Re: Adoption of Proposed Ordinance 6325 Which Provides An Administrative
Structure For The City of Port Arthur Organization
Recommendation:
I recommend the City Council adopt Proposed Ordinance
6325 which provides an Administrative Structure for the
City of Port Arthur organization.
Background:
The time since my appointment as City Manager of the City of
Port Arthur has been unique in my tenure as an executive
administrator at the municipal, county, private sector
corporate level. Port Arthur, in stark contrast to the
visible challenges it faces with regard to infrastructure,
water revenue loss, grass cutting and technology gaps, is
poised to realize the promise of greatness present at its
founding well over 100 years ago.
One of the biggest challenges I have noted as I have begun
the process of charting a course to move the city forward, is
a lack of key foundational planning on which sound, and
insightful, decisions can be made. Further, my review
indicates a need for a format of the City's operational
administrative structure in a way that not only places the
right resources in the right places (aligning capacity), but
also creates a structure which will allow us to better serve
the citizens going forward.
As I discussed previously with the City Council:(1) there
will be a need to fill some of these positions from outside
the organization, (2)some of the appointments will be
addressed in the current fiscal year with others planned for
the upcoming budget.
As I have considered the expressed priorities of City
Council, the Mercer Report, my in -depth review of the report
with Mr. Mercer, and the organizational and human capital
analysis I have done since my arrival, the recommended
administrative structure will provide a sound foundation to:
a) address the priorities of City Council,
b) ensure we provide effective, efficient, service to
citizens,

c) align the right assets with the right task, and
d) develop a cohesive, and comprehensive, approach to meet
the challenges we face and to optimize the opportunities
we have set before us.
Budgetary /Fiscal Effect:
The overall budgetary impact will be lessened due to
reallocation of funds already budgeted for personnel
within the current fiscal year. Any additional
budgetary changes will be presented as noted in the
Ordinance by budget ordinance amendment.
Staffing/Employee Effect:
Adoption of the proposed ordinance will create a more
effective, efficient, organization geared to provide
citizens with the highest and best service possible.
Summary:
I recommend the City Council adopt Proposed Ordinance
6325 which provides an Administrative Structure for the
City of Port Arthur organization.

ORDINANCE NO.
AN ORDINANCE PROVIDING FOR THE ADMINISTRATIVE STRUCTURE FOR
THE CITY OF PORT ARTHUR ORGANIZATION
WHEREAS, the efficient, effective, provision of meaningful
services to the citizens of Port Arthur through the optimal use of
all resources and capabilities is a primary goal of the Mayor and
City Council of the City of Port Arthur; and,
WHEREAS, the City Manager following careful and critical
review of the challenges facing the organization, expressed
priorities of the City Council as well as physical and human
capital resource needs has recommended the following organizational
structure.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR, TEXAS:
Section 1. That the facts and opinions in the preamble are
true and correct.
Section 2. That pursuant to Article IX, Section I, there is
hereby established the office of Director of Development Services
which shall head the Department of Development Services which shall
include the following departments and divisions: Planning and
Zoning, Code Enforcement, Housing and Neighborhood Revitalization,
Geographic Information Systems (GIS).
Section 3. That pursuant to Article IX, Section I, there is
hereby established the Department of Community Services which shall
include the following departments and divisions: Civic Center,
Library, Parks, Recreation, and Leisure Services, Transit, and
Pleasure Island.
Section 4. That pursuant to Article IX, Section I, there is
hereby established the office of Director of Water Utilities which
shall head the Department of Water Utilities (Enterprise Fund)
which shall include the following departments and divisions:
Utility Operations, Utility Billing, Meter Service, and Customer
Service.
Section 5. That pursuant to Article IX, Section I, there is
hereby established the office of Assistant to the City
Manager /Budget Officer which shall head the Department of Grants
Management, and shall have other duties and responsibilities as
assigned by the City Manager.
Section 6. That the City Manager is hereby authorized to
enact all necessary fund transfers and submit to the City Council
for adoption any budget ordinance amendments necessary to
facilitate the implementation of the offices and positions
established herein.
Section 7. That this Ordinance shall be effective upon
passage.
Section 8. That all Ordinances and parts of ordinances in
conflict herewith are hereby repealed, but only to the extent of
the conflict.
Section 9. That a copy of this Ordinance be spread upon the
Minutes of the City Council.
READ, ADOPTED, and APPROVED this day of A.D.,
2013, at a Meeting of the City Council of the City
of Port Arthur, Texas, by the following vote:
