RECOMMENDATION:
I recommend that the City Council adopt Proposed Resolution 18438 to approve the City of Port
Arthur Community Development Block Grant allocations for the following City Departments:
Health Dept., Housing Rehabitation Program, Environmental Officer, Housing Administration,
and Street program.
BACKGROUND:
Pursuant to the United States Department of Housing and Urban Development (HUD) according
to Section 24CFR was awarded funding in the amount of $1,043,729.00 for Community
Development Block Grant Funds (CDBG) to the City of Port Arthur for the primary benefit of
low and moderate income persons.
BUDGETARY/FISCAL IMPACT:
Funding is available in the Community Development Block Grant(CDBG) 40th program year.
STAFFING/EMPLOYEE EFFECT:
Funding will not have an effect on our staffing level.
SUMMARY:
I recommend that the City Council adopt Proposed Resolution 18438 to approve allocations for
the following City Departments: Health Dept., Housing Rehabitation Program, Environmental
Officer, Housing Administration, and Street program.

RESOLUTION NUMBER
A RESOLUTION AUTHORIZING THE EXECUTION OF CONTRACTS BETWEEN
THE CITY OF PORT ARTHUR AND THE CITY ORGANIZATIONAL
DEPARTMENTS, IN THE AMOUNT OF $802,569, THIS BEING$95,000 FOR THE
HEALTH DEPARTMENT, $250,000 FOR HOUSING REHABILITATION, $60,508
FOR ENVIRONMENTAL OFFICER, $100,000 FOR HOUSING ADMINISTRATION,
AND $297,061 FOR 2014 STREETS PROGRAM OF PORT ARTHUR FOR THE
BENEFIT OF THE LOW AND MODERATE INCOME RESIDENTS OF THE CITY.
WHEREAS, the Department of Housing and Urban Development has awarded
funding to the City in the amount$1,043,729 pursuant to the Housing and Development Act of
1974 for the primary benefit of low and moderate income persons; and,
WHEREAS,the City Council now finds it desirable and appropriate to
provide funds in the amount of$802,569, being $95,000 for the Health Department,
$250,000 for Housing Rehabilitation, $60,508 for Environmental Officer, $100,000 for Housing
Administration, and$297,061 for 2014 Streets Program to benefit low and moderate income
residents of the city; and,
WHEREAS, the City Council, by its adoption of Resolution Number 14-217,
(authorizing submission of a 40th Year Consolidated Plan)has obligated itself to provide
financial assistance to Port Arthur city organizations listed; and
WHEREAS,the City Council, is required to designate an official to sign all
documents in connection with amendments to the applications and grant agreements; now,
therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR:
THAT the City Manager is authorized to execute contracts with the public
services organizations, in the amount of Eight Hundred Two Thousand and Five Hundred Sixty
Nine Dollars ($802,569) for the proposal outlined herein and further described in the attached
contracts marked Attachments 1 through 5; and,
THAT said contracts are an exact duplicate of the Newly Federally funded
Community Development Block Grant city contracts, which are the standard contracts that the
city will be using, and is hereby incorporated by reference, and said changes are hereby
approved.
THAT a copy of the caption of this Resolution be spread upon the minutes of the
City Council.

INTERDEPARTMENTAL AGREEMENT
This Interdepartmental Agreement(Agreement) entered into between the Grants Management Division
and the Port Arthur Health Department.
I. PURPOSE
The purpose of this Interdepartmental Agreement is to provide 2014 Community
Development Block(CDBG)funds to the Port Arthur Health Department to pay the Public
Health Nurse.
II. TIME OF PERFORMANCE
The Time of Performance under this Agreement shall begin August 6, 2014 and end
August 5, 2015.
III. SERVICES PROVIDED
The Health Department shall provide health services to low and moderate-income families
of Port Arthur,Texas. Community Development Block Grant Funds will be used to pay the
salary for the Public Health Nurse that provide immunization vaccines at the Port Arthur
Health Department.
IV. BUDGET
The budget is Ninety-Five Thousand and No/100 dollars($95,000).
V. PROGRAM STANDARDS
Projects undertaken must principally be of direct benefit to low and moderate income
resident of the City of Port Arthur.
VI. PROGRAM REQUIREMENTS
Program in receipt of funds under this Agreement must be in compliance with City of Port
Arthur Procurement Procedures and 24 CFR 570.
VII. PERFORMANCE STANDARDS
The Port Arthur Health Department shall perform the work specified in this Agreement in a
reasonable and prudent manner.
VIII. REPORTS
Monthly reports are due by the 28th day of each month and include the number of persons
served by race and income and income verification for each client served.
IX. AMENDMENTS
Any amendments to this Agreement must be made in writing and approved by both parties
hereto.

