Approval of a Memorandum of Understanding between the City of Port Arthur
and The Medical Center of Southeast Texas
RECOMMENDATION
It is recommended that the City Council approve P.R. No. 18185, approving a Memorandum of
Understanding for use of The Medical Center of Southeast Texas facilities during a public health
emergency which may result from natural or man-made causes.
BACKGROUND
The City of Port Arthur receives public health preparedness grant funds from the Texas
Department of State Health Services to plan and prepare for a public health emergency which
may result from natural or man -made causes. Such an event may require the City to immunize
or treat large numbers of people in the area served by the City and The Medical Center of
Southeast Texas. The Medical Center of Southeast Texas possess facilities that are qualified to
serve if mass immunization or treatment is necessary and have agreed to makes facilities
available as needed during a public health emergency.
BUDGETARY AND FISCAL EFFECT
None.
STAFFING EFFECT
None.
SUMMARY
It is recommended that the City Council approve P.R. No. 18185, approving a Memorandum of
Understanding for use of The Medical Center of Southeast Texas facilities during a public health
emergency which may result from natural or man-made causes.

RESOLUTION NO.
A RESOLUTION APPROVING A MEMORANDUM OF
UNDERSTANDING BETWEEN THE CITY OF PORT ARTHUR
AND THE MEDICAL CENTER OF SOUTHEAST TEXAS
WHEREAS, it is deemed in the best interests of the City of Port Arthur and The
Medical Center of Southeast Texas to authorize a Memorandum of Understanding
(MOU) as it pertains to the use of hospital facilities during a public health emergency
which may result from natural or man-made causes.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF PORT ARTHUR:
Section 1. That, the facts and opinions in the preamble are true and correct;
Section 2. That, the City Manager and City's Health Director are herein
authorized to execute the Memorandum of Understanding (MOU), in substantially the
same form as attached hereto as Exhibit "A ".
Section 3. That, a copy of the caption of this Resolution be spread upon the
Minutes of the City Council.

Memorandum of Understanding (MOU)
for
Treatment Center Dispensing
This Memorandum of Understanding is entered into by and between the City of Port
Arthur Health Department and:
THE MEDICAL CENTER OF SOUTHEAST TEXAS

The Facility named above hereby acknowledges its intent to serve as a treatment center
dispensing site for the Strategic National Stockpile (SNS) in the event that the stockpile is
requested to address a large -scale communicable disease outbreak or bioterrorism event.
I FACILITY
The Facility agrees to do the following:
1. Receive and distribute the Strategic National Stockpile (SNS) to all of its staff, family
members and patients.
2. Designate three points of contact in case of emergency:
• An administrative point of contact, who will serve as the primary point of
contact for the delivery of SNS to treatment facility.
• A back up administrative point of contact in the instance that the primary
contact is not available.
• A DEA Registrant point of contact, who will work with CITY OF PORT
ARTHUR HEALTH DEPARTMENT and local law enforcement to accept
the delivery of the SNS.
• A back up DEA Registrant point of contact in the event the primary contact is
not available.
3. Allow the facility to be listed in a confidential annex to the local plan to distribute the
Strategic National Stockpile (SNS).
4. Coordinate with CITY OF PORT ARTHUR HEALTH DEPARTMENT to return
unused SNS supplies.
II. CITY OF PORTARTHUR HEALTH DEPARTMENT
The CITY OF PORT ARTHUR HEALTH DEPARTMENT agrees to do the following:
1. Provide a point of contact person to answer questions that the facility may have about the
contents of this MOU, epidemiological/bioterrorism events, coordination efforts, etc.
2. Coordinate in the distribution of the SNS in South Jefferson County.
