Baaheth, Sr., Assistant City Engineer SUBJECT P.R. #18382 — Rejecting Bids for Maintenance of Generators for the City of Port Arthur, Texas DATE 16 June 2014 RECOMMENDATION: I recommend that the City Council approve Proposed Resolution No. 18382 rejecting bids for Maintenance of Generators for the City of Port Arthur, Texas, and authorize readvertisement with revised specifications. BACKGROUND: The City of Port Arthur is required to maintain minimum operational functions of our infrastructure during an aftermath of a severe storm of power outage until main power source are re-supplied. Accordingly, the City advertised on May 18, 2014 and May 25, 2014 for the maintenance of generators for the City of Port Arthur, Texas. We received eight (8) bids on June 4, 2014. However, the Purchasing Division decided to revise the specifications and recommend the rejection of bids and re-advertise for bids. BUDGETARY/FISCAL EFFECT: N/A EMPLOYEE/STAFF EFFECT: None SUMMARY I recommend that the City Council approve Proposed Resolution No. 18382 rejecting bids for Maintenance of Generators for the City of Port Arthur, Texas, and authorize re- advertisement with revised specifications. A RESOLUTION REJECTING THE BIDS FOR THE MAINTENANCE OF GENERATORS FOR THE CITY OF PORT ARTHUR, TEXAS, AND AUTHORIZING RE-ADVERTISEMENT WITH REVISED SPECIFICATIONS WHEREAS, the City is required to maintain minimum operational functions of our infrastructure during an aftermath of a severe storm or power outage until main power sources are operational; and, WHEREAS, the City advertised in the Port Arthur News on May 18, 2014 and May 25, 2014 for the maintenance of generators for the City of Port Arthur with eight (8) bids being opened on June 4, 2014; and, WHEREAS, after the review of the bids, the Purchasing Division determined that it was necessary to revise the specifications and recommend the rejection of bids and re-advertisement for bids in order to meet the needs of the City; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, the City Council of the City of Port Arthur hereby reject the bids for the maintenance of generators for the City of Port Arthur, Texas; and, THAT, the City Manager of the City of Port Arthur is hereby authorized and instructed to re-advertise this project for bids with revised specifications as soon as possible; and, THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
