ORDINANCE NO.
AN ORDINANCE ADDING SECTION 2-53 TO THE CODE
OF ORDINANCES AS IT PERTAINS TO A SPEAKING
PROCEDURE FOR PUBLIC HEARINGS
WHEREAS, public hearings are required for various purposes to
allow for public comment from the citizens of Port Arthur and other
concerned persons; and
WHEREAS, it is necessary to set up a speaking procedure in
order to ensure the efficiency of said public hearings and to allow
all interested persons an opportunity to be heard; and
WHEREAS, it is deemed in the best interest of the City of Port
Arthur to adopt a speaking procedure.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR:
Section 1 . That the facts and opinions in the preamble are
true and correct .
Section 2 . That Section 2-53 be added to the Code of
Ordinances, as follows :
"Sec. 2-53. - Speaking Procedures .
(1) Presentation by the City on subject matter of the
public hearing (no time limit) .
(2) Each speaker will be allowed three (3) minutes .
(3) Each speaker will be allowed a two (2) minute
rebuttal with permission of the council, or a two
(2) minute response to questions of the
Councilmembers . "

Section 3. That this being an Ordinance amending an
Ordinance which does not carry a penalty, and does not require
publication, shall take effect immediately from and after its
passage.
Section 4 . That a copy of the caption of this Ordinance be
spread upon the Minutes of the City Council .
