Re: P. R. NO. 18072 — REJECTING THE BIDS FOR DEMOLITION OF SIX (6) DANGEROUS
RESIDENTIAL STRUCTURES (GROUP C -t), AND AUTHORIZING THE
SOLICITATION OF NEW BIDS
COMMENT
RECOMMENDATION: Staff recommends that the City Council reject the bids for demolition of six (6)
properties (Group C -t) from the November 20, 2013 bid opening, and authorize staff to rebid the six (6)
properties. We recommend rejection of the bids for Group C -t because some of the unit prices were excessive.
BACKGROUND: Bids for demolition of eighteen (18) residential structures with transite siding were opened
on November 20, 2013. C & C Demolition, Inc. was the low bidder for Group C -t. The average cost of
demolishing a residential structure is $3,000.00. One of the bids went as high as $7,500.00 for one property. We
pay less than that for some commercial demolition. The bid tabulation follows.

BUDGET /FISCAL EFFECT: None.

A RESOLUTION AUTHORIZING THE CITY
MANAGER TO REJECT THE BIDS FOR
DEMOLITION OF SIX (6) DANGEROUS
RESIDENTIAL STRUCTURES (GROUP C -t), AND
AUTHORIZING THE SOLICITATION OF NEW BIDS,
TO BE CHARGED TO ACCOUNT NO. 001-1052-517.59-
00
WHEREAS, the City of Port Arthur opened bids for demolition of six dangerous residential structures
[3201 19th Street, 3200 12th Street, 384611th Street, 3975 13th Street, 5143 Redbird Street (Burned), and 3401 28th
Street] on November 20, 2013; and
WHEREAS, the unit prices of the lowest responsible bidder are excessive, and it would be in the best
interest of the City to solicit new bids for this work;
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR:
THAT it is in the best interest of the City of Port Arthur to reject the bids and solicit new bids; and
THAT the City Council of the City of Port Arthur rejects the bids for asbestos abatement /demolition of

the five commercial structures listed herein; and
THAT the City Council hereby authorizes the solicitation of new bids for this work; and
THAT a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
READ, ADOPTED, AND APPROVED this the 10th day of December, A.D., 2013, at a Regular Meeting
of the City Council of the City of Port Arthur, Texas by the following vote:
