RESOLUTION NO.
A RESOLUTION AS IT PERTAINS TO THE PROVISION
OF ADDITIONAL SERVICES BY DIKITA ENGINEERING
AS IT PERTAINS TO THE WESTSIDE ECONOMIC
DEVELOPMENT AND REVITALIZATION STUDY
(REQUESTED BY MAYOR ORTIZ)
WHEBE4%S, the City of Port Arthur and the EDC has retained
Dikita Engineering to prepare a planning study and feasibility
analysis for the Westside area; and
WHERF~AS, Dikita Engineering submitted a Westside Economic
Development and Revitalization Study; and
WHEREAS, per Resolution No. 06-400, dated October 10, 2006,
the Council ~equested that the study be forwarded to the Planning
and Zoning Commission, the Chamber of Commerce, the City of Port
Arthur Section 4A Economic Development Corporation, The Kansas City
Southern Railway Company, Jefferson County, Drainage District No.
7, Port of Port Arthur, PAISD, the Jefferson County Navigation
District, and the Port Arthur Industrial Group for their comments;
and
WHEP~AS, Dikita's project estimate of $18,200 per month, for a
total of $218,000 (12 months) was also forwarded for comments; and
WHEREAS, Dikita has submitted correspondence, dated October
17, 2006, attached hereto as Exhibit "A", as to services that they

can provide; and
~r~ER~S, Dikita has s~bmitted a proposal dated October 20,
2006 to provide the additional services, attached hereto as Exhibit
"B" and requests that it be adopted by the Council and that a draft
contract be thereafter negotiate.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR, TEXAS:
Section 1. That the facts and opinions in the preamble are
true and correct.
Section 2. That the City Manager and the City Attorney
are herein authorized to negotiate an agreement with Dikita
Engineering as to include the proposal as delineated in Exhibit
"B", with (1) such clarifications as are needed to facilitate and
streamline the coordination of work and as to avoid duplication
of work that is already being performed or that can be performed
by City staff or by other entities, (2) provide for the
possibility 0f a fee based on an hourly basis, (3) provide for a
start date that coincides with funding as it becomes available
and with such other clauses as are normally provided in the
professional services agreements that are entered into with the
City of Port Arthur.
Section~3. That a copy of the caption of this Resolution
be spread upon the Minutes of the City Council.

We at Dildta are pleased to provide the Westside Economic Development and
Revitalization Plan to the Council for adoption. It is our wish that it becomes the tool
the City uses to improve the living conditions and future of Westside.
As good and comprehensive as we feel that the Westside Economic Development and
Revitalization Plan is, it is not what a complete revitalization could be. Currently, it
addresses only a small part of Port Arthux. It is our recommendation that work be
continued to include the rest of the Downtown (inner city) area extending from Martin
Luther King east to Shreveport Avenue, from the ship channel to 19m. Street.
Port Arthur is more than Westside. There are development forces and trends
influencing Westside that are not contained within the boundaries of Houston, 19th
and Martin Luther King. For the Revitalization Plan to be as effective as possible and
to be the Development Tool, Port Arthur needs to take full advantage of and manage
the growth the plant project is bringing to your city, we ask that you modify our
contract and allow ~s to expand our efforts to include the rest of lt~e Inner City.

~Wd~*o co,,~ The expansion plans for the Motiva plant and the other major expansion projects recently
announced in the Port Arthur area will bring an explosion of growth that will be massive, rapid
and challenging to control to the Port A~hur area. Managing that growth successfully, making
sure that it produces the highest potential for long t~rm benefit to the City of Port Arthur and
the Golden Triangle region will require a great deal of expertise, effort and time.
It is critical to the success of the Implementation Procedures Dikita has recently presented to
the City of Port Arthur and the EDC that communication between the various participants, City
of Port Arthur, EDC, Port of Port Arthur, Chamber ofCommeroe, lndustt~ Group, the
Community and others is maintained in an expedient, interactive and open environment.
Infurmation sharing is not an easy task for any community at any time and most certainly not in
a community about to experience the profound influx of p~ople and businesses Port Arthur will
experience very soon. Managing that growth will take a concerted effort by all parties working
together as one seamless Team with one set of goals.
Successful coordination of all the relocations to Port Arthur will be a major undertaking.
Keeping current on all inquiries from businesses and people considering locating to Port Arthur
coupled with the realization that all efforts necessary to direct this influx of businesses to the
long range benefit of Port Arthur is essential to the sustainable growth of Port Arthur. In fact, it
is critical to the long-term sustainable growth of Port Arthur.
To insura that no more development opportunities are missed and that each is capitalized on for
the long-term benefit of Port Arthur and the surrounding area, Dikiha recommends:
· Dikita becomes the central Point of Contact coordinating the efforts of all the entities in
Port Arthur mantioned above to insure that open and prompt communication is
maintained and that all inquires are responded to in the shortest time possible.
· Dikita coordinate the enquiries relative to relocations to the Port Arthur area in concert
with the Implementation Plan as adopted by the City of Port Arthur.
· Dikita becomes the facilitator, the neutral party, for regular meetings between the team
and all Agencies and affected parties to insure communication is kept open, oppormnitias
are not missed and efforts are not duplicated.

