RECOMMENDATION We recommend the City Council authorize payment for Emergency Repairs for the Installation of a Temporary Water Line at the HPSS Levee to ALLCO, Inc., of Beaumont, TX, in the amount of $14,971. BACKGROUND Last month, we were notified of a main line leak in the HPSS levee by Jefferson County Drainage District No.7. I met with a local contractor (ALLCO, Inc.) who is capable of installing a temporary line to bypass the leaking section, and they provided a quote of $14,971. Per the attached memo, emergency authorization was granted to complete this work. Within a week, the contractor completed their work and City forces were able to place this temporary line into service, stopping the leak. A more permanent solution will follow pending DD #7 & Corps of Engineers approval. BUDGET /FISCAL EFFECT Funds for this work are available in account #410- 1253 - 532.35 -00. STAFFING /EMPLOYEE EFFECT City staff coordinated the work. While the leak is slow, it will /may damage the structural integrity of the levee, and must be stopped as soon as practicable. I met with a local contractor (ALLCO) who is capable of installing a temporary line to bypass the leaking section. I believe we can get by with a 600 foot section of fused HDPE SDR -11 pipe, laying it above ground until a more permanent repair can be made. This dead -end water line serves everything east of the levee, including the park and all the businesses on Pleasure Islet. Keith Burrell of ALLCO provided a quote of $14,971 (under $25/ft), with an estimated start date of next Wednesday. They found pipe in Houston and their bonding machines are in Fort Polk, LA. It should only take a couple of days, and our forces will have to assist in making the tie -ins, installing at least one valve, turning water off & on, and performing the bacteriological(s). We could conceivably have this effort complete next weekend. Request authorization for ALLCO to immediately begin these emergency repairs totaling $14,971. Box 1089 Port Arthur, Texas 77640 Re: Temporary Water Line at Veteran's Memorial Park Port Arthur, Texas Dear Mr. Eldridge: Please find below, our price for installing a temporary 6" DR 11 HDPE waterline across the hurricane levee at Veteran's Memorial Park. Since this waterline is temporary, it will not be buried, but sit on top of the ground. The city will perform a tap with a valve, which we will tie into, with the city providing the connection on the other end of the line. We will mound soil on either side of the pipe on top of the levee, to allow access for the drainage district. We will perform all labor, material, and equipment for $14,971.00.
