RESOLUTION NO.
A RESOLUTION AUTHORIZING THE PAYMENT IN AN
AMOUNT NOT TO EXCEED $25,000.00 TO SOUTEX
SURVEYORS & ENGINEERS OF PORT ARTHUR, TEXAS,
TO PERFORM A MASTER DRAINAGE STUDY TO
MAXIMIZE DEVELOPMENT POTENTIAL WITHIN A
TARGET AREA OF THE CITY OF PORT ARTHUR;
FUNDS AVAILABLE IN ACCOUNT NO. 410-1251-532.54-00
WHEREAS, the City of Port Arthur requested Soutex Surveyors & Engineers of Port
Arthur, Texas submit a proposal for the purpose of performing a Master Drainage Study to
maximize development potential within a target area of the City of Port Arthur; and,
WHEREAS, Soutex Surveyors & Engineers has submitted a proposal attached as Exhibit
"A "; and,
WHEREAS, this Master Drainage Study will consist of properties bounded by Lake
Arthur Drive to the north, U.S. Highway 69/96/287 west, Drainage District Main A to the south
and the KCS Railway to the east, which have potential for growth, but presently limited by
drainage issues; and,
WHEREAS, the purpose of this study is to evaluate the existing drainage conditions and
suggest improvements to maximize development potential within the study area; and,
WHEREAS, the development of this study can also be used for future input into a GIS
Program and development of a system wide digital map; and,
WHEREAS, the deliverables for this project will be a final report consisting of an aerial
key map depicting drainage areas including hydrology calculations, photographs, proposed
construction upgrades and /or modification to ditches, road crossing and pipeline conflict
resolution for possible drainage reroutes; and,

WHEREAS, it is in the best interest of the citizens of Port Arthur to authorize the
payment in the amount not to exceed $25,000.00 to Soutex Surveyors & Engineers of Port
Arthur, Texas, to perform a Master Drainage Study to maximize development potential within a
target area of the City of Port Arthur.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Council hereby authorizes the payment in an amount not to
exceed $25,000.00 to Soutex Surveyors & Engineers of Port Arthur, Texas, to perform a Master
Drainage Study to maximize development potential within a target area of the City of Port
Arthur, a copy of the proposal is attached hereto as Exhibit "A ".
Section 3. That a copy of the caption of this Resolution shall be spread upon the
Minutes of the City Council.

CONTRACT

THIS AGREEMENT, DATED THE DAY OF A.D., 2014, by
and between THE CITY OF. PORT ARTHUR
hereinafter called OWNER, and SOUTEX SURVEYORS & ENGINEERS
of the City of Port Arthur, County of Jefferson and the State of Texas, hereinafter called
ENGINEERING COMPANY.
WITNESSETH: That for and in consideration of the payments and agreements
hereinafter mentioned, to be made and performed by the OWNER, and under the conditions
expressed, herewith, the ENGINEERING COMPANY, hereby agrees with the "OWNER ", to
commence and complete the services as described in Attachment "A" and made part thereof of
this contract.
See Attachment "A"
The ENGINEERING COMPANY hereby agrees to commence work within the weeks
stated in Attachment "A" after the date of written notice to do so, and to substantially complete
same within the weeks stated in Attachment "A ".
The OWNER agrees to pay the ENGINEERING COMPANY for the performance of the
Contract in accordance with the proposal submitted subject to additions and deductions as agreed
upon between the owner and ENGINEERING COMPANY.

PROFESSIONAL ENGINEERING SERVICES PROPOSAL
February 18, 2014
This Proposal is made at the request of Ron Burton, Planning & Zoning Director, City of
Port Arthur, for engineering services regarding a Master Drainage Study for future
development. This work will include the following:
The Master Drainage Study area will consist of properties bounded by Lake Arthur to the north,
Highway 69/96/287 West, Drainage District Main A to the south and the KCS railway to the east.
This area of the City has potential for growth but is presently limited by drainage issues. The
purpose of this study is to evaluate the existing drainage conditions and based on that
evaluation suggest improvements to maximize development potential within the study area.
We anticipate the following tasks to complete the project:
• Obtain any topographic information from City of Port Arthur, Drainage District No.7, or
other agencies for the area.
• Obtain any as- builts and drainage information from City of Port Arthur, Drainage District
No. 7, or other agencies for the area.
• Delineate the master study area into multiple smaller drainage areas defined by
roadways, drainage ditches /structures /, pipelines, and natural elevations.
• Preform limited topographic surveys of area to verify and establish drainage capacities
of certain drainage structures.
• Perform drainage calculations for 100year, 10year and 5year return period.
• Suggest improvements that may include upgrading existing drainage structures,
upgrading ditches, and construction of new drainage structures, ditches, ponds and
pumping stations.
• Hold meetings with Drainage District No. 7 and City of Port Arthur about suggested
improvements.
• Suggest alternative improvements based previous meetings with Drainage District No. 7
and City of Port Arthur and hold additional meetings.
• Prepare a final report consisting of an aerial key map depicting drainage areas including
hydrology calculations, pictures, proposed construction upgrades and /or modification to
ditches, road crossing and pipeline conflict resolution for possible drainage reroutes.
We anticipate 8 weeks to produce the first review and an additional 4 weeks to complete.
Final completion of the project will depend heavily on meetings with Drainage District' No. 7
and the City of Port Arthur concerning proposed recommendations for improvements.
Proposed Start Date: 03/10/2014 Proposed End Date: 05/27/2014
We propose a not to exceed Cost of $25,000.00. Invoicing will be monthly according to
each tasks completion.