INTERDEPARTMENTAL AGREEMENT
This Interdepartmental Agreement(Agreement) entered into between the Grants Management Division
and the Housing Assistance Division.
I. PURPOSE
The purpose of this Interdepartmental Agreement is to provide 2014 Community
Development Block(CDBG)funds to the Housing Assistance Division for housing services
such as rehabilitation, reconstruction,and emergency repairs.
II. TIME OF PERFORMANCE
The Time of Performance under this Agreement shall begin August 6, 2014 and end
August 5, 2015.
III. SERVICES PROVIDED
The Housing Assistance Division shall provide housing services to low and moderate-income
families of Port Arthur,Texas.
IV. BUDGET
The budget is Two Hundred Fifty Thousand and No/100 dollars($250,000).
V. PROGRAM STANDARDS
Projects undertaken must principally be of direct benefit to low and moderate income
persons or the project must benefit a low to moderate income area of the City of Port
Arthur.
VI. PROGRAM REQUIREMENTS
Program in receipt of funds under this Agreement must be in compliance with City of Port
Arthur Procurement Procedures and 24 CFR 570.
VII. PERFORMANCE STANDARDS
The Housing Assistance Division shall perform the work specified in this Agreement in a
reasonable and prudent manner.
VIII. REPORTS
Monthly reports are due by the 28th day of each month and include the number of persons
served by race and income.

INTERDEPARTMENTAL AGREEMENT
This Interdepartmental Agreement(Agreement) entered into between the Grants Management Division
and the Port Arthur Code Enforcement Division.
I. PURPOSE
The purpose of this Interdepartmental Agreement is to provide 2014 Community
Development Block(CDBG)funds to the Port Arthur Environmental Health Division to pay
the salary for one Environmental Officer that will work in the CDBG eligible areas of Port
Arthur(see the attached map of eligible CDBG areas).
II. TIME OF PERFORMANCE
The Time of Performance under this Agreement shall begin August 6, 2014 and end
August 5,2015.
III. SERVICES PROVIDED
Environmental Health Officer is responsible for carrying out measures for protecting public
health; including administering and enforcing the City's Environmental Health Codes.
IV. BUDGET
The budget is Sixty Thousand Five Hundred and Eight and No/100 dollars($60,508).
V. PROGRAM STANDARDS
Projects undertaken must principally be of direct benefit to low and moderate income area
of the City of Port Arthur.
VI. PROGRAM REQUIREMENTS
Program in receipt of funds under this Agreement must be in compliance with City of Port
Arthur Procurement Procedures and 24 CFR 570.
VII. PERFORMANCE STANDARDS
The Port Arthur Environmental Health Division shall perform the work specified in this
Agreement in a reasonable and prudent manner.
VIII. REPORTS
Monthly reports are due by the 28th day of each month and include the areas served.
IX. AMENDMENTS
Any amendments to this Agreement must be made in writing and approved by both parties
hereto.

INTERDEPARTMENTAL AGREEMENT
This Interdepartmental Agreement(Agreement)entered into between the Grants Management Division
and the Housing Assistance Division.

expenses.
II. TIME OF PERFORMANCE
The Time of Performance under this Agreement shall begin August 6, 2014 and end
August 5, 2015.
III. SERVICES PROVIDED
The Housing Assistance Division shall provide housing services to low and moderate-income
families of Port Arthur,Texas.
IV. BUDGET
The budget is One Hundred Thousand and No/100 dollars($100,000).
V. PROGRAM STANDARDS
Projects undertaken must principally be of direct benefit to low and moderate income
persons or the project must benefit a low to moderate income area of the City of Port
Arthur.
VI. PROGRAM REQUIREMENTS
Program in receipt of funds under this Agreement must be in compliance with City of Port
Arthur Procurement Procedures and 24 CFR 570.
VII. PERFORMANCE STANDARDS
The Housing Assistance Division shall perform the work specified in this Agreement in a
reasonable and prudent manner.

and the Public Works Street Division.
I. PURPOSE
The purpose of this Interdepartmental Agreement is to provide 2014 Community
Development Block(CDBG)funds to resurface streets in eligible CDBG areas of the city.
Attachment"A" includes the list of streets.
II. TIME OF PERFORMANCE
The Time of Performance under this Agreement shall begin August 6,2014 and end
August 5, 2015
III. SERVICES PROVIDED
The Public Works Street Division will resurface streets according to Attachment"A".
IV. BUDGET
The budget is Two Hundred Ninety-Seven Thousand Sixty-One and No/100 dollars
($297,061).
V. PROGRAM STANDARDS
Projects undertaken must principally be of direct benefit to a low to moderate income area
of the City of Port Arthur.
VI. PROGRAM REQUIREMENTS
Program in receipt of funds under this Agreement must be in compliance with City of Port
Arthur Procurement Procedures and 24 CFR 570.
VII. PERFORMANCE STANDARDS
Public Works shall perform the work specified in this Agreement in a reasonable and
prudent manner.
VIII. REPORTS
A. Weekly certified payroll reports, if applicable;
B. Monthly Section 3 reports,if applicable;
C. Monthly report of the number of streets completed and the total completion costs.
IX. AMENDMENTS
Any amendments to this Agreement must be made in writing and approved by both parties
hereto.
