Presented for City Council consideration and approval is Proposed Ordinance No. 6313
amending the City's 2012 -2013 General Fund Budget by $222,690 to provide additional
funding for the City's portion of the Pleasure Island shoreline protection project.

ORDINANCE NO.
AN APPROPRIATION ORDINANCE AMENDING THE GENERAL FUND
BUDGET FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2012 AND
ENDING SEPTEMBER 30, 2013 BY $222,690 TO PROVIDE
ADDITIONAL FUNDING FOR THE CITY'S PORTION OF THE
PLEASURE ISLAND SHORELINE PROTECTION PROJECT
WHEREAS, in accordance with Article XII, Section 9, of the City Charter, the City Council may
make emergency appropriations from time to time; and
WHEREAS, the City Council may make budget amendments for emergencies under Section
102.009 and for Municipal purposes under Section 102.010 Local Government Code; and
WHEREAS, on September 18, 2012, the City Council approved and adopted Ordinance 12 -57
which appropriated the 2012 -2013 General Fund budget in the amount of $58,383,472; and
WHEREAS, on December 11, 2012 the City Council approved Ordinance 12 -83, amending
budget ordinance 12 -57 increasing general fund expenditures $2,500,000 to fund repairs and renovations
to the Pleasure Island Marina; and
WHEREAS, on January 29, 2013 the City Council approved Ordinance 13 -04, amending budget
ordinance 12 -57 increasing general fund expenditures $286,000, to reimburse the United States
Environmental Protection Agency (EPA) and the State of Texas for costs related to the State Marine
Superfund Site, and $188,000 to fund GIS including a map of the corporate limits of the City of Port
Arthur in GIS; and
WHEREAS, on March 6, 2013 the City Council approved Ordinance 13 -11, amending budget
ordinance 12 -57 increasing general fund expenditures $200,000 to fund the airlines revenue guarantee;
and
WHEREAS, on March 6, 2013 the City Council approved Ordinance 13 -12 amending budget
ordinance 12 -57 increasing general fund expenditures $1 00,000 to fund payments to the Lawton Law
Firm for legal consulting services; and
WHEREAS, on March 6, 2013 the City Council approved Ordinance 13 -13 amending budget
ordinance 12 -57 increasing general fund expenditures $25,000 to fund software, training and equipment
for environmental health; and
WHEREAS, on March 19, 2013 the City Council approved Ordinance 13 -16 amending budget
ordinance 12 -57 increasing general fund expenditures $58,800 to fund positions at the garage; and
WHEREAS, on April 2, 2013 City Council approved Ordinance 13 -18 amending budget
ordinance 12 -57 increasing general fund expenditures $60,000 to fund temporary help in Environmental
Health; and
WHEREAS, $222,690 additional funding is needed to fund the City's portion of the Pleasure
Island shoreline protection project.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the General Fund budget be increased $222,690 to provide additional
funding for the City's portion the Pleasure Island Shoreline protection project.
Section 3. That a copy of the caption of this Ordinance be spread upon the minutes of the
City Council.
Section 4. That this Ordinance shall be effective immediately.
