R. 18216 RECOMMENDATION: I recommend that the City Council adopt Proposed Resolution 18216 to amend the 2013 Community Development Block Grant contract for Lifesaver Ministry's afterschool and summer programs. BACKGROUND: Lifesaver Ministry has requested to amend its Community Development Block Grant program site location from Carver Terrace Apartments to Prince Hall Apartments due to the closing of Carver Terrace public housing. BUDGETARY/FISCAL IMPACT: City Council has obligated itself to provide financial assistance to Community Development Block Grant Lifesaver Ministry afterschool program. STAFFING/EMPLOYEE EFFECT: Funding will not have an effect on our staffing level. SUMMARY: I recommend that the City Council adopt Proposed Resolution 18216 to amend the afterschool and summer program with Lifesaver Ministry. P.R. 18216 02/24/14 ME- Grants Management RESOLUTION NUMBER A RESOLUTION TO AMEND THE 2013 COMMUNITY DEVELOPMENT BLOCK GRANT CONTRACT FOR LIFESAVER MINISTRY. WHEREAS, per Resolution Number 13 -177 Lifesaver Ministry was allocated $3,000 of Community Development Block Grant funds to conduct an afterschool and summer program at Carver Terrace public housing apartments; and, WHEREAS, Lifesaver Ministry has requested (see Exhibit "A ") to amend its 2013 Community Development Block Grant contract scope of service location from Carver Terrace Apartments to Prince Hall Apartments. The hours of operation will change from 3:00 p.m. — 6:30 p.m. every Monday to 3:30 p.m. to 5:00 p.m. at least 3 days a week; and, WHEREAS, the City Manager, is required to designate an official to sign all documentation in connection with the amendment to the application and grant agreement; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT the facts and opinions in the preamble are true and correct. THAT the 2013 contract with Lifesaver Ministry is hereby amended to move its afterschool program from Carver Terrace Apartments to Prince Hall Apartments with hours of operation being 3:30 p.m. to 5:00 p.m. at least 3 days a week. THAT a copy of the caption of this Resolution be spread upon the minutes of the City Council. OLS DIRECTOR OF FINANCE EXHIBIT "A" Community Development Block Grant February 23, 2014 To whom it may concern: 1 would like to make a request to update some information to my block grant records. Due to the potential closing of Carver Terrace Housing Complex we are no longer able to serve the residents and have moved over to Prince Hall the adjacent housing complex. At the time of this letter there are only two families left waiting to be moved out of Carver Terrace. We are sad to move but we do understand that it is the end of one era and the beginning of a new one for these residents. We now have volunteers on site at Prince Hall three days a week and are hoping to increase to four days a week very shortly! Our new operation hours are from 3:30p.m. to 5:OOp.m. We continue to offer the same great services but at a different location.
