RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE
AMENDMENT NO. 002 TO THE CONTRACT WITH BROWN REYNOLDS
WATFORD ARCHITECTS, INC. OF COLLEGE STATION, TEXAS,
EXTENDING THE CONTRACT TIME FROM JANUARY 31, 2014 TO
DECEMBER 31, 2014, FOR DESIGN AND RELATED PROFESSIONAL
SERVICES FOR A NEW ADMINISTRATIVE BUILDING FOR THE PORT
ARTHUR TRANSIT DEPARTMENT WITH NO CHANGE TO THE CONTRACT
AMOUNT.
WHEREAS, Resolution No. 12 -487 authorized the City Manager to enter into negotiations with
Brown Reynolds Watford Architects, Inc. of College Station, Texas, to perform design and related
professional services for a new Transit Administrative Building; and,
WHEREAS, Resolution No.13 -366 authorized the City Manager to execute Amendment 001
to the contract for additional service increasing the contract amount by $3,640 to a new total of $118,440;
and,
WHEREAS, a "Notice to Proceed" was issued on January 4, 2013 with a termination day of
January 31, 2014; and,
WHEREAS, due to circumstances beyond the control of the PAT, the Federal Transit
Administration (FTA) deems it necessary to review the plans for design and construction before starting
the project; and
WHEREAS, it is necessary to extend the contract with Brown Reynolds Watford Architects,
Inc., as delineated in Amendment No. 002 attached as Exhibit "A ".
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PORT ARTHUR:
THAT, the facts and opinions in the preamble are true and correct.

THAT, the City Manager is authorized to execute Amendment No. 002 extending the contract
with Brown Reynolds Watford Architects, Inc. of College Station, Texas, from January 31, 2014 to
December 31, 2014, for design and related Professional Services for a new Administrative Building for
the Port Arthur Transit Department, attached hereto as Exhibit "A ".
THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
READ, ADOPTED AND APPROVED this the day of January, A.D. 2014, at a Regular
Meeting of the City Council of the City of Port Arthur, Texas, by the following vote: AYES:
