INVOCATION, PLEDGE & ROLL CALL Councilmember Thomas gave the invocation followed with the pledge to the flag. The City Council of the City of Port Arthur met in Special Session on Monday, June 3, 2013 at 4:33 p.m. in the City Council Chamber, City Hall, with the following members present: Mayor Deloris "Bobbie" Prince; Councilmembers Raymond Scott, Jr., Elizabeth "Liz" Segler, Morris Albright, III., Robert Troy, and Kerry Thomas; City Manager Floyd T. Johnson, Assistant City Secretary Kelly Moore and Assistant City Attorney Sam Shobasy. Councilmember Willie "Bae" Lewis, Jr. joined the Special Meeting at 4:58 p.m. Mayor Pro Tem Robert E. "Bob" Williamson was absent from the Special Meeting. Councilmember Derrick Freeman was absent from the Special Meeting. II. WORKSHOP REGARDING THE CITY OF PORT ARTHUR WRECKER ORDINANCE Port Arthur Police Chief Mark Blanton and Lieutenant Brinson appeared before the City Council to answer inquiries regarding the wrecker ordinance. The following citizens appeared before the City Council to discuss the wrecker ordinance: Joseph Boone, Boone's Wrecker Service, 4410 Procter Street Jessie Ballou, Ballou's Wrecker Service, 901 W. 7 Street Deborah Campbell, AC Towing, 1717 Stilwell Aaron Campbell, AC Towing, 1717 Stilwell Lenny Rues, Rues' Body Shop /American Towing, 26 and 6 Avenue Jesus Figueroa, Figueroa Towing, 6018 Gulfway Drive Allan Balco, Opie's Wrecker Service, 9501 Hwy 69 South Steve Savant, Savant's Towing, 1050 Hwy 365 Oscar Castro, Castro Towing, 2400 Gulfway The City Council recessed their meeting at 4:40 p.m. and reconvened their meeting at 4:58 p.m. with the following members present: Mayor Prince; Councilmembers Scott, Segler, Albright, Troy, Lewis and Thomas; City Manager Johnson; Assistant City Secretary Moore; Assistant City Attorney Shobasy and Sergeant At Arms Chief Blanton. IV. ADJOURNMENT Upon the motion by Councilmember Thomas, seconded by Councilmember Troy and carried unanimously, the City Council adjourned their Special Meeting at 8:01 p.m. An audio -tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
