HomeMy WebLinkAboutFebruary 13, 2007 SPECIALSPECIAL I~IEETING -, February 13, 2007 ROLL CALL, tNVOCATZON & PLEDGE The City Council of the City of Port Arthur met in Special Session on Tuesday, February 13, 2007 at 4:08 p.m. in the City Council Chamber, City Hall, with the following members present: Mayor Pro Tern Deloris "Bobble" Prince; Councilmembers Felix A. Barker, Thomas J. Henderson, Martin Flood, Robert E. "Bob" Wi,lamson and Michael "Shane" Sinegal; City Manager Steve Fitzgibbons; City Secretary Evangeline "Van" Green and City Attorney Mark T. Sokolow. Mayor Pro Tem Prince presided over the City Council meeting in the absence of Mayor Oscar G. Ortiz. Councilmember Williamson gave the invocation followed with the pledge to the flag. Community Development Block Grant Applicants Workshop The motion was made by Councilmember Williamson and seconded by Councilmember Henderson to open discussion regarding applicants requesting grants from Community Development Block Grants (CDBG) funding. Planning, Zoning and Grants Managemeent Director Dale Watson appeared before the City Council to discuss the funding allocations for cities and the decline in the amount allocated. Mr. Watson introduced the non-profit applicants requesting to receive CDBG funding. Port Arthur Neighborhood Action Council (PANAC) Secretary Joseph Richard, 2704 Glacier Drive, appeared before the City Council to request consideration in funding assistance in the amount of $14,500 to provide supplies and equipment for the citizens' patrol groups. Program of Health Excellence Executive Direc'tor and Instructor Willie Mae Elmore, 2217 18th Street, appeared before the City Council to solicit $30,000 in grant funding to provide education and nursing certification. Mr. Clifford Rees, 3430 Graves, Groves, Texas, appeared before the City Council to represent the Community Retirement Home in the request of funding for utility expenses in the amount of $5,000. DeQueen Elementary Principal Gladdie Fowler, 3648 Roanoke Avenue, appeared before the City Council as a representative of the Port Arthur Independent School District to request grant funding for school enrichment and tutorial programs at DeQueen, Sam Houston, Washington and Franklin Elementary Schools in the amount $72,000. A Housing Authority representative was not present to request funding. Mrs. Laura Stoute, 1034 Alabama, Beaumont, Texas, appeared before the City Council on behalf of Nutrition and Services for SeNiors to request funding in the amount of $10,580 to provide home-delivered meals for senior citizens. Ms. Jacqueline James, 3311 Charles Avenue, Groves, Texas, appeared before the City Council to represent the James Hope Center' for Children to solicit funding to renovate its emergency crisis shelter for children in the amount of $50,000. Camp Fire Boys and Girls Executive Director Lillie Green, 3030 7th Street, appeared before the City Council to request consideration in funding in the amount of $13,029 for alter-school and day-camp programs targeting children living in public and Iow-income housing. A Port Cities Rescue Mission Ministries representative was not present to request funding. Experience Corps Representative Stephanie Laritique-Pearson 9390 Landis Drive, Beaumont, appeared before the City Council to request consideration in grant funding in the amount of $15,000 for its tutorial programs for elementary students. The City Council recognized and commended the senior citizens in the audience who voluntarily tutor students. LAW (Love At Work) Academy Representative Rev. Albert Moses, Jr., 217 Live Oak Lane, appeared before the City Council to solicit grant funding in the amount of $50,000 to provide educational and counseling services for probated students. Catholic Charities Hospitality Center Executive Director Christina Green, 2209 Patricia Lane, Port Neches, Texas, appeared before the City Council to request grant funds in the amount of $20,000 to provide nutritious meals for Iow-to-moderate income individuals. Port Arthur Spurs Board Secretary Dawana Wise, 3016 Alamo, appeared before the City Council to request consideration in the request of funds in the amount of $26,000 for youth basketball activities for Iow-to-moderate income individuals. Les Enfants Centre Project Director Glenn Alexander, 3001 Lakeshore Drive, appeared before the City Council to solicit funds in the amount of $125,000 for a new youth activity center for Iow-to-moderate income individuals. YMCA Executive Director Patrick Murphy, 2380 North Court, Nederland, Texas, appeared before the City Council to request consideration in the request of funds in the amount of $9,000 for summer day-camp and after-school programs. AD3OURNMENT OF MEETING Upon the motion of Councilmember Williamson, seconded by Councilmember Flood and carried unanimously, the City Council adjourned their meeting at 5;57 p.m. An audio-tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