We have several concerns about the chances for success in Westside and what the influx of new
projects and people will bring to the Port Arthur Area over the next several years. As one
example, if the complete removal of Port iron is delayed for much longer, the chances of
locating new Motiva related companies onto Houston Avenue or to the Industrial Park will be
reduced. By this time next year, these companies will already be locating elsewhere and another
opportunity will have been lost. Obviously, until Port Iron leaves, the chances are slim that new
projects will happen in the neighborhood, no mixed-use block, no residential, and no new retail
projects.
The team must be formed immediately to keep the City and EDC focused on expediting our
reeommendatiens, most importantly, to create a promotional campaign that stimulates
excitement in the area and keeps everyone looking at Westside. If this does not happen soon,
there will not be a champion for Westside development and the present enthusiasm we see will
die.
The City, with Dikita's assistance, must create a sot of Development Standards by the end of
the year to ensure that when a now project comes to town, the desi~d guidelines will already be
in place. The City has already specifically requested help in establishing those tools to ensure
that new construction will be of the highest quality design and construction.
A new zoning ordinance must be put in place as soon as possible, in no case later than the end
of this year to assure that when new businesses inquire about Port Arthur, the City can direct
them to tho areas that stimulaU~ good quality development and is consistent with the new vision
for Westside.
Assist the EDC and City to create the TIF program that is in place by the end of the year,
otherwise, the City will lose a whole year in poss~le tax increment gain.
Dikita can become an indispensable eomponent of the redevelopment strategy by quickly
providing:
Concept Site Plans for Ransom Howard Street, Houston Avenue and other locations in the City,
providing the EDC, the Convention and Visitors Bureau, and the Chamber of Commerce
valuable marketing tools.
Redevelopment assistance with buildings and properties initially along Houston Avenue as well
as elsewhere in the area as interest in those areas develops.
Assistance in creating a now Zoning Ordinance, working with the City Manager, and the City
Planning DeparUnent.
Dikita can help the City facilitate and coordinate ali the efforts needed to take the maximum
advantage of every opportunity that comes to Port A~hur from any source or any organization.

An overview on new facility locations with a perspective on development. As an example,
building an Apartment Complex outside of town to house the Motiva Workers will cost the
City the Infrastructure installation to serve that complex. Iftbe complex is not in an area
attractive to and designed to respond to the Port Arthur market the complex may not be able to
support itself in seven years. Will the Infrastructure Costs, roads, water lines, sewer lines, etc.
have been paid for by the business or will the City have to eonfinne to pay for infrastructure not
needed? Construction at the plants will not last beyond a few years. The decisions made over
the next year or two, will be everlasting.
Once Projects are identified and commissioned, Dikita can represent the above panics by;
· Monitoring the Design Schedules
Monitoring the Building Permit application process
· Being EDC's Representative/Project Manager during the design and
construction process on EDC funded projects
· Representing the city's interest during the site selection process
· Acting as Project Manager for any of thc other Agencies as requested
· Develop a Comprehensive Housing Program
It is rare that a city, on the cusp of beginning the process of inner city redevelopment efforts is
given the opportunity to capitalize on the growth associated with projects the scale of Golden
Pass LNG, Motiva's expansion and others. It is pammoent that as much as possible of the
expansion brought on by these projects continues to be a positive for Port Arthur even after the
work at the new plants and the plant expansions are complete.
Dikita has been located in and involved in the development and growth of Po~ Arthur for many
years. We feel a connection to Port Arthur. We know Dikita can be an asset to the City of Port
Arthur during this time of profound growth. Understanding that there are areas other than those
identified above in which we can be of service to Port Arthur, I am attaching a Project
Understanding Statement with a list of additional services wo can provide for the projects and
efforts we see in Port Arthur's near future

Project Understanding Statement
The recently completed Westside Economic Development and Revitalization Study contains a list
of recommended tasks that are critical to the success of each of the redevelopment scenarios
described in the report. Dikita understands that the City may elect to engage the assistance of
Dikita to insure these tasks are completed. The resources of our Team allow Dikita to provide a
wide range of engineering, architectural, and consulting services. Presented here is a Scope of
Work in the form ora "menu of services' based on the Strategies Matrix in the completed
Westside Economic Development and Revitalization Study. Each of the specific projects below
can be expedited individually or grouped together as required and a fee established accordingly
for that additional work.
Scope of Work
