A RESOLUTION SUPPORTING STEPHEN MOSELY IN HIS EFFORTS TO CREATE AN ARTS DISTRICT WITHIN THE CITY OF PORT ARTHUR WHEREAS, the City of Port Arthur has received correspondence from Stephen Mosely, attached hereto as Exhibit "A", who is recommending a new Arts District; and WHEREA~, pursuant to Section 444.031 of the Government Code, the Texas Commission of the Arts is creating guidelines for the designation of Arts and Entertainment Districts; and WHEREAS, the Texas Commission of the Arts is required to develop a cultural and fine arts district program to designate districts that significantly contribute to the fine arts of this State; and promoted by the City of Port Arthur considers the programs as The Breeze as significantly contributing to the cultural and fine arts of the community, Statewide as an Arts District by the State of Texas; and, WHEREAS, the staff for the Texas Commission of the also considering recommending programs for joint signage, which should be recognized Arts is possible incentives, and marketing for entities that participate in the Texas Commission of the Arts designation of Arts and Entertainment Districts; and z.pr12925 1 interests of efforts. Section 4. That Civic Center Commission is herein work with Stephen Mosely as to coordinate programs requested to therewith. Section 5. That the City Secretary shall send a copy of this Resolution to Representative Deshotel, Representative Ritter, Representative Eiland, Senator Janek, and Senator Williams, so that they can assist Section 6. BOX 1089 Port Arthur, Texas 77641-1089 Dear Mr. Fitzgibbons, With Council's approval of our plans to move our community radio station from City Hall to the Breeze new location (next to the Civic Center), I would like to share with you and Council the vision and lay-out of the entire facility; the new Arts & Entertainment District of Port Arthur (A & E District). It is with great excitement and anticipation that we request the support of Council to help us make this vision a reality for the citizens of Port Arthur and the future development of this area and we feel that this project will do just that. I ask Council to appoint me as the Director of our new A & E District. No payment is requested for consultant fees, no funding is required from the City to build this unique facility and no benefits are asked of our City for my efforts. All I ask - is that the City grant me the authority and title to represent the City when making necessary contacts for securing funders willing to support the building of our A & E district. I feel strongly that this is a win-win situation for the Council and the citizens of Port Arthur. 1 look forward to responding to your questions or comments at your earliest convenience. Sincerely, To Whom It May Concern: On October 19, 2000 Troth & Education Corporation was established and licensed to operate in the City of Port Arthur, Texas as a 501-c3 non-profit community service organization. Shortly thereafter, we began the arduous journey of making application to the Federal Communications Commission to acquire an FM-Low Power radio station license. The projected processing time for granted licenses was estimated between three to five years, depending upon the number and degree of technicalities associated with other applications filed for the same frequency. On June 15, 2005 (five years later), Troth & Education Corp. received the license to build and operate "The Breeze" - KSAP 107.1 LPFM in Port Arthur, Texas. On July 10, 2005 Motiva Enterprises, Total Petrochemicals, Valero and Chewon Phillips were our initial corporate supporters and sponsors. The Port Arthur City Council partnered with us in providing shelter for "The Breeze" first home, the former T.B. Health Clinic. Unfortunately, the facility became unusable due to flooding (roof and floor). September of 2005, our City fathers gave us the green light and a two-year renewable contract to build and operate "The Breeze" radio station in downtown Port Arthur - in City Hall! September 16, 2005 is a day to be remembered forever ~n the history of Port Arthur, Texas because "The Breeze" radio station held its Grand Opening ceremony at the Jefferson County Courthouse park pavilion. Currently, all broadcast operations emanate from within the 800sqft.of operating space in suite 201 on the second floor of downtown City Hall's annex building. With a staff of eight volunteer employees, we are excited about the diversity of our broadcasts. We serve the entire community, as evidenced by our English, Hispanic and Vietnamese programming. "The Breeze" has been successful in reaching and touching the lives of thousands of people young and old. And, has become a treasure to businesses looking for a more economical and inexpensive way to promote their interest or products. We play Christian, gospel, jazz, reggae, Latin, oldies, R&B, Gospel rap, a little hip-hop, and zydeco music. We also have community talk shows on health issues, economic development, political empowerment and educational opportunities. We also provide community updates on important church activities. We are proud to be the official voice of the Memorial High School Titans football team. One of the most important things that we do is to help the young people in our community get a start in broadcasting careers. We have a number of young people that are learning to become radio personalities, as well as radio operating engineers and technicians in our formal training program. We also highlight our local talent by airing their music over the radio to thousands of listeners in our Golden Triangle area (Beaumont, Port Arthur and Orange, Texas). On January 1, 2006 the C~t.y o£Port Arthur ~ranted "The Breeze" radio station another two- year contract thru December 2008. However, due to our enormous popularity and fast pace growth we will require a plant operation in excess of 2500sqft.that will accommodate our growing trend. August 2006, our City fathers approved the transfer of a 1- acre tract of land (next to the Port Arthur Civic Center) to "The Breeze" radio station to build our new broadcast facility. THE DEVELOPMENT PLAN: The development plan will consist of a parcel of land for the construction of a 3000sqft. office building that will encompass 2 restrooms, conference room, sales staffoffices, receptionist lobby area, kitchen, storage rooms, Executive offices, production room for individual and large group projects, broadcast training room with accompanying equipment, copy room, on-air broadcasting room sufficient for eight interview guests and twenty parking spaces.
