HomeMy WebLinkAboutSPECIAL MEETING-MAY 21, 2013 10:37 A.M. SPECIAL MEETING — May 21, 2013 I. INVOCATION, PLEDGE & ROLL CALL Pastor Fields gave the invocation followed with the pledge to the flag. The City Council of the City of Port Arthur met in Special Session on Tuesday, May 21, 2013 at 10:37 a.m. in the City Council Chamber, City Hall, with the following members present: Mayor Deloris "Bobbie" Prince; Councilmembers Elizabeth "Liz" Segler, Morris Albright, III., Harold A. Doucet, Sr., Robert E. "Bob" Williamson and Kerry "Twin" Thomas; City Manager Floyd T. Johnson, City Secretary Sherri Bellard and City Attorney Valecia Tizeno. Mayor Pro Tem Willie "Bae" Lewis, Jr. was absent from the Special Meeting. Raymond Scott, Jr. was absent from the Special Meeting. Councilmember Derrick Freeman was absent from the Special Meeting. II. ITEMS REQUIRING INDIVIDUAL ACTION A. Ordinances (1) P.O. 6320 — An Ordinance Canvassing The Returns And Declaring The Results Of The General And Special Elections Held On May 11, 2013, For The Purpose Of Electing A Mayor, Filling A Vacancy In Council District 4, Submitting A Proposition Regarding The Use Of The Existing Type A Sales And Use Tax For Various Categories Of Projects Authorized For Type B Corporations Pursuant To Chapter 505.152 Of The Texas Local Government Code, And Submitting Propositions Amending The City Charter Una Ordenanza para examinar las devoluciones y declarando los resultados de las e %ciones generales y especiales que fueron ce /ebradas el 11 de mayo 2013, con el fin de elegir un alcalde, llenar una vacancia en el Consejo Municipal del Distrito 4, sometiendo una proposicion respecto al use del Impuesto de Ventas y Uso Tipo A para las distintas categorias de proyectos autorizados para empresas Tipo B conforme al capitulo 505.152 del Codigo de Gobierno Local de Texas y presentacion de propuestas que modifican la Carta Municipal The Mayor introduced the above - mentioned Proposed Ordinance. Upon the motion of Councilmember Albright, seconded by Councilmember Doucet and carried, Proposed Ordinance No. 6320 was adopted becoming Ordinance No. 13 -27. Voting Yes: Mayor Prince; Councilmembers Segler, Albright, Doucet, Williamson and Thomas. Voting No: None. The caption of Ordinance No. 13 -27 reads as follows: ORDINANCE NO. 13 -27 AN ORDINANCE CANVASSING THE RETURNS AND DECLARING THE RESULTS OF THE GENERAL AND SPECIAL ELECTIONS HELD ON MAY 11, 2013, FOR THE PURPOSE OF ELECTING A MAYOR, FILLING A VACANCY IN COUNCIL DISTRICT 4, SUBMITTING A PROPOSITION REGARDING THE USE OF THE EXISTING TYPE A SALES AND USE TAX FOR VARIOUS CATEGORIES OF PROJECTS AUTHORIZED FOR TYPE B CORPORATIONS PURSUANT TO CHAPTER 505.152 OF THE TEXAS LOCAL GOVERNMENT CODE, AND SUBMITTING PROPOSITIONS AMENDING THE CITY CHARTER Una Ordenanza para examinar las devoluciones y declarando los resultados de las elecciones generales y especiales que fueron celebradas el 11 de mayo 2013, con el fin de elegir un alcalde, llenar una vacancia en el Consejo Municipal del Distrito 4, sometiendo una proposicion respecto al use del Impuesto de Ventas y Uso Tipo A para las distintas categorias de proyectos autorizados para empresas Tipo B conforme al capitulo 505.152 del Codigo de Gobierno Local de Texas y presentacion de propuestas que modifican la Carta Municipal B. Resolutions (1) P.R. No. 17675 — A Resolution Documenting That Pursuant To The Amendment Of Section 9 Of Article II Of The City Charter Approved At The May 2, 1992 City Election In The City Of Port Arthur, Texas, The District 6 Councilmember Shall Serve As Mayor Pro Tem And Shall Act As Mayor During The Absence Or Disability Of The Mayor And Shall Serve As Mayor Pro Tem Until The Next Regular Election Of Councilmembers The Mayor introduced the above - mentioned Proposed Resolution. Upon the motion of Councilmember Albright, seconded by Councilmember Doucet and carried, Proposed Resolution No. 17675 was adopted becoming Resolution No. 13 -226. Voting Yes: Mayor Prince; Councilmembers Segler, Albright, Doucet, Williamson and Thomas. Voting No: None. The caption of Resolution No. 13 -226 reads as follows: RESOLUTION NO. 13 -256 A RESOLUTION DOCUMENTING THAT PURSUANT TO THE AMENDMENT OF SECTION 9 OF ARTICLE II OF THE CITY CHARTER APPROVED AT THE MAY 2, 1992 CITY ELECTION IN THE CITY OF PORT ARTHUR, TEXAS, THE DISTRICT 6 COUNCILMEMBER SHALL SERVE AS MAYOR PRO TEM AND SHALL ACT AS MAYOR DURING THE ABSENCE OR DISABILITY OF THE MAYOR AND SHALL SERVE AS MAYOR PRO TEM UNTIL THE NEXT REGULAR ELECTION OF COUNCILMEMBERS III. ADJOURNMENT Upon the motion by Councilmember Williamson, seconded by Councilmember Thomas and carried unanimously, the City Council adjourned their Special Meeting at 10:53 a.m. An audio -tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
