I. INVOCATION PLEDGE & ROLL CALL
Councilmember Freeman gave the invocation followed with the pledge to the flag.
The City Council of the City of Port Arthur met in Special Session on Tuesday, August
20, 2013 at 4:00 p.m. in the City Council Chamber, City Hall, with the following
members present: Mayor Deloris "Bobbie" Prince; Mayor Pro Tem Robert E. "Bob"
Williamson; Councilmembers Raymond Scott, Jr., Elizabeth "Liz" Segler, Robert Troy,
Derrick Freeman; City Manager Floyd T. Johnson, City Secretary Sherri Bellard and City
Attorney Valecia Tizeno.
Councilmember Kerry "Twin" Thomas, joined the Special Executive Meeting at 4:18
p.m.
Councilmember Willie "Bae" Lewis, Jr., joined the Special Executive Meeting at 4:48
p.m.
Councilmember Morris Albright, III., was absent from the Special Executive Meeting.
II. *CLOSED MEETING (EXECUTIVE SESSION)
Closed Meeting:
(1) Section 551.072 Government Code — To Discuss The Value
Of The Land On Pleasure Island
(2) Section 551.087 Government Code — To Discuss Incentives
For Commercial, Residential, And Industrial Business
Prospects Regarding A Retail Development Near Memorial
Boulevard And Highway 365
(3) Section 551.071 Government Code — To Discuss With The
City Attorney Potential Litigation With Texas Gas Service
(4) Section 551.071 Government Code — To Discuss With The
City Attorney Potential Litigation With Entergy
The City Council recessed their Closed Meeting at 4:02 p.m. and reconvened their
Closed Meeting at 5:35 p.m. with the following members present: Mayor Prince; Mayor
Pro Tem Williamson; Councilmembers Scott, Segler, Troy, Lewis, Freeman and Thomas;
City Manager Johnson; City Secretary Bellard; City Attorney Tizeno and Sergeant At
Arms Chief Blanton.
IV. ADJOURNMENT
Upon the motion by Councilmember Freeman seconded by Mayor Pro Tem Williamson
and carried unanimously, the City Council adjourned their Special Executive Meeting at
5:35 p.m.
An audio -tape of this meeting is on file in the office of the City Secretary and is made a
part of the official minutes of this meeting.
