RECOMMENDATION
I recommend City Council approval of Proposed Resolution No. 17728 authorizing
payment for Emergency Repairs to a Force Main Junction Box on Dryden Road at the
Old KCS ROW by ALLCO, L.L.C., of Beaumont, Texas, in the amount of $83,964.
BACKGROUND
There is a structural failure in the force main junction box on Dryden Road at the old
KCS ROW. The structure was constructed in the 1980's using a polyethylene lining to
protect the concrete from corrosive sewer gases (best technology at the time). The
lining failed and these gases have destroyed the structure. This box is at the junction of
a 20" FM from the Pioneer Park LS, a 24" FM from the 46 St. LS, and an outgoing 42"
VCP gravity sewer discharging toward the Main WWTP. With two large FM's
discharging there, a lot of sewer gas is released which caused the rapid corrosion of the
concrete structure and a tremendous amount of foul odor. Since this structure carries
such a large percentage of the sewage for the City, it makes extended shutdown
impossible. Repair alternatives are limited, with conventional -type repairs involving
constructing a new 96" 0 fiberglass junction box downstream of the existing concrete
box, re- routing the FM's to the new box, and then abandoning /filling the existing
structure. The work is expected to take 3 weeks to complete. We have received
numerous citizen complaints due to the odor and a visit from the TCEQ about the
urgency of completing these repairs. Due to the extreme health and safety concerns of
this failure, the City Manager approved proceeding with these emergency repairs ASAP.
BUDGET /FISCAL EFFECT
Funds are available in the Sewer Bond Fund account #428- 1625 - 532.83 -00, project no.
428005.
STAFFING /EMPLOYEE EFFECT
Existing City staff will coordinate the shutdown & repairs with the contractor.
SUMMARY
I recommend that the City Council approve Proposed Resolution No. 17728 authorizing
payment for Emergency Repairs to a Force Main Junction Box on Dryden Road at the
Old KCS ROW by ALLCO, L.L.C. in the amount of $83,964.

A RESOLUTION AUTHORIZING PAYMENT FOR
EMERGENCY REPAIRS TO A FORCE MAIN
JUNCTION BOX FOR THE UTILITY OPERATIONS
DEPARTMENT TO ALLCO, L.L.C., IN THE TOTAL
AMOUNT OF $83,964. FUNDS ARE AVAILABLE IN
ACCOUNT NO. 428 - 1625 - 532.83 -00, PROJECT NO.
428005.
WHEREAS, there is currently a structural failure in a Sanitary Sewer Force Main
Junction Box near Dryden Road and the old KCS right -of -way, causing an immediate public
health and safety concern; and,
WHEREAS, the nature of this facility does not permit extended shutdown of our sanitary
sewer systems flowing through this box; and,
WHEREAS, pursuant to Section 252.022(a)(2) this purchase is authorized because of a
public calamity that requires the immediate appropriation of money to relieve the necessity of the
municipality's residents or to preserve the property of the municipality; and,
WHEREAS, it is further authorized pursuant to Section 252.022(a)(3) because of
unforeseen damage to public machinery, equipment, or other property; and,
WHEREAS, City staff received a quote to perform the necessary repairs on an
emergency basis from ALLCO, L.L.C.; and,
WHEREAS, the City Manager, per Exhibit "A ", has approved proceeding with these
repairs on an emergency basis; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR:
THAT, in order to protect the health and safety of our citizens, the City Council hereby
authorizes payment for Emergency Repairs to a Force Main Junction Box to ALLCO, L.L.C., in
the total amount of EIGHTY THREE THOUSAND NINE HUNDRED SIXTY FOUR AND
NO /100 DOLLARS ($83,964.); and,

Dear Mr. Eldridge:
Please find below, pricing for replacement of the junction box in the old railroad right -of -way,
adjacent to Dryden Street. We propose to relocate the box approximately 20 linear feet
downstream, using a 96" fiberglass manhole. Concrete will be poured outside the manhole to
above the existing 42" sanitary sewer main, in order to make a good seal. The 24" and 20" force
mains will be extended to the new location, and the existing box will be filled with concrete and .
cement stabilized sand.
We propose to furnish all labor, material, equipment and supervision to perform this work for
Eighty -Three Thousand Nine Hundred Sixty -Four Dollars and No Cents ($83,964.00). We
believe this work shall take approximately 3 weeks. We have not included any wellpoints for
dewatering in this pricing.

RE: EMERGENCY Replacement of Sewer Manhole Adjacent to Dryden Rd.
We are requesting your approval to proceed with the emergency replacement of a failed
sanitary sewer manhole just off of Dryden Road. The top of this manhole has collapsed, and
the walls are in a state of extreme distress. This issue was discovered some time ago, but the
difficulty in making this repair has delayed getting a quote to have the issue corrected.
The manhole is the junction of two large force mains (24 inch diameter and 20 inch diameter)
with a 42 inch gravity line. These force mains can be shut off for very short periods of time
only, due to the great amount of flow through them and the large area of the city they serve.
ALLCO, LLC has submitted the attached quote in the amount of $83,964 to replace the manhole
as detailed in the quote. This is a serious, timely issue with environmental impacts due to this
failure and citizen complaints regarding the odors and outgassing of the failed structure when
the force mains are flowing.
This repair should have very little, if any, impact on the traffic on the neighboring streets, and
should not cause any disruption in sewer service or inconvenience to the citizens.
Please sign below approving the emergency replacement of a failed sanitary sewer manhole
just off of Dryden Road. This will be brought before the City Council in accordance with normal
procedures at the earliest opportunity.
