Tomplait, Assistant Director of Utility Operations DATE: July 31, 2014 RE: Proposed Resolution No. 18461 COMMENTS RECOMMENDATION I recommend City Council approve Proposed Resolution No. 18461 authorizing emergency repairs to a 24" waterline at 18th Street and Woodworth Blvd. by ALLCO, L.L.C., of Beaumont, Texas, in the estimated amount of$200,000.00 BACKGROUND On July 18th 2014, a 24" waterline broke causing extensive damage at the intersection of 18th Street and Woodworth Blvd. Two (2) 32' joints of pre-stressed concrete pipe will have to be changed out. The damage to 18th Street at the intersection of Woodworth Blvd. is very extensive and falls in the TXDOT right-of way. The damage to the waterline, storm drain, and street must be immediately repaired to meet City and TXDOT standards. Due to the low pressure and volume in the eastern part of City around the Proctor Street Tower, the major water leak in the area will result in a boiled water notice. The City Manager approved proceeding with these emergency repairs ASAP. BUDGET/FISCAL EFFECT Funds are available in account#410-1251-532.54-00, STAFFING/EMPLOYEE EFFECT Existing City staff will coordinate the opening and closing of valves, and disinfection of the waterline with the contractor. SUMMARY I recommend that the City Council approve Proposed Resolution No. 18461 authorizing Emergency Repairs to a 24" waterline at 18th Street and Woodworth Blvd. by ALLCO, L.L.C., of Beaumont, Texas, in the estimated amount of$200,000.00. P.R.No. 18461 07/31/14 RESOLUTION NO. A RESOLUTION AUTHORIZING EMERGENCY REPAIRS TO A 24" WATERLINE AT 18TH STREET AND WOODWORTH BLVD. FOR THE UTILITY OPERATIONS DEPARTMENT TO ALLCO, L.L.C., IN AN AMOUNT NOT TO EXCEED $200,000.00. FUNDS ARE AVAILABLE IN ACCOUNT NO. 410-1251-532.54-00 WHEREAS, there is currently a waterline failure at 18`h Street and Woodworth Blvd. causing an immediate public health and safety concern; and, WHEREAS, this waterline cannot be shut down for an extended period of time in our distribution system due to low pressure and volume; and, WHEREAS, pursuant to Section 252.022(a)(1) of the Texas Local Government Code this purchase is authorized because of a public calamity that requires the immediate appropriation of money to relieve the necessity of the municipality's residents or to preserve the property of the municipality; and, WHEREAS, it is further authorized pursuant to Section 252.022(a)(3) of the Texas Local Government Code because of unforeseen damage to City's waterline and other property; and, WHEREAS, City staff received a proposal letter regarding the cost of these repairs from ALLCO, L.L.C.; and, WHEREAS, the City Manager, is hereby authorized to negotiate a contract in line with the terms set forth in Exhibit"A". WHEREAS, due to the critical state of the waterline and the danger at the intersection, the City Council approves proceeding with these repairs on an emergency basis in an amount not to exceed $200,000. Once the final contract has been negotiated, it will be brought before City Council for final confirmation;NOW THEREFORE, P.R.No. 18461 07/31/14 Page 2 of 2 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, in order to protect the health and safety of our citizens, the City Council hereby authorizes Emergency Repairs to a 24" Waterline at 18th Street and Woodworth Blvd., and street repairs to ALLCO, L.L.C., in the total estimated amount of$200,000.00; and, THAT, a copy of the caption of this resolution be spread upon the minutes of the City Council. Box 1089 Port Arthur,Texas 77640 Re: 24" Waterline Emergency Repair- 18th Street and Woodworth Dear John: Pursuant to our conversation this afternoon, concerning the emergency 24" water line repair on 18th Street and Woolworth, I will be sending you a rate schedule for performing this work on a time and material basis. This schedule shall include rates for labor and equipment, as well as terms for materials, subcontracts and other miscellaneous items. Invoices shall be provided and attached to all billings to the city. All items will be marked up 15% for overhead and profit. Also, our superintendent will complete a daily Field Work Order, which will be signed by your engineer at the end of the day. A copy of this Field Work Order form is attached to this letter. These completed and signed forms shall accompany all billings to the city. We also discussed the cost of this emergency work. At this point, any accuracy for an estimate is impossible to attain. However, a best guess would be $200,000.00 for all work. The actual total may be less than this amount, or it could run more if additional damage to the water system is found.
