Recommendation: I recommend approval of Proposed Resolution No. 17648 Authorizing the City Manager to Execute A Contract With the Nelson Collaborative for the Architectural Repair and Restoration Assessment of Rose Hill Manor Historic Structure at a Cost of $5,000. Background: Rose Hill Manor was built in Port Arthur, Texas in 1906 by Rome H. Woodworth making the structure over a century old. He is credited with casting the deciding vote for the incorporation of the city. Mr. Woodworth was elected Mayor of Port Arthur in 1902 and credited along with John S. Gates and the Port Arthur Townsite Company with being the impetus behind the rapid development of the city at that time. The structure when built sat on 11 acres of land at that time northeast of the center of town. The home was named "Rose Hill" by Mrs. Mary Woodworth wife of Rome H. Woodworth. The name was based on the unique landscaping which included numerous rose bushes, flowers, and shrubs. At the time it was constructed the home had 14 rooms, an attic, and basement. Mrs. Woodworth willed the home and land to the City of Port Arthur in 1940. Rose Hill Manor was designated as an historic landmark by the Texas Historical Commission in 1978 and was added to the National Registry of Historic Places in 1979. Currently, managed by the Federated Women's Club and overseen by the Department of Parks and Recreation, the Manor is rented for events such as weddings, teas, meetings, bridal showers, dinner parties, and other related events. Currently, Rose Hill Manor is in need of repair and restorative work to not only preserve the home as an historic structure, but also to maximize its appeal for revenue generating rental. The historic nature of the home coupled with the need to make critical repairs makes its highly prudent to develop a plan which prioritizes repair needs, takes into consideration the historic and architectural unique of the structure, provides a phase 1 • approach enabling budgeting for the sustainability of the structure. Providing for a pp g g g tY g professional architectural assessment to ensure compliance with applicable legislation such as the National Historic Preservation Act, cognizance of the architectural uniqueness and specifics of the structure, budgetary considerations relative to the planning for repair and restoration work, and sustainability of building use is recommended. Budgetary /Fiscal Effect Approval of proposed Resolution No. 17648 would authorize expenditure of $5,000 for the professional architectural assessment. Funds are available for this purpose in Account No. 001 - 1402 - 551.54 -00. All the information on the survey shall be referenced to a Project benchmark. § 4.5 The Owner shall furnish services of geotechnical engineers which may include but are not limited to test borings, test pits, detenninations of soil bearing values, percolation tests, evaluations of hazardous materials, ground corrosion tests and resistivity tests, including necessary operations for anticipating subsoil conditions, with reports and appropriate recommendations.
