RESOLUTION NO.
A RESOLUTION ESTABLISHING A CITY MANAGER' S SEARCH
ADVISORY BOARD (REQUESTED BY MAYOR PRINCE)
WHEREAS, the position of City Manager is vacant as relates to
a regular appointee; and,
WHEREAS, pursuant to Resolution No. 14-230, the City Council
authorized a contract with Strategic Government Resources, Inc. , to
engage in a professional executive search firm to fill the position
of the City Manager; and
WHEREAS, pursuant to Resolution No. 14-306, the City Council
authorized Strategic Government Resources, Inc. to proceed with all
recruitment activities to include the use of the City Manager
Search Profile in the professional executive search to fill the
City of Port Arthur City Manager vacancy; and
WHEREAS, the City Council desires to provide for additional
citizen input as part of the search process; and
WHEREAS, City Council desires to establish a City Manager' s
Search Advisory Board to provide citizen input as part of the
search process.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR:

Section 1 . That the facts and opinions in the preamble are
true and correct.
Section 2 . That there is hereby established the City
Manager' s Search Advisory Board.
Section 3 . That the appointment of members to, purpose,
and operation of the City Manager' s Search Advisory Board shall be
as outlined in Attachment "A" hereto .
Section 4 . That a copy of the caption of this Resolution
shall be spread upon the Minutes of the City Council.
READ, ADOPTED, AND APPROVED, this day of
2014 AD, at a Regular Meeting of the City Council of the City of
Port Arthur, Texas by the following vote: AYES:

City Manager' s Search Advisory Board
1 . The purpose of the City Manager' s Search Advisory Board shall
be to provide citizen input to the City Council regarding the
selection of a City Manager from candidates whom the City
Council have designated as finalists for the position.
2 . The City Manager' s Search Advisory Board shall be comprised of
up to nine (9) individuals with each sitting councilmember
having the right to appoint one (1) member thereto by the date
specified by the City Council; appointees shall be current
residents of the city of Port Arthur.
3 . The City Manager' s Search Advisory Board shall be advised by
the City Attorney, Director of Human Resources, and Search
Consultant in regard to confidentiality of materials and
legality of all inquiries .
4 . The City Manager' s Search Advisory Board may hold meetings at
City Hall .
5 . The City Manager' s Search Advisory Board shall base their
recommendations and input on review of candidate materials,
Search Consultant briefing and face-to-face meetings with
finalist candidates.
6. The recommendation and input of the City Manager' s Search
Advisory Board shall be a work product of the City.
7 . Members of the City Manager' s Search Advisory Board shall not
conduct independent inquiry, or review, which has not been
authorized by the Advisory Board as a whole.
8 . The terms of members of the City Manager' s Search Advisory
Board shall be from the date of appointment until the date a
recommendation regarding the selection of a City Manager is
provided to the City Council or the selection of a City
Manager by City Council whichever occurs earlier.
