SUBJECT P.O. #6317 — Reduce Speed for 9 Avenue North of Lake Arthur Drive

RECOMMENDATION:
I recommend that the City Council approve Proposed Ordinance No. 6317, reducing the speed
limit to 35 miles per hour (MPH) along 9 Avenue between Lake Arthur Drive and Jimmy
Johnson Boulevard.
BACKGROUND:
In Resolution 13 -076, the City Council authorized the hiring of a traffic engineer to conduct a
warrant study to determine if a traffic signal is warranted for the intersection of 9 Avenue and
Lake Arthur Drive. Ergonomic Transportation Solutions, Inc. has completed the warrant study
and determined that a traffic signal is warranted for this location.
Since the process of installing a new traffic signal (including the hiring of an engineer, the
design of the proposed traffic signal, hiring a contractor, and construction of the new signal) is
a process taking some months to accomplish, it is recommended that the City take other
actions to increase the safety of the traffic moving through this intersection.
The speed limit between Lake Arthur Drive and Jimmy Johnson Boulevard is currently 45 mph.
After meeting with the City Manager and the Police Department, it is recommended that the
speed limit along this section of 9 Avenue be reduced to 35 mph. This will slow the traffic on
9 Avenue and allow easier access to the traffic coming from Lake Arthur Drive.
BUDGETARY /FISCAL EFFECT:
None.

SUMMARY
I recommend that the City Council approve Proposed Ordinance No. 6317, reducing the speed

ORDINANCE NO.
AN ORDINANCE REVISING THE SPEED LIMIT ON 9 AVENUE
BETWEEN JIMMY JOHNSON BOULEVARD AND LAKE ARTHUR
DRIVE, LOWERING THE POSTED SPEED LIMIT TO 35 MPH,
PROVIDING FOR AN EFFECTIVE DATE, AND FOR PUBLICATION.
WHEREAS, in Resolution 13 -076, the City Council authorized hiring a traffic
engineer to conduct a warrant study for the intersection of 9 Avenue and Lake Arthur
Drive; and,
WHEREAS, the aforementioned warrant study was conducted and it was
determined that a traffic signal is warranted for the above mentioned intersection; and,
WHEREAS, in the interest of providing for safe traffic movement through this
intersection in the interim until a traffic signal can be designed and constructed, it is
recommended that the speed limit between Lake Arthur Drive and Jimmy Johnson
Boulevard be reduced from 45 miles per hour (MPH) to 35 MPH; and,
WHEREAS, the City Council deems it in the best interests of the citizens of Port
Arthur to reduce said speed limit and provide for greater traffic safety; now, therefore,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR, TEXAS:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the speed limit along 9 Avenue between Lake Arthur Drive
and Jimmy Johnson Boulevard be reduced to have a maximum speed of 35 miles per
hour, and that the signage be revised appropriately.

Section 3. That this being an Ordinance which requires publication, its caption
shall be published at least one (1) time within ten (10) days after final passage hereof
in the official newspaper of the City of Port Arthur, and this Ordinance shall take effect
immediately after the date of publication.
Section 4. That, a copy of the caption of this Ordinance be spread upon the
Minutes of the City Council.
