A RESOLUTION AMENDING RESOLUTION 14 -054
APPROVING ADDITIONAL FUNDING IN AN AMOUNT
NOT TO EXCEED ONE HUNDRED AND TEN THOUSAND
DOLLARS ($110,000) FOR CITY PARK IMPROVEMENT
PROJECTS AT LIONS PARK AND LAKESIDE PARK BY
THE CITY OF PORT ARTHUR SECTION 4A ECONOMIC
DEVELOPMENT CORPORATION
WHEREAS, a ballot proposition approved by the citizens of Port Arthur in May 2012
authorized the citizens, City of Port Arthur and the City of Port Arthur Section 4A Economic
Development Corporation (the "PAEDC ") to use $500,000 a year for three years with an option
to renew for three additional years 4A economic development sales tax funds for City Parks
Capital Improvement Projects; and
WHEREAS, a request from the Dick Dowling Lions Club was made to improve Bert
Karrer Lions Park in Sabine Pass and a request made from the City of Port Arthur to improve
Lakeside Park as delineated in Exhibit "A"; and
WHEREAS, at the PAEDC March 3, 2014 meeting, the Board of Directors voted to
increase the funding approved by Council to Resolution 14 -054 by $110,000; and
WHEREAS, as a result of said action, $460,000 has been authorized for improvements
to Lions, Lakeside, Lincoln, Montrose and Rose Hill parks; and
WHEREAS, the City and the PAEDC will work together to engage an architect to
provide cost estimates for the park improvements as delineated in Resolution 14- 054 and
WHEREAS, the City Council deems it in the public interest to authorize PAEDC to fund
the improvements.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR, TEXAS:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That PAEDC is herein authorized to fund $460,000 for park
improvements and the necessary architectural work at Lions, Lakeside, Lincoln, Montrose and
Rose Hill parks.
Section 3. That a copy of the caption of this Resolution be spread upon the Minutes
of the City Council.

ECONOMIC DEVELOPMENT CORPORATION
PARKS IMPROVEMENT REQUEST FORM
The City of Port Arthur Section 4A Economic Development Corporation (the "PAEDC ") in
collaboration with the City of Port Arthur Texas (the "City ") called for a ballot proposition in May, 2012
to provide for the allocation of certain Section 4A sales tax received within the City and allocated for
PAEDC to be used for purposes as outlined in the following ballot proposition:
PROPOSITION: "For the next three (3) years, commencing on October 1, 2012, and extending until
September 30, 2015, shall the existing Section 4A Sales and Use Tax within the City of Port Arthur be
utilized for cost of children's and amateur sport and athletic purposes, facilities, improvements and
events, including baseball and softball fields, soccer fields, football fields, tennis courts, water sports,
trails and related concessions, automobile parking, area transportation, road, street, water and sewer
facilities, other targeted infrastructure, and related landscaping improvements and maintenance and
operations expenses for any of the above- described projects and facilities, which are a category of
projects under Section 4B, Chapter 505, Texas Local Government Code with the condition that the
total spending on the referenced Section 4B projects and facilities by the City of Port Arthur Section
4A Economic Development Corporation will not exceed $500,000 per year. Said period of time can be
extended for an additional three (3) years by the City Council of the City of Port Arthur, Texas, by a
2/3 vote of the City Council after reviewing public comments on the proposed cost and Impact of such
projects."
Interested persons or organizations which have projects that might qualify for funding pursuant
to the above referenced proposition should complete the following information as to their project for
consideration alone with quotes. PAEDC may use funds from the ballot proposition in furtherance of
projects and maintenance of facilities pursuant to the City's Park Master Facilities Plan.

are rusty) (5) Run electricity to the lighthouse (6) Add a few streetlights around perimeter of park (7)
Sand volleyball court — either needs to be redone (originally completed as an Eagle Project) or covered
up and used for picnic tables or a play area. (8) Add culverts along front of park for parking (9) Add
stops around perimeter of park to keep people from driving into the park. (10) Replace charcoal grills.

A RESOLUTION AUTHORIZING THE EXECUTION OF A
LEASE AGREEMENT BETWEEN THE CITY OF PORT
ARTHUR AND DICK DOWLING LIONS CLUB.
WHEREAS, it is in the best interest of the citizens of Port Arthur to authorize the execution
of a lease agreement between the City of Port Arthur and Dick Dowling Lions Club for the lease of
the garage of the old fire station located at the corner of Broadway and South Gulfway and the lease
of playground equipment; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PORT ARTHUR, TEXAS:
Section 1. The opinion in the preamble is true and correct.
Section 2. The City Manager is hereby authorized to executed a lease agreement between the
City of Port Arthur and Dick Dowling Lions Club, a copy of which is attached as Exhibit "A ".

A RESOLUTION AUTHORIZING THE EXECUTION OF A
LEASE AGREEMENT BETWEEN THE CITY OF PORT
ARTHUR AND DICK DOWLING'S LIONS CLUB FOR
PROPERTY AT THE CORNER OF BROADWAY AND
HIGHWAY 87 IN SABINE PASS, TEXAS.
WHEREAS, the City Council desires to promote community
revitalization and services by leasing property at the corner of Broadway and
Highway 87 in Sabine Pass.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF PORT ARTHUR, TEXAS:
Section 1. The facts and opinions in the preamble are true and correct.
Section 2. That the City Council of the City of Port Arthur hereby
authorizes and directs the City Manager of the City of Port Arthur to execute
on behalf of the City of Port Arthur a lease agreement in substantially the
same form as Exhibit "A" attached hereto between the City of Port Arthur
and Dick Dowling's Lions Club.
