RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT
WITH SOUTEX SURVEYORS & ENGINEERS FOR THE DESIGN AND CONSTRUCTION
MANAGEMENT FOR THE CONCESSION STAND AT PIONEER PARK IN AN AMOUNT
NOT TO EXCEED $11,500; FUNDING AVAILABLE IN ACCOUNT NO. ED2013 -100
WHEREAS, the City of Port Arthur desires to contract with Soutex Surveyors &
Engineers to provide professional engineering and construction management services for the
design and construction management for the concession stand at Pioneer Park an amount not to
exceed $11,500.00; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Manager is hereby authorized and directed to execute a
contract with Soutex Surveyors & Engineers on behalf of the City of Port Arthur for the
engineering design and construction management for the concession stand at Pioneer Park, which
shall include appropriate design, management, timeliness and fiscal deliverables related thereto in
an amount not to exceed $11,500.00, in substantially the same form as attached hereto as Exhibit
Section 3. That said contract shall be final upon review and approval of the City
Manager, City Attorney and Director of Parks and Recreation, and they are hereby authorized to
correct any deficiencies therein.
Section 4. That a copy of the caption of this Resolution be spread upon the Minutes of
the City Council.

PROPOSAL FOR TWO NEW CONCESSION STANDS
AT PIONEER PARK
CITY OF PORT ARTHUR
MAY 2013

This Proposal is made at the request of Dr. Thigpen with the City of Port
Arthur, 'Texas. We thank you for the opportunity to offer our services on this project. The
scope of work includes attending all meetings required by the City, producing a set of
plans for construction, and assisting and managing all phases through the completion of the
project. We believe the plans for the concession stand now existing at Lucian Adams Park
can be modified to serve Leger Ball Field, and the stand at the County Park can he
modified to serve Grado Ball Field. We have visited with the Utility Department and
believe there is water available. The sewer is presently under investigation.
This Proposal includes producing a set of drawings and documents to be used to
obtain sealed bids. The fee includes working with Purchasing to obtain said bids.
The Scope of Work includes:
1. Preliminary meeting with the Parks and Recreation Department and other
Agencies and or Departments
2. Topography survey of both areas
3. Set of Plans for bidding the project
3. Review Plans with City Staff
4. Assist Purchasing in receiving bids
5. Review bids and make recommendation for award
6. Assist with Contract between the City and the Contractor
7. Provide Construction Management services during construction
8. Make and check monthly estimates for payment to the Contractor
9. Provide final documents for project close out, including record drawings
10. Provide City a disk containing PDF's of the drawings allowing them to run
the plan sets and save reproduction costs
The plan set will include, at minimum a Title Page, General Site Plan, Floor Plan,
Elevations, Foundation Plan and Details, Architectural Details, Roof Framing Plan,
Plumbing Plan, Electrical and Lighting Plan and Details, Erosion Control Plan and General
Specifications all set for 130 MPH wind speed. The buildings would be constructed of

concrete building blocks on a concrete foundation and metal roof with a composition roof
as a deductive alternative.
The scope of work does not include furnishing a soils report, ADA registration and
inspection. or an elevation certificate. Our preliminary investigation indicates the area is
presently in Flood Zone R, and the new maps indicate it will continue to be in Zone B. We
suggest the building be sct with the finished floor being approximately 1' above the
existing ground. The scope of work does not include demolition of the two existing
concession stands. The City will provide the final location of the new concession stand.
Care should be taken to reuse the new canopies in front of the existing stands.
A soils report may be obtained through Science Engineering, 3152 25 Street,
Port Arthur, Texas, 409 - 982 -0686. An allowance should be made to have the lab provide
collecting and testing cylinders to insure the strength of the concrete. The project will also
need ADA certification requiring a registration fee, review fee and inspection fee which is
of included in the cost for the project. This project will most likely not need a City Storm
Water Permit due to the nature of the project.
The Cost for this work is $11,500.00. Invoicing would he 20% following the
meeting with the Parks and Recreation Department, 20% when a set of plans is delivered
to the City for review, 30% when bids are taken, 20% when project is 50% complete, and
10% at the end of the project when all final documents are delivered to the City.
