Approval of an Affiliation Agreement between the City of Port Arthur and Lamar
University-Beaumont
RECOMMENDATION
It is recommended that the City Council adopt P.R. No. 18406 authorizing the City Manager to
execute an affiliation agreement between the City of Port Arthur and Lamar University,
Beaumont, Texas, Department of Nursing. Acceptance of this Resolution will provide clinical
experience for students enrolled in the University's nursing program.
BACKGROUND
For several years, the City's Health Department and Lamar University have had an affiliation
agreement for the provision of educational experiences for students enrolled in the Nursing
Program. Under this agreement, nursing students are assigned to observe and learn Community
and Public Health Nursing techniques by working with a public health, immunization nurse, or
Nurse-Home Visitor.
BUDGETARY/FISCAL EFFECT:
Acceptance of this recommendation will not affect the City's budget. The students' liability
insurance is paid for by the University. There are no other costs incurred by the City.
STAFFING/EMPLOYEE EFFECT:
Acceptance of this resolution will have no affect on staffing.
SUMMARY:
It is recommended that the City Council adopt P.R. No. 18406 authorizing the City Manager to
execute an affiliation agreement between the City of Port Arthur and Lamar University,
Beaumont, Texas, Department of Nursing, which will allow the Health Department to provide
educational experiences to students enrolled in the University's nursing program.

A RESOLUTION APPROVING AN AFFILIATION AGREEMENT
BETWEEN THE CITY OF PORT ARTHUR HEALTH DEPARTMENT
AND LAMAR UNIVERSITY, BEAUMONT, TEXAS, FOR THE USE OF
COMMUNITY-BASED CLINICAL FACILITIES FOR THE EDUCATION
OF NURSING STUDENTS
WHEREAS, this Affiliation Agreement between the City of Port Arthur and Lamar
University, Beaumont, Texas, is for the purpose of providing clinical experience for nursing
students; now therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF PORT ARTHUR:
SECTION 1. That, the facts and preamble are true and correct.
SECTION 2. That, the City Council of the City of Port Arthur hereby authorizes the
City Manager and Director of Health to execute said Agreement, a copy of which is attached
hereto as Exhibit"A."
SECTION 3. That, a copy of the caption of this Resolution be spread upon the Minutes
of the City Council.
READ, ADOPTED, AND APPROVED this day of July, 2014, AD, at a
Regular Meeting of the City Council of the City of Port Arthur, Texas by the following vote:

On behalf of Lamar University Dishman Department of Nursing faculty and students,we sincerely thank
you and your staff for supporting our nursing programs. We appreciate the time, energy and expertise you
and your agency share with our students. We look forward to continuing a strong relationship with your
facility, as we educate students for the future nurse workforce.
This letter verifies continuation of our ongoing Clinical Affiliation Agreement with Port Arthur City Health
Department. The Texas Board of Nursing requires us to renew the agreements on an annual basis.The
Dishman Department of Nursing does not perceive a need to alter the basic components of the contract
with your agency at this time. If you are in agreement with continuing our affiliation, please have your
current authorized representative sign the bottom portion of this letter to extend our existing agreement
through August 31, 2015. Please return one signed renewal by August 1, 2014.
