REGULAR SESSION CITY HALL - 5TH FLOOR CONFERENCE ROOM ROLL CALL The Planning and Zoning Commission met in Regular Session on Monday, April 7, 2014 at 5:30 p.m. in the City Council Chamber, City Hall, with the following members present: Chairman Fernando Ramirez; Commissioners: Inell Moore, Alma LeBlanc and Richard Cox. Staff present: Ronald Burton, Director of Development Services and Paul Brown, Sr. Planner II. PUBLIC HEARING A. P14 -02 - PLAT APPROVAL REQUESTED FOR - BREEDEN DUHAMEL SUBDIVISION, LOTS 1 AND 2, BLOCK 1, BEING A SUBDIVISION OF THE EXISTING 5.00 ACRE TRACT - 10B. DESCRIBED IN C.F. NO. 2013 - 041236 AND 2014 -00645 I.C.O.P.R. IN THE DENNIS GAHAGEN LEAGUE, ABSTRACT NO. 123, PLEASURE ISLAND. CITY OF PORT ARTHUR, IEFFERSON COUNTY, TEXAS (PROPERTY LOCATED NORTH OF SOUTH MARTIN LUTHER KING, JR. DRIVE [A.K.A. STATE HIGHWAY 82] AND EAST OF SOUTH SPOIL LEVEE ROAD). Fernando Ramirez introduced the above - mentioned plat request. Paul Brown gave an overview of the above - mentioned request. The Commission opened the meeting to hear from anyone present in the audience who wished to speak regarding the above - mentioned request: Speaking For: Alfred Duhamel, 3974 South Martin Luther King, Jr. Drive (Pleasure Island), Port Arthur, TX Speaking Against: None 1II. REGULAR MEETING A. ITEMS REQUIRING ACTION a. APPROVAL OF PLAT REQUEST: P14 -02 Paul Brown recommended that plat request P14 -02 be approved. The motion was made by L Moore, seconded by A. LeBlanc to accept the Planning Staff's recommendation to approve plat request P14 -02. Voting Yes: All Voting No: None Page 11 b. TABELING OF REPLAT REQUESTS: R14 -09, R14 -10 AND R14 -11 Paul Brown recommended that replat requests R14 -09, R14 -10 and R14 -11 be tabled. The motion was made by L Moore, seconded by A. LeBlanc to accept the Planning Staffs recommendation to table replat requests R14 -09, R14 -10 and R14 -11. Voting Yes: All Voting No: None c. APPROVAL OF PRELIMINARY PLAT: P14 -03 Paul Brown recommended that preliminary plat request P14 -03 approved. The motion was made by A. LeBlanc, seconded by R. Cox to accept the Planning Staffs recommendation to accept abandonment requests A14 -01 and A14 -02. Voting Yes: All Voting No: None d. REQUEST FOR SPECIFIC USE PERMIT - 220 (SUP# 220) A written request to withdraw application for Specific Use Permit - 220 (SUP# 220) on the property located at 3217 15th Street (legally described at Lots 11, 12 and 13, Block 24, Beachway Addition, City of Port Arthur) has been accepted and filed in the Office of Planning and Zoning on April 4, 2014. e. MINUTES - MARCH 17, 2014 Upon the motion of R. Cox, seconded by A. LeBlanc and carried unanimously, the Planning and Zoning Commission approved the above - mentioned minutes as presented. f.
