McMahen, P.E., Interim City Engineer- DATE: July 11, 2014 RE: Proposed Resolution No. 18428 RECOMMENDATION I recommend that the City Council approve Proposed Resolution No. 18428 awarding a bid and authorizing the execution of a contract for the 10th Street Paving Improvements Project with APAC-TEXAS, Inc., of Beaumont, Texas, having submitted the lowest and most responsive bid in the amount of$686,131.50. Contract time is 180 calendar days. BACKGROUND This is a Hurricane Recovery Grant Round 2.1 administered by the Texas General Land Office which is the funding source for this project. The project includes minor storm sewer work and the installation of new curb and gutters and street reconstruction/resurfacing on 10th Street between Stadium Road and Duff Drive. Bids were received from three (3) qualified bidders, with APAC-TEXAS, Inc., submitting the lowest and most responsive bid for the project. Other bidders for the project were ALLCO at $713,604.00 and Excavators and Constructors at $838,050.00. BUDGET/FISCAL EFFECT Funding for this particular project is provided in Project No. I2110T, Account 144-1201- 532.59-00, which will require a budget adjustment within the GLO Round 2.1 project funds. Major funding for the adjustment do the above described project work on 10th Street comes from savings on other GLO Round 2.1 projects, either after bidding or as the result of some projects having to be cut early in the program. A RESOLUTION AUTHORIZING THE AWARD OF BID AND THE EXECUTION OF A CONTRACT FOR THE 10TH STREET PAVING IMPROVEMENTS PROJECT — STADIUM ROAD TO DUFF DRIVE, WITH APAC-TEXAS, INC., OF BEAUMONT, TEXAS, IN THE AMOUNT OF $686,131.50; GLO ROUND 2.1 PROGRAM, PROJECT NO. I2110T, ACCOUNT NO. 144-1201- 532.59-00. WHEREAS, the Texas General Land Office (GLO) has approved funding for the 10th Street Paving Improvements Project; and, WHEREAS, the Public Works Department, Arceneaux & Gates Consulting Engineers, and the Purchasing Division have solicited bids for the project; and, WHEREAS, the bids have been evaluated by Arceneaux & Gates Consulting Engineers, and their Recommendation of Award and Bid Tabulation is attached as Exhibit"A"; and, WHEREAS, APAC-TEXAS, Inc., of Beaumont, Texas has submitted the lowest responsive bid in the amount of$686,131.50; and, WHEREAS,the contract time is 180 calendar days; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: P.R. No. 18428 7/11/141em Page 2 of 4 THAT, the award of bid for the 10th Street Paving Improvements Project is hereby made by the City Council to APAC-TEXAS, Inc., of Beaumont, Texas in the amount of$686,131.50 and 180 calendar days; and, THAT, the City Manager of the City of Port Arthur is hereby authorized and directed to execute, on behalf of the City of Port Arthur, the City's standard construction contract between the City and APAC-TEXAS, Inc., for the 10th Street Paving Improvements Project from Stadium Road to Duff Drive in the amount of $686,131.50, referenced to as Exhibit `B", a full copy of which is available for review in the City Secretary's office; and, THAT, the project will be funded by GLO Project No. I2110T, Account No. 144-1201-532.59-00, subject to a budget adjustment within the GLO Program funds, and, THAT, a copy of the caption of this resolution be spread upon the minutes of the City Council.
