the weight of the building that can stand on it, as well as the
bedrock and water table depth.
BUDGET/FISCAL EFFECT:
Funds are available in account no(s). 402 - 1508 -561.- 82.00 ALI- 11.44.03 (contingency funds)
for payment. The funds are 100% reimbursable under the American Recovery and Reinvestment
Act (ARRA).
STAFF/EMPLOYEE EFFECT:
None.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER
INTO A CONTRACT WITH SCIENCE ENGINEERING, LTD. OF PORT
ARTHUR, TEXAS, IN AN AMOUNT NOT TO EXCEED $1,500 FOR
SOIL AND FOUNDATION INVESTIGATION (ACCOUNT NO. 402 -1508-
561.82 -00).
WHEREAS, per Resolution No. 13 -097, the City Council approved a contract for
abatement and demolition of 338 and 344'/2 Procter Street; and
WHEREAS, upon completion of the demolition, the engineer will require two (2)
borings to determine if the weight of the building can stand on it, as well as the bedrock and
water table depth; and
WHEREAS, two vendors submitted quotes in response to the solicitation; and
WHEREAS, the lowest and most responsive quote was from Science Engineering. Ltd.,
located at 3152 25 Street, Port Arthur, Texas, in the amount of $1,500.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PORT
ARTHUR:
THAT, the facts and opinions in the preamble are true and correct.
THAT, the City Manager is authorized to enter into a contract with Science Engineering,
Ltd., in an amount not to exceed $1,500 per year for two (2) borings in substantially the same
form as EXHIBIT "B ".

FOR THE CITY OF PORT ARTHUR
TRANSIT DEPARTMENT
THIS AGREEMENT, made this day of 2013, by and between the City of Port Arthur, a
municipal corporation organized under the laws of the State of Texas, hereinafter called "OWNER" or
"CITY" and Science Engineering, Ltd., herein acting by and through
hereinafter called "CONTRACTOR ".
WITNESSETH: That for and in consideration of the payment terms, conditions and agreements set
forth herein, OWNER and CONTRACTOR agree as follows:
1. The term of this Contract shall be from April 10, 2013 to April 30, 2013
The City can terminate this contract at its convenience which includes, but is not
limited to, funding not being available in any budget cycle with ten (10) days written
notice.
2. The Contractor will supply all requirements as per State Law to as set forth for surveying
and geo- technical services for the City of Port Arthur Transit Department.
3. During, the term of this Contract, the Contractor will furnish at his own expense all of the materials,
supplies, tools, equipment, labor and other services necessary to connection therewith, excepting
those supplies specifically not required of Contractor.
4 The CONTRACTOR agrees to perform all the work described in the specifications and
contract documents and to comply with the terms therein for the amount of $1,500/ for 2
borings at a depth of 20 feet by property formerly addressed — as 338 and 344 V2 Procter Street.
5. The term "Contract Documents" means and includes the following:
1) Agreement
2) Quote
6. This Agreement shall be binding upon all parties hereto and their respective heirs, executors,
administrators, successors and assigns.
7. IN WITNESS WHEREOF, the parties hereto have executed, or caused to be executed by their duly
authorized officials, this Agreement in (2 copies) each of which shall be deemed an original on the
date first above written.

Re: Proposal for Geotechnical Investigation for
Demolition
Port Arthur, Texas
Science Engineering, Ltd. (SEL) is pleased to submit the following proposal for a soil and
foundation investigation. The purpose of the study is to explore subsurface soil conditions
and to develop recommendations for the design of the foundation of the proposed project
referenced above.
Field' exploration will consist of two (2) core borings drilled to depths of approximately
fifteen (15) feet below existing ground surface. Suitable representative portions of all
samples will be sealed and packaged for transportation to our laboratory. A laboratory testing
program will be planned to determine the pertinent physical properties of the foundation soils.
An engineering analysis will be made of the field and laboratory data. From this analysis,
recommendations for foundation design criteria will be developed. The findings, conclusions
and recommendations of SEL will be presented in an engineering report.
The estimated cost of this service will not exceed $1,500.00 without your prior approval.
Upon your acceptance of this estimate, we will begin the field exploration. The investigation
will be completed subsuming a written report within the following two weeks.
