"SECTION 4. ARCHITECTURAL STANDARDS
No construction of new structures nor redevelopment of existing
structures shall be permitted except in compliance with the following
standards:
1. Architectural style is not restricted. Evaluation of the
appearance of a project shall be based on the quality of its
design and relationship to surroundings.
2. Buildings shall have good scale and be in harmonious conformance
with permanent neighboring development.
3. a. Materials shall have good architectural character and shall be
selected for harmony of the building with adjoining buildings.
b. Materials shall be selected for suitability to the type of
buildings and the design in which they are used. Buildings
shall have the same materials, or those that are
architecturally harmonious, used for all building walls and
other exterior building components wholly or partly visible
from public ways.
c. Materials shall be of durable quality.
d. In any design in which the structural frame is exposed to view,
the structural materials shall be compatible within themselves
and harmonious with their surroundings.
4. Building components, such as windows, doors, eaves, and parapets,
shall have good proportions and relationships to one another.
5. Colors shall be harmonious and shall use only compatible accents.
6. Mechanical equipment or other utility hardware on the roof,
ground, or buildings shall be screened from public view with
materials harmonious with the building, or they shall be so
located as not to be visible from any public ways.
7. Refuse and waste removal areas, service yards, storage yards, and
exterior work areas shall be screened from view from public ways,
,using materials as stated in criteria for equipment screening.
8. Monotony of design in single or multiple building projects shall
be avoided. Variation of detail, form, and siting shall be used
to provide visual interest. In multiple building projects,
variable siting or individual buildings may be used to prevent a
monotonous appearance.

generally located at the southeast corner of Hwy. 69 and
Hwy. 365.
SECTION 2. PERMITTED USES
Use regulations for the "PD -2", Planned Development -2 District
permits uses as prescribed in the use schedules, Section 7 for:
1. All permitted uses in the "LC ", Light Commercial District. ../
2. All uses customarily located in a regional shopping
center.
SECTION 3. DEVELOPMENT STANDARDS
The coverage, off - street parking, off - street loading and yards
shall comply with the standards established in the "LC ", Light
Commercial District, for all uses. The height standards shall be in
compliance with the Height Regulations for the "LC ", Light Commercial
District for all uses except that applicable approach zone height
standards for the Jefferson County Airport, as they may apply to the
premises, shall be observed. Noise standards shall be those
established for Commercial districts.

PLANNED DEVELOPMENT DISTRICT - 4
SECTION 1. AREA
That the zoning designation of the following described tract of
land be and the same is hereby zoned "PD -4 ", Planned Development -4
District under the provisions of Section 19:
Being all of Lots 3 - 6, Block 13, Range K and all of Lot 1
and 8 and part of Lot 7, Block 13, Range L, PALCO.
SECTION 2. PERMITTED USES
Use regulations for the "PD -4 ", Planned Development -4 District
permits uses as prescribed in the use schedules, Section 7 for:
1. All uses permitted in the "LC ", Light Commercial
District.
SECTION 3. DEVELOPMENT STANDARDS
The coverage, off - street parking, off- street loading and yards
shall comply with the standards established in the "LC ", Light
Commercial District, for all light commercial uses. The height
standards shall be in compliance with the Height Regulations for the
"LC ", Light Commercial District for all uses except that all
applicable approach zone height standards for the Jefferson County

Upon the motion of 1. Moore, seconded by A. LeBlanc and carried unanimously, the Planning
and Zoning Commission closed the Public Hearing.

A. APPROVAL OF REPLAT REQUESTS R13 -24, R13 -25, R13 -26, R13 -28 AND R13 -29
Ronald Burton recommended that replat requests R13 -24, R13 -25, R13 -26, R13 -28 and
R13 -29 be approved.
The motion was made by N. Simon, seconded by A. LeBlanc to accept the Planning
Staffs recommendation to approve replat requests R13 -24, R13 -25, R13 -26, R13 -28
and R13 -29.

IV. MINUTES - SEPTEMBER 16, 2013
Upon the motion of 1. Moore, seconded by R. Cox and carried unanimously, the Planning
and Zoning Commission approved the above- mentioned minutes as presented.
V. STAFF REPORT
A. Zoning Case Z13 -05 approved by City Council on September 17, 2013 (Ord. No. 13 -39).
B. Zoning Case Z13 -06 approved by City Council on September 17, 2013 (Ord. No. 13 -37).
C. Invite extended to the Planning & Zoning Commission members to attend the
diagnostic meeting with Freese and Nichols, Inc. to discuss updates of the City's
Comprehensive Plan, Zoning and Subdivision Ordinances.
VI. ADJOURNMENT OF MEETING
Upon the motion by L Moore, seconded by N. Simon and carried unanimously, the
Planning and Zoning Commission adjourned its meeting.
