Home My WebLink AboutPR 14112: PAINTING WATER TANK MEMORANDUM CITY OF PORT ARTHUR UTILITY OPERATIONS DEPARTMENT TO: Stephen Fitzgibbons, City Manager FROM: Ketly Eldridge, Director of Utility Operations //~.~/ DATE: April 5, 2007 SUBJECT: Proposed Resolution No. 14112 COMMENTS RECOMMENDATION I recommend that the City Council approve Proposed Resolution No. 14112 authorizing the execution of a construction contract with Diversified Coatings, Ltd., of Chicago, IL, for $283,700.00 for Repair & Painting of the Pioneer Park Elevated Water Tank. BACKGROUND The Pioneer Park Elevated Storage Tank (EST) has been noted as a deficiency on the last several annual TCEQ System Inspection Reports as being in need of repair and painting. This is our largest elevated storage tank (1,000,000 gallons), so the completion of a few distribution system projects needed to be accomplished before we could take this tank out of service for repair and painting. This EST received minor damage from Hurricane Rita (approximately $9,100), and FEMA has already paid their portion of these costs. These minor repairs are included in this rehabilitation project. Don S. Reichle & Associates, Inc. performed engineering services related to the preliminary and design phases necessary to complete this project. On March 7, 2007, we opened the following bids: Bidder S&L Painting, Inc. Houston, TX Total Bid Days to Complete $291,475. 120 Diamond Enterprise, Inc. Gloster, MS $324,300. 120 Diversified Coatings, Ltd. $283,700. 150 Chicago, IL The Iow bid from Diversified Coatings, Ltd. meets the advertised specifications and is recommended for award. This total includes $3,800 for the Memorial Titans logo. BUDGET/FISCAL EFFECT The engineer's estimate for this project was $275,000 to $300,000. This work is budgeted in account No. 427-1626-532.85-00, Project No. 427602. STAFF/EMPLOYEE EFFECT Our consulting engineer and City staff will monitor this contract. P.R. No. 14112 04-05-07 RESOLUTION NO. A RESOLUTION AWARDING A CONTRACT AND AUTHOKIZING THE EXECUTION OF SAID CONTRACT IN THE AMOUNT OF $283,700.00 FOR. THE REPAIR AND PAINTING OF THE PIONEER PARK ELEVATED WATER TANK BETWEEN THE CITY OF PORT ARTHUR AND DIVERSIFIED COATINGS, LTD., OF CHICAGO, ILLINOIS. ACCOUNT NO. 427-1626- 532.85-00, PROJECT NO. 427602. WHEREAS, the elevated water storage tank at Pioneer Park is in need of repairs and painting; and, WHEREAS, the City Council of the City of Port Arthur deems it necessary to repair this water storage tank in order to comply with regulatory mandates; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT the City Council of the City of Port Arthur hereby awards the contract for the Repair and Painting of the Pioneer Park Elevated Water 'lank, to the lowest bidder to-wit; Diversified Coatings, Ltd., of Chicago, Illinois; and, THAT the Mayor and City Manager of the City of Port Arthur are hereby authorized to execute on behalf of the City of Port Arthur a contract between the City of Port Arthur and Diversified Coatings, Ltd. in the amount of $283,700.00 to be completed within 150 days, a copy attached hereto as Exhibit "A"; and, THAT a copy of engineer's recommendation for awarding the contract to the lowest responsible bidder is attached hereto as Exhibit "B"; and, THAT the contractor shall not proceed on any phase or segment of this work until a Notice to Proceed is issued; and, THAT the said contract is an exact duplicate of a City Standard Form contract except for the changes (if any) shown in the Certificate of Standard Form Contract, a copy of which is attached hereto as Exhibit "C", and said changes are hereby approved; and, P.R.
