A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH THE LABICHE ARCHITECTURAL GROUP, INC. OF BEAUMONT, TEXAS FOR THE ARCHITECTUAL REPAIR AND RESTORATION ASSESSMENT OF ROSE HILL MANOR HISTORIC STRUCTURE FOR A PERIOD OF 90 DAYS IN AN AMOUNT NOT TO EXCEED $11,000.00; FUNDS AVAILABLE IN ACCOUNT NO. 001-1402-551.54-00 WHEREAS, Rose Hill Manor (Woodworth House) is a designated a historic structure and is listed in the National Registry of Historic Places; and, WHEREAS, Rose Hill Manor is an important part of the history of Port Arthur, Texas; and, WHEREAS, Rose Hill Manor was conveyed to the City of Port Arthur by the Woodworth family; and, WHEREAS, preservation of such a historically significant structure requires an architectural assessment and phased plan taking into consideration the historic nature of the structure, prioritized repair and restoration needs, the National Historic Preservation Act and related legislation, building use, and sustainability; and, WHEREAS, the City of Port Arthur desires to contract with The LaBiche Architectural Group, Inc. of Beaumont, Texas to provide the aforementioned assessment and plan; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the City Manager is hereby authorized to execute a contract with The LaBiche Architectural Group, Inc. of Beaumont, Texas on behalf of the City of Port Arthur for the development and delivery of an implementable assessment and plan for Rose Hill P. R. # 18289 04/09/14 ca Manor as denoted in this resolution in substantially the same form as Attachment "A" hereto. Section 3. That a copy of the caption of this Resolution be spread upon the Minutes of the City Council. The LaBiche Architectural Group, Inc. CONSULTING (hereinafter "Architect ") shall provide to the City of Port Arthur (hereinafter "Client ") the services described below for the compensation described below. This PLANNING proposal is based upon our experience with historic restoration to comply with The Texas Historical Commission standards, an onsite evaluation and review of a report INTERIOR by P2MG — Architecture completed on July of 2013. As part of our services, we will DESIGN employ Phoenix 1Restoration and Construction, Ltd., a historical restoration contractor from Dallas, Texas to assist with an accurate probable cost for the historical restoration. Phoenix 1 has 15 year's experience in historic restoration and recently completed a complete exterior restoration of the Jefferson County Courthouse of which we were one of the architects. PROJECT INFORMATION: The project, as we understand it, is an exterior restoration of Rose Hill for compliance with the Texas Historical Commission Standards. As part of our services, our staff will visit the project site to verify existing conditions. SCOPE OF WORK: The Architect and the Architect's consultants shall perform those services described below: 1. Verify site conditions and note items of work required for restoration. 2. Prepare a report showing cost of restoration for the exterior of Rose Hill. . 3. Prepare notes, drawings, powerpoint presentations for City Council 1 of 3 Architectural Proposal for The Woodworth House (Rose Hill) workshop and council meetings. • COMPENSATION: The scope of work outlined above will be performed for a fixed fee of Eight Thousand Dollars ($8000.00), plus reimbursable expenses and distributed as follows: ❑ Additional Services requested by Client will be charged hourly per the fee schedule attached. ❑ Reimbursable expenses shall include all printing required for the project. Other expenses shall be approved by Owner prior to expenditures. Cost of reimbursable expenses shall be billed at 1.25 times the expenditure. ❑ Exclusions: 1. Civil, structural or MEP engineering.. 2. Any services related to the Client's due diligence including, but not limited to: obtaining letters of utility availability and environmental assessments. We have assembled this proposal based on our understanding of your specific needs related to this project.
