SUBJECT: P.R. #17562 — Reject Bids for Repair of Utility Cuts on Flexible Base
Streets

RECOMMENDATION:
It is recommended that the City Council reject the single bid for the Repair of Utility Cuts on
Flexible Base Streets.
BACKGROUND:
The Repair of Utility Cuts in Flexible Base Streets was originally contracted out in 2012 due to
the extremely large number of utility cuts from water line breaks due to the drought in 2011.
Prior to this, the Streets Division provided for these repairs. With the expiration of the original
contract, bids were solicited from contractors to provide these repairs for another year, with
only one bid received. However, the Streets personnel have been working on repairing these
types of cuts and brought the total number to a manageable level. Because of this, there is no
longer a need for a contractor to perform this work.
BUDGETARY /FISCAL EFFECT:
None.
STAFFING /EMPLOYEE EFFECT:
None.
SUMMARY:
It is recommended that the City Council reject the single bid for the Repair of Utility Cuts on
Flexible Base Streets.

RESOLUTION NO.
A RESOLUTION REJECTING THE BID RECEIVED FOR THE REPAIR
OF UTILITY CUTS IN FLEXIBLE BASE STREETS.
WHEREAS, historically, the Streets division provides repairs to flexible base
streets for utility cuts; and,
WHEREAS, due to the drought and the large number of water line breaks in
2011, the City awarded a contract in Resolution 12 -026 for the repair of utility cuts in
flexible base streets for that year; and,
WHEREAS, Purchasing advertised in the Port Arthur News on 13 January 2013
and 20 January 2013 for making these repairs for the year 2013 with one bid received;
and,
WHEREAS, repair of the existing utility cuts by the Streets Division had reduced
the number of utility cuts to a manageable level, eliminating the need for the contract;
now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR:
THAT, the facts and opinions in the preamble are true and correct; and,
THAT, the City Council of the City of Port Arthur hereby rejects the bid received
for Repair of Utility Cuts on Flexible Base Streets; and,
THAT, a copy of the caption of this Resolution be spread upon the Minutes of
the City Council.
