RECOMMENDATION
It is recommended that the City Council approve the submission of the 2013 Port Security Grant
funding in the project amount of $1,890,000. This requires a 25 percent cash match from the
City which equates to $472,500.
BACKGROUND
This project is needed to enhance existing communications equipment ($120,000) in both the Fire
and Police Departments, specifically the mobile command center. The upgrade to the existing
regional radio system will include replacement of 20 radio repeaters. This is Port Arthurs portion
of the upgrades on the system.
This project will include replacement of the Fire Department's existing hazardous materials
response vehicle. This vehicle is 10 years old and has had some costly repairs. The value of the
existing vehicle could be used to offset some of the City's local match.
This project also includes purchase of a fire pump ($18,000) for the Fire Department's existing
rescue boat and a remote controlled robot ($62,000) for the SWAT and Hazmat Teams.
This project is both law enforcement and public safety oriented and is an enhancement of an
ongoing interoperability project.
BUDGETARY/FISCAL EFFECT
There are no funds budgeted for this project, if the grant is approved funds would need to be
allocated in the FY 2013 -2014 budget.
STAFFING /EMPLOYEE EFFECT
None.
SUMMARY
It is recommended that the City Council sanction the submission of the 2013 Port Security Grant
funding for the project amount of $1,890,000. This requires a 25 percent cash match from the
City which equates to $472,500. The deadline for application for this grant was June 24, 2013;
with you permission the grant was submitted, however if City Council does not approve this
action the grant request will have to be withdrawn.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE FIRE CHIEF AND
POLICE CHIEF TO APPLY FOR THE 2013 PORT SECURITY
GRANT
WHEREAS, the Fire Chief and Police Chief were made
aware on June 11, 2013 that 2013 Port Security Grant funds
may be available; and
WHEREAS, the two departments have identified equipment
needs that match the grant criteria; and
WHEREAS, the Fire Department seeks to purchase a CBRNE
hazardous materials response vehicle to replace an existing
vehicle that has reached replacement age, and a fire pump
for its existing 27 foot response boat; and
WHEREAS, the Police and Fire Departments seeks to
purchase communication equipment for the mobile unified
command center and a remote controlled robot for the SWAT
and Hazardous Materials Response Teams; and
WHEREAS, the Police and Fire Departments seek to
purchase the City's portion of required upgrades to the
existing regional radio system; and
WHEREAS, the City Council of the City of Port Arthur
finds it to be in the best interest on the citizens of Port
Arthur to authorize application for the grant; and
WHEREAS, the cost of the hazardous materials response
vehicle is estimated to be $800,000, the cost for the fire
pump is estimated to be $18,000, the cost for the remote
controlled robot is estimated to be $62,000, the cost for
the communications equipment is estimated to be $120,000,
the cost for the radio system upgrade is estimated to be
$890,000; and
WHEREAS, the grant is 75% federal funded ($1,417,500)
with a 25% ($472,500) local match for a total of
$1,890,000; and
WHEREAS, neither department has funds budgeted for
this expenditure if the grant is approved funding would
have to be included in the upcoming FY 2013 -2014 budget
year; and
WHEREAS, the deadline to turn in the application for
the 2013 Port Security Grant was June 24, 2013; and
WHEREAS, if City Council does not approve the action
the grant will be withdrawn by the Fire Chief and Police
Chief; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF PORT ARTHUR:
Section 1. The facts and opinions in the preamble are
true and correct.
Section 2. The Fire Chief and Police Chief are
authorized to apply for the 2013 Port Security Grant and to
execute such other documents as necessary to apply for the
grant.
Section 3. That a copy of the caption of this
resolution shall be spread upon the Minutes of the City
Council.
READ, ADOPTED AND APPROVED on this day of
A.D., 2013, at a Regular Meeting of the City Council of the
