FOR ASBESTOS ABATEMENT OF THE HEALTH DEPARTMENT 2~4~) FLOOR COMMENT RECOMMENDATION: The Purchasing Division recommends that the City Council adopt P.R. No. 14114 authorizing the City Manager to execute a contract with AAR, Inc. in the amount of $24,550.00 for asbestos abatement of the Health Department 2'~a floor. BACKGROUND: Thc Health Department has received Social Services Block grant funds to remodel the second floor of the facility. An asbestos survey of the second floor revealed that there is approximately 9,325 square feet of floor coveting and mastic, and 5,900 square feet of sheetrock that will have to be abated. Of the three contractors contacted, the following two quotes were submitted: A_A_R, Inc. (Houston, TX) $24,550.00 Basic Industries, Inc. (Nederland, T,'© $54,340.00 Inland Environmental (Port Arthur, TX') No Response The lowest contractor, AAR, Inc., will remove and dispose of the floor tiles and sheetrock according to Texas Department of Health regulations. BUDGET AND REVENUE IMPACT: Acceptance of this recommendation will not requixe a budget amendment. Funds are available in Account No. 132-1021-514.59-00, Project SSBG01. STAFF LEVEL IMPACT: Acceptance of this recommendation will have no effect on current staffing level. SUMMARY: The Purchasing Division recommends that the City Council adopt P.R. NO. 14114 04/17/07 YSG RESOLUTION NO. A RESOLUTION AUTHORIZING THE EXECUTION OF A CONTRACT BETWEEN THE CITY OF PORT ARTHUR AND AAR, INCORPORATED OF HOUSTON, TEXAS, IN THE AMOUNT OF $24,550 FOR ASBESTOS ABATEMENT OF THE SECOND FLOOR OF THE HEALTH DEPARTMENT (ACCOUNT NO. 132m1021-514.59-00 PROJECT NO. SSBG01). WHEREAS, the U.S. Department of Defense has awarded the City of Port Arthur's Health Department a Social Services Block Grant to support hurricane recovery; and WHEREAS, the grant authorizes the use of funds for renovation of the second floor of the Health Department; and WHEREAS, it has been determined that there is an immediate need for asbestos abatement on the second floor of the Health Department; and WHEREAS, ICU Environmental Health and Safety was hired as the consultant for the asbestos abatement project; and WHEREAS, ICU Environmental Health and Safety requested quotes from three contractors; and WHEREAS, AAR, Inc., of Houston, Texas proved to be the lowest and most responsible contractor to provide a quote; and WHEREAS, the Purchasing Division deems it is in the best interest of the City to approve and accept the quote from AAR, Inc., of Houston, Texas in the amount of $24,550 for asbestos abatement for the second floor of the Health Department. PR 14114 4/20/2007 NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. Section 2. That, the facts and opinions in the preamble are true and correct; That, it has been determined that there are substantial signs of asbestos on the second floor of the Health Department, which require immediate asbestos abatement in order to preserve and protect the public health. Section 3. That, the City Council of the City of Port Arthur hereby approves the contract between the City of Port Arthur and AAR, Inc. of Houston, Texas for the asbestos abatement of the second floor of the Health Department located at 449 Austin Avenue, Port Arthur, Texas, in the amount of $24,550. Section 4. That, the City Council deems it is in the best interest of the City to approve and authorize the City Manager to execute a contract between AAR, Inc., of Houston, Texas and the City in substantially the same form as delineated in Exhibit "A". That, a copy of the caption of this Resolution be spread upon the Minutes Section 5. of the City Council.
