RECOMMENDATION
I recommend City Council approval of Proposed Resolution No. 17745 authorizing
payment for Emergency Repairs to Several Manholes along West Port Arthur Road by
ALLCO, L.L.C., of Beaumont, Texas, in the amount of $52,077.93.
BACKGROUND
In 2011, this work was initially added to an existing Sanitary Sewer Rehabilitation
Project already underway in the Port Acres area. However, the final Change Order for
that contract put the total change order amount over the 25% limit. At the time, we did
not believe this to be a factor since this work was done on an emergency basis.
However, the TWDB, the ARRA Grant administrator, feels that it is better to remove this
portion of the work from the grant total, even though it has already been authorized,
performed, and paid for. The actual work was due to structural deficiencies in twenty -
four (24) manholes that required re- grouting and one major structural manhole /main line
failure near the DD #7 outfall ditch near the WPA Road lift station. This large system
was constructed in the 1980's when WPA Road was just a two lane asphalt road. The
new concrete paving now extends over much of this trunk line. Sewer gases had
deteriorated these manholes to the extent that many of the cast iron rings and covers
had fallen into the sewer, as there was no concrete supporting them. Many manhole
lids in the pavement were being held in place by the concrete pavement, with the
manhole beneath corroded away. The manhole at the DD #7 ditch collapsed crushing a
section of 30" VCP sewer line allowing the ditch to drain into the sanitary sewer during
rainfall events and leaving the sanitary sewer open to exfiltration during dry weather.
This work was authorized in 2011, due to the extreme health and safety concerns of
these failures.
BUDGET /FISCAL EFFECT
This work has already been authorized and paid for through the ARRA grant fund
account no. 404 - 1625 - 532.83 -00, project no. 404PB6. This action will simply authorize
paying for these emergency repairs through our Sewer Bond Fund and crediting the
ARRA Grant Fund. Funds are available in the Sewer Bond Fund account #428 -1625-
532.83 -00, project no. 428.
STAFFING /EMPLOYEE EFFECT
None.
SUMMARY
I recommend that the City Council approve Proposed Resolution No. 17745.

A RESOLUTION AUTHORIZING PAYMENT FOR
EMERGENCY REPAIRS TO DETERIORATED
MANHOLES ALONG WEST ARTHUR ROAD FOR THE
UTILITY OPERATIONS DEPARTMENT TO ALLCO,
L.L.C., IN THE TOTAL AMOUNT OF $52,077.93. FUNDS
ARE AVAILABLE IN ACCOUNT NO. 428 - 1625 - 532.83 -00,
PROJECT NO. 428.
WHEREAS, on June 14, 2011 per Resolution No. 11 -236, the City Council authorized
certain Emergency Repairs to Deteriorated Manholes along West Port Arthur Road, which
constituted an immediate public health and safety concern; and,
WHEREAS, this work was a part of Change Order No. 4 to the Sanitary Sewer
Rehabilitation by the Pipe Bursting and Sliplining Methods, Basins PA64C & PA66, Contract
No. 6, City Project No. 404PB6 between the City and ALLCO, L.L.C.; and,
WHEREAS, this project was funded through the ARRA Grant administered by the
Texas Water Development Board; and,
WHEREAS, Resolution No. 11 -236 has been rescinded in its entirety in order to remove
this portion of the work from the ARRA Grant funded project; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR:
THAT, in order to protect the health and safety of our citizens, the City Council hereby
authorizes payment for Emergency Repairs to Deteriorated Manholes along West Port Arthur
Road to ALLCO, L.L.C., in the total amount of FIFTY TWO THOUSAND SEVENTY SEVEN
AND 93/100 DOLLARS ($52,077.93); and,
THAT, the City Manager, is authorized to approve funding these repairs through the
City's Sewer Bond Fund; and,
THAT, a copy of the caption of this resolution be spread upon the minutes of the City
Council.
