R. 18325 RECOMMENDATION: I recommend that the City Council approve Proposed Resolution Number 18325 that authorizes a grant agreement between the City of Port Arthur and the South East Texas Regional Planning Commission (SETRPC) under the Community Development Block Grant Program, Ike Recovery for demolition program services. BACKGROUND: The South East Texas Regional Planning Commission is the Contract Administrator for the • Texas General Land Office for the Community Development Block Grant Hurricane Ike Disaster Program. BUDGETARY/FISCAL IMPACT: Community Development Block Grant Hurricane Ike Disaster Program is the funding source. STAFFING/EMPLOYEE EFFECT: Funding will not have an effect on staffing level. SUMMARY: I recommend that the City Council approve Proposed Resolution Number 18325 that authorizes a grant agreement between the City of Port Arthur and the South East Texas Regional Planning Commission (SETRPC) under the Community Development Block Grant Program, Ike Recovery for demolition program services. A RESOLUTION AUTHORIZING A CONTRACT AGREEMENT BETWEEN THE CITY OF PORT ARTHUR AND THE SOUTH EAST TEXAS REGIONAL PLANNING COMMISSION FOR DEMOLITION PROGRAM SERVICES. WHEREAS, the South East Texas Regional Planning Commission (SETRPC) is the Contract Administrator for the Texas General Land Office (hereinafter referred to as the "GLO ") for the Community Development Block Grant Hurricane Ike Disaster Program that was legislated to assist individuals and families who meet one of the three national objectives (i.e., Low or Moderate Income, Urgent Need, and Slum and Blight) recover from the devastating effects of Hurricane Ike and to provide them with a home that is decent, safe, and with sanitary conditions; and, WHEREAS, under the terms of the agreement between the SETRPC and the GLO, SETRPC must ensure that all applicable state and federal requirements are met concerning the disbursement of Community Development Block Grant Disaster Recovery funds; and, WHEREAS, SETRPC and the City of Port Arthur desire to enter into this Contract for the purpose of demolishing residential buildings that were damaged during Hurricane Ike; and, WHEREAS, it is deemed in the best interest of the City of Port Arthur to enter into an agreement with SETRPC for the implementation of the Community Development Block Grant Disaster Recovery Program, in substantially the same form as Exhibit "A" attached hereto. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT the City Manager is authorized to execute a contract with SETRPC for demolition activities described in substantially the same form as Exhibit "A ". THAT a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
